    Director, Director, Corporate Services

    Job Purpose

    The Director, Corporate Services is responsible for the coordination of the management of Finance, Human Resource Management, Administration and Estate Management functions in the Council.

    Job Specifications

    1. Initiating the formulation and overseeing the execution of policies, plans and strategies in the functional areas of Finance; Human Resource Management and Development; and General Administration and Estate Management.
    2. Providing leadership to foster a culture that promotes team capability, efficiency and reflects the values which facilitate performance, professionalism and innovation by staff in the Directorate and throughout the Council;
    3. Ensuring financial prudence and discipline for financial accounting, planning, treasury management, budgeting and budgetary controls within the existing legal and regulatory framework;
    4. Ensuring effective implementation and compliance with all legislative requirements relating to corporate services;
    5. Facilitating and coordinating the implementation of the performance management system;
    6. Coordinating the preparation of the Council’s budget;
    7. Managing and controlling the Directorate’s budget;
    8. Coordinating preparation and implementation of work plans, performance reporting and the achievement of performance contracting targets; 
    9. Executing the instructions from the Chief Executive Officer;
    10. Overseeing the development and implementation of internal controls;
    11. Reviewing financial reports and submit to the relevant institutions.

    Person Specifications

    For appointment to this grade, an Officer must have:

    1. At least fifteen (15) years cumulative relevant work experience, five (5) of which should have served at Senior Management level;  
    2. Masters degree in either Human Resource Management and Development, Business Administration, Public Administration, Finance, Commerce or equivalent from a recognized institution;
    3. Bachelors degree in Human Resource Management and Development, Business Administration, Public Administration, Finance, Commerce or equivalent from a recognized institution;                                                           
    4. Membership to a professional body;
    5. Leadership Course lasting not less than 4 weeks from a recognized institution;
    6. Demonstrated merit in work performance;
    7. Proficiency in computer applications;
    8. Fulfil the requirements of Chapter Six of the Constitution.

    Deputy Director, Test Development (Schools & Teacher Examinations): EC GRADE 3

    Job Specifications

    The duties and responsibilities will entail:

    1. Providing leadership in the department;
    2. Promoting the adoption of KNEC values in the department;
    3. Coordinating participation of examination officers in curriculum development activities;
    4. Coordinating participation of examination officers in the alignment of syllabuses and curriculum designs to examinations and assessments;
    5. Coordinating development of Tables of Specifications for all test papers and assessment tools;
    6. Coordinating training of setters and moderators;
    7. Maintaining a database of approved setters and moderators;
    8. Coordinating setting and moderation of test items/papers and assessment tools in a secure environment;
    9. Coordinating proofreading and approval of test items/papers for banking;

    11. Preparing and implementing approved departmental work plan, procurement plan, and budget;

    17. Ensuring security and confidentiality of all examination/assessment materials;
    18. Keeping abreast with trends in psychometrics;
    19. Supervising and mentoring examinations officers;
    20. Chairing Course Panel meetings;
    21. Chairing Awards Panel Meetings;
    22. Advising the Director, Test Development on desired changes in examination/assessment paper formats;
    23. Appraising the performance of Principal Examinations Officers and Assistant Director, Examinations;
    24. Implementing Quality Management Systems for continual improvement;
    25. Implementing Council and Management decisions;
    26. Advising the Director of Test Development on any issues relating to test development;
    27. Approving payment claims for contracted professionals.

    Person Specifications

    For appointment to this grade, an officer must have:

    1. At least twelve (12) years of cumulative relevant work experience, four (4) of which should have served at a management level; 
    2. Bachelors Degree in Education from a recognized institution OR Bachelors Degree in a relevant discipline plus a Post Graduate Diploma in Education from a recognized institution;
    3. Masters Degree in a relevant discipline from a recognized institution;
    4. Management Course lasting not less than four (4) weeks from a recognized institution.
    5. Demonstrated competence and merit in work performance;
    6. Demonstrate Proficiency in computer applications;
    7. Fulfil the requirements of Chapter Six of the Constitution.

    Evidence of competence in providing leadership in School examinations and Competence Based Assessemnt (CBA) will be an added advantage.

    Deputy Director, Human Resources Management

    Job Specifications

    The duties and responsibilities of the officer will entail:

    1. Coordinating the development and implementation of strategies, policies, and procedures in the Department;

    1. At least twelve (12) years of cumulative relevant work experience, four (4) of which should have served at management level; 
    2. Masters Degree in Human Resource Management, Business Administration with a Human Resource Management or equivalent qualification from a recognized Institution OR Masters Degree or its equivalent qualifications in any of the following fields: Business Management, Public Administration, Finance, Commerce, Human Resource Management, from a recognized Institution;

    Deputy Director, Internal Audit

    Job Specifications

    The duties and responsibilities of the officer will entail:

    1. Initiating the review of the Internal Audit policy documents to conform with the prevailing professional standards and regulations;
    2. Ensuring that audit activities are carried out as per the professional guidelines and audit policies;
    3. Initiating development of new initiatives aimed at improving internal audit operational efficiencies and managing the risk-based annual audit work plans to cover all activities of the Council. 
    4. Co-ordinating the review of audit programs to ensure that they test the relevant internal controls and are in compliance with the international auditing standards;
    5. Interacting with senior management to ensure their involvement in agreeing with the audit recommendations for areas of high risk;
    6. Examining and evaluating the adequacy, effectiveness and reliability of the Council’s financial and operating systems;
    7. Coordinating and ensuring quality control of the audit activities to ensure that the audit objectives are met and that the audit professional standards are maintained at all times;
    8. Coordinating and conducting audits (where necessary) and hold all entry and exit audit meetings/sessions of each audit assignment with the auditees;
    9. Evaluating the risk management processes and giving reasonable assurance to the management and the Council that all key business risks are being mitigated to acceptable levels.
    10. Coordinating audit efforts with the external auditors to avoid duplication;
    11. Preparing audit findings, recommendations and management comments and present to the management and audit committee quarterly.
    12. Designing a follow-up mechanism on all audits done to ensure that the agreed audit recommendations are implemented within the given timeframe.
    13. Managing the audit team performance through performance planning, coaching, mentoring and appraisals.
    14. Managing the training of the audit team to ensure they develop the skills and competencies required for professional career progression.
    15. Nurturing the team-building spirit among the auditors and implementing succession planning in the department.

    Person Specifications

    For appointment to this grade, an officer must have:

    1. At least twelve (12) years cumulative relevant work experience, four (4) of which should have served at management level; 
    2. Masters Degree in any of the following: Auditing, Business Administration majoring in Finance or Accounting or its equivalent from a recognized institution;
    3. Bachelors Degree in Commerce, Business Administration, Business Management (Accounting Option) or equivalent qualification from a recognized Institution;
    4. Management Course lasting not less than four (4) weeks from a recognized institution;
    5. Membership of the Institute of Internal Auditors (IIA) and Institute of Certified Public Accountants of Kenya (ICPAK);
    6. Certified Information Systems Auditor (CISA);
    7. Demonstrated merit in work performance;
    8. Proficiency in computer application;
    9. Fulfil the requirements of Chapter Six of the Constitution.

    Graphic Design Assistant

    Job Specifications

    The duties and responsibilities will entail:

    1. Using design graphic design relevant software to design graphics;
    2. Using illustrative skills to convert rough sketches into layouts ready for print;
    3. Getting feedback from examination officers and improving sketches to produce accurate and high-quality graphics;
