    Executive Bureau Manager

    Main Responsibilities

    You will be responsible for the operational delivery of the support infrastructure and large-scale TV, Radio and Digital production output and facilities to support BBC News. Leading on safe, compliant operations, delivery of general and efficient administrative services, and managing teams. You will be required to understand the strategic priorities of all parts of the business, working with editorial colleagues to ensure the effective running and development of a BBC office or offices, in one or more countries, to enable BBC News to grow its global audience.

    Key responsibilities include:

    • TV, Radio and Digital production infrastructure, working closely with the local team of engineers and technical staff
    • The efficient management of the bureaux budgets (including delivery or oversight of payroll)
    • All aspects of the bureau being compliant with both local laws and BBC policies (e.g., safety, security, employment, immigration, right to work)
    • The management and development of International Operations staff across the bureaux in Nairobi and Karen (BBC Monitoring) as well as regionally in Kampala, Dar Es Salaam, Kigali and Addis Ababa
    • Manage a team including managers/professionals - support and develop a diverse and inclusive structure and ways of working
    • Ensure adherence to personnel related administration including but not limited to on-boarding, right to work, contracts, benefits including pensions, payroll, off boarding, processes, personnel file maintenance, data management and accuracy
    • Manage compliance with BBC policies and procedures in the areas of finance, tax, HR administration, legal, procurement, health & safety and business continuity and relevant local legislation and regulations; proactively inform the relevant divisional subject matter expert or senior line management for non-compliance issues
    • Establish and manage relationships with vendors, suppliers; ensure adherence to agreed service level agreements (SLA); engage in contract negotiations as required for local transport and lease services
    • Manage the administration for the running of BBC office(s) ensuring all other line managers have the relevant management information and communication of changes in the policies and procedures. Delivering the pan office administration for all employees which includes HR processes (i.e. recruitment, induction, leave and absence management etc)
    • Support finance, HR, legal, and other divisional specialists in timely submission of information and data i.e. financial planning, reporting, pay reviews, legal cases etc
    • Engage and manage relationships with external stakeholders such as government departments, bank officials, other media companies, auditors, etc.; escalate matters to SME and senior line management for intervention in complex non-compliance matters or hostile situations and offer interim solutions
    • Manage and monitor the technical operations and support for production facilities, enabling a smooth delivery of our content to our audiences
    • Identify opportunities for process improvement and share with the senior line management / SMEs; actively participate in the change process by sharing local information and data as required
    • To lead with other managers locally on all matters of Health & Safety management to ensure the safety and compliance for our staff, productions and buildings 
    • To clearly communicate both internally and externally, all key messaging i.e. business updates, policies 
    • Ensure that the bureaux are operating in a sustainable way

    Are you the right candidate?
    We are looking for someone who has:

    •  Demonstrated experience in managing and delivering administrative services in a mid-sized organisation of 60 – 300 employees
    •  Experience in multiple internal and external stakeholder management
    •  Effective communication skills, both internally and externally for the organisation on all mediums with excellent oral and written communication skills
    •  Demonstrable experience in responding to situations in volatile, changing and potentially hostile environments
    •  Proven experience in ensuring compliance and timely escalation to avoid legal and reputational risk to the organisation
    •  Demonstrable experience in process improvement and project management
    •  Advanced computer skills with extensive demonstrable experience of office software packages (i.e. Word, Excel and PowerPoint)
    •  Fluency in local language and high-level English
    •  MBA or CIMA/ACCA qualifications are essential
    •  Media sector experience (Desirable)
