    Engineer Transmission System Planning (Civil)

    ENGINEER TRANSMISSION SYSTEM PLANNING (CIVIL) – (KET 6) ONE (1 POSITION) REF: KET/5/1C/40/201/VOL I – B (12/23) ON PERMANENT & PENSIONABLE TERMS

    Reporting to the Senior Engineer, Transmission System Planning.

    Job purpose

    This Job is responsible for undertaking transmission system planning, preliminary design, system studies, and project development and monitoring & evaluation activities aimed at power transmission system reinforcement, power evacuation and increased electricity access: leading to the establishment of a world class power transmission grid comprising of robust, reliable, efficient and cost-effective high voltage.

    Key Responsibilities;

    • Undertaking transmission system planning, preliminary design, system studies, project development and monitoring & evaluation activities aimed at power transmission system reinforcement, power evacuation and increased electricity access: leading to the establishment of a world class power transmission grid comprising of robust, reliable, efficient and cost-effective high voltage power transmission national grid and regional interconnectors.
    • Participating in carrying out detailed power system studies for short, medium- and long-term planning, network stability analysis and also prior to commissioning of critical components of the transmission systems.
    • Undertaking power system modelling for current and future national power transmission grid and regional interconnectors.
    • Assisting in the preparation and updating of standard technical design specifications for substations and transmission lines.
    • Drafting Terms of Reference (ToRs) for upcoming projects and consultancies to ascertain scope of assignment, qualification of consultants, project deliverables and project schedules.
    • Undertaking project pre-feasibility studies reports that provides preliminary viability of a project, and evaluate the necessity of full feasibility study.
    • Undertaking preparation of project feasibility study reports that provides transmission line preliminary route selection, preliminary environment loadings, substation location and feasibility level cost estimates, conductors and structural types, conceptual design criteria to establish the project viability.
    • Proposing activities for inclusion in the work plan
    • Assisting in the preparation of project budgets
    • Drafting technical advice for communication with external stakeholders.
    • Participating in review of project concept notes and proposals for Public Private Partnership (PPP), Private Initiated Investment Projects (PIIP) and Development
    • Finance Institutions (DFIs).
    • Drafting technical report on suitability of substation land scoping for planned projects
    • Participating in undertaking conceptual/preliminary civil and conceptual/preliminary electrical designs, preparation of drawings and estimation of quantities for transmission lines and substations projects.
    • Participating in preparing bidding documents to ascertain the scope of work, specifications, technical data sheets, preliminary drawings, bill of quantities, bidders’ technical qualifications and evaluation criteria for planned projects.
    • Participating in the tender evaluation process to provide technical expertise.
    • Participating in the review of energy sector planning documents such as the Integrated
    • National Energy Planning Framework.
    • Participating in updating transmission plan section in Least Cost Power Development
    • Plan (LCPDP) and its Medium Transmission Plan (MTP).
    • Participating in adhoc committees in KETRACO and within the energy sector both nationally and regionally.
    • Undertaking research and innovates on environmental conditions and loading, materials, equipment, and systems and communicates research findings for
    • implementation and adoption in other forums.
    • Participating in the development and updating of the Ketraco Transmission Master
    • Plan (TMP) to inform the capital expenditure requirements, timelines and sequencing of power transmission infrastructure.
    • Assisting in the preparation of system studies, transmission planning and project development reports.
    • Participating in the preparation of templates and for the collection of baseline data and performance data to enable the analysis of outcomes and impacts for power transmission projects.
    • Participating in the identification of power consumers from whom collection of baseline data and performance data to enable the analysis of outcomes and impacts for power transmission projects.
    • Participating in the collection of baseline data and performance data to enable the analysis of outcomes and impacts for power transmission projects.
    • Participating in the implementation of the relevant risk mitigation and management activities in transmission system planning.
    • Participating in the implementation of ISO systems within the section.
    • Participating in the review of consultant designs and reports.
    • Preparing payment certificates for consultancy works.
    • Preparing payment certificates for renewal of software maintenance licenses and subscription to corporate membership in professional bodies and societies IEEE and CIGRE.
    • Participating in financier mission on the preparation of project appraisal documents for new projects to facilitate finalization of project finance.
    • Participating in preparation of the project log frame, data and indicators for submission to potential financiers.

    Qualifications & Skills required

    • Bachelor’s degree in Civil Engineering from a recognised institution.
    • Graduate Member of EBK or IEK;
    • Must have of a minimum of three (3) years relevant work experience.

    • Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA);
    • Current Clearance from the Ethics and Anti-Corruption Commission (EACC); and
    • Current Report from an approved Credit Reference Bureau(CRB).
