Expert Pool Manager at GOPA PACE

• We are looking for an outstanding Pool Manager already based in Nairobi, who will be responsible for the operational management of two short-term expert pools for the GIZ programme. 
• The role involves selecting and managing short-term experts, coordinating with GIZ staff and partners, overseeing quality of deliverables, maintaining an expert database, and supporting the organisation of workshops and events. The candidate must have significant governance and policy experience in Kenya and a strong network of local consultants.
• The position entails 220 working days over the contract’s 24-month duration (half time). The contract is forecast to begin in early January 2026.

The minimum qualifications and experience for this position are as follows:

• Bachelor’s degree in economics, public finance, law, political science, public administration or similar
• Knowledge of English at C2-level in the Common European Framework of Reference for Languages
• 5 years of professional experience in administrative procedures, contract management, reporting and/or financial administration
• 5 years of professional experience in projects concerning public finances, decentralisation, data management, accountability, and/or civil society cooperation.
• 2 years of experience in the management of short-term expert teams and pools
• 5 years of professional experience in development cooperation
