    ET Consultant

    An Extended term Consultant (ETC) is sought to support the implementation of the technical and operational aspects of the current engagements in education in the Kenya, develop technical inputs to the implementation of activities and technical assistance; and provide general support as part of the Kenya education team.  The ETC is mapped to the World Bank’s Education Global Practice (GED).  S/he will work closely with the Kenya education team, whose members are based both in Kenya and in Washington, DC. The ETC’s work responsibilities and specific tasks are detailed below.

    Duties and Accountabilities

    The ETC will provide operational and technical support for the preparation, supervision, implementation, monitoring and evaluation of projects, technical assistance, and analytical and advisory activities. The selected candidate will be based in Nairobi, Kenya and, will work closely under the supervision of the Education Practice Manager for East and Southern Africa and under the coordination of the Task Team Leader(s) working on Kenya. 

    The ETC will work full-time on a wide range of tasks. Typical tasks include helping design and supervise development projects, drafting project reports, reviewing documentation submitted by the client, conducting both academic and policy research, liaising with policymakers, organizing workshops, etc. S/He will be expected to work flexibly on a wide range of assignments, both independently and as part of the teams, and to multi-task with an orientation to results. Main tasks are summarized as follows: 

    Work collaboratively with client counterparts and Bank teams leading the preparation and supervision of projects and grants, including, but not limited to:

    • Supporting the preparation of preparation and supervision missions; 
    • Providing inputs to diverse operational products/ outputs (such as ASAs, concept notes, aide memoires, implementation reports, project preparation advances, project appraisal documents, among others);
    • Handling requests from the counterparts, Country Management Unit (CMU), and HQ in the absence of the Task Team Leader(s);
    • Participating in preparation and supervision missions and contributing inputs into mission documents;
    • Participating in discussions with project teams and counterparts in order to identify bottlenecks and seek out solutions.
    • Support analytical work carried out by the team as needed, including the preparation of presentations and technical notes.
    • Perform other tasks as needed, including support in preparation of new Bank-financed projects and trust fund requests.
    • Contribute to writing briefs, short notes, and presentations for the team, as needed.
    • Meet with government counterparts to follow up and conduct joint activities.

    Selection Criteria

    • Master’s degree in Economics, Public Policy, Development, or other relevant discipline;
    • Minimum of 5 years of experience in education sector projects, development partners funded education interventions, analytics, development of education strategies, or evaluation of education systems;
    • Familiarity with World Bank operations, including preparation and implementation support for projects;
    • Knowledge of World Bank policies and procedures;
    • Excellent written and oral communication skills in English;
    • Outstanding inter-personal and organizational skills, client-orientation, diplomatic skills, mature judgment, ability to collaborate with others in a multi-cultural environment, capacity to manage multiple tasks, identify and respond to needs as they arise, and remain flexible and self-motivated in a dynamic, fast-paced work environment;
    • Availability to travel when required;
    • Strong commitment to and passion for working in development; and
    • Strong results orientation, persistence, patience and a positive attitude
