    GBV Prevention Training Consultant

    A consultancy agreement to train HIAS Kenya staff on primary prevention of Violence Against Refugee Women and Girls (EVAW/G), Change management process and Safe use of technology in supporting GBV survivors and data management in Nairobi during the COVID-19 pandemic.

    BACKGROUND

    HIAS is a global Jewish not-for-profit organization that stands for a world in which displaced persons attain full potential and contribute to society through sustained legal, social, and systematic change, attaining legal status, exercising social and economic rights and rebuilding their lives. HIAS’ operation in Kenya was established in 2002 with the mission to serve the most vulnerable refugees through community based legal protection, Mental health and Psycho Social-Support (MHPSS), Economic Inclusion, Child Protection and provision of durable solutions.

    Since the first case of COVID-19 was reported in Kenya, on March 13th 2020, the government put in place measures to limit the spread of the disease and this negatively impacted vulnerable groups including refugees. At the same time, existing inequalities are exacerbated in any crisis, and women, girls, and other vulnerable populations are at increased risk of gender‐based violence (GBV) and intimate partner violence (IPV), other safety/security threats, and denial of movements, rights, or services. As reported by Kenya’s National Council on Administration of Justice[1], since the start of COVID-19, there has been a significant spike in sexual offences in many parts of the country and in some cases, the perpetrators are close relatives, guardians and/or persons living with the victims. These increased protection risks make the availability of specialized EVAW/G programming more important than ever.

    With funding from United Nations Trust Fund (UNTF) for ending violence against women and girls (EVAW/G), this project, Community Based Prevention of Violence Against Refugee Women and Girls in Nairobi, being implemented by HIAS Refugee Trust of Kenya (also known as HIAS Kenya), over a period of 17 months. The project seeks to support mechanisms that improve institutional resilience to crises including COVID-19, mitigate the impact of lack of capacity to safely implement EVAW/G projects, strengthen HIAS EVAW/G response and increase its’ ability to address the priority needs of women and girls during and in the aftermath of the COVID-19 pandemic.

    The goal of the project is to contribute to refugee women and girls facing less interpersonal violence among the urban refugee population in Nairobi County by 2022. The project aims to achieve the following outcome: HIAS is institutionally strengthened to sustainably respond to the COVID-19 pandemic and other crises while maintaining or adapting existing interventions to EVAW/G with a focus on the most vulnerable women and girls.

    THE PURPOSE OF CONSULTANCY

    The purpose for the consultancy is to support HIAS Kenya to achieve the following main objectives:

    1. Train HIAS staff to enhance advocacy and capacity in the prevention of VAWG during COVID-19.
    2. Train HIAS staff on safe use of new approaches and technologies in remote service delivery to survivors, safe and ethical remote data collection and change management skills that support adaptive and responsive problem solving.
    3. Strengthen HIAS staff capacity in contextualization of remote service delivery to vulnerable women and girls, enhance safety of staff and reduce the impact of COVID-19 economic strain of households in responding and preventing VAWG.
    4. Increase knowledge and capacity of HIAS staff through change management process and problem-solving skills.

    The consultant will be expected to have expertise to address the above-mentioned objectives of the 12 webinars which will be conducted at various times during project implementation. He or she and the team will be expected to develop resources as necessary for and train HIAS staff and stakeholders. This training should be participatory and empirical; and emphasize accountability of HIAS staff and partners to women and girls. The trainings will create space for HIAS staff and stakeholders to gain and apply new skills and knowledge as well as create a space where active problem-solving skills are strengthened by talking through real time challenges in implementing activities to support Prevention of Violence Against Refugee Women and Girls.

    METHODOLOGY AND SCOPE OF WORK

    In close co-ordination with HIAS, the consultant will implement the following tasks:

    1. Design the training:
      1. Develop the training content for 12 staff webinars to be delivered through interactive activities, methodologies and discussions;
      2. Draft the methodology and training/workshop schedule and submit to HIAS for review and approval;
      3. Finalize the methodology and training/workshop schedule as approved by HIAS;
      4. A work-plan on how the consultancy will be executed.
    2. Conduct 12 staff trainings/webinars.
      1. Conduct the training/workshop; based on the approved methodology and training/workshop schedule,
      2. Conduct the evaluation of the training/workshop;
      3. Report on the trainings/workshops.

    The 12 HIAS staff webinars are as follows:

    1. 4 internal change management and problem-solving webinars
    2. 2 internal remote trainings on safe use of technology for supporting survivors
    3. 2 internal remote trainings on ethical and safe remote data collection
    4. 4 internal remote trainings on primary prevention of VAWG in the time of COVID-19
    5. The 12 webinars shall be conducted remotely to ensure prevention of COVID-19 spread infection among participants and in accordance to the government guideline on social distancing

    EXPECTED OUTPUTS AND DELIVERABLES:

    The following will be the expected deliverables and outputs of the consultancy:

    1. Work plan for developing the training/workshops, including strategy and proposed methodologies.
    2. Evaluation of the trainer/facilitator work, based on evaluation forms received from participants;
    3. Successful facilitation of the training/workshop.
    4. Technical advice and support to participants during the training/workshop
    5. A complete final report on the implementation of the tasks after finishing the training/workshops.
    6. Soft copies of all presentations and training notes.
    7. Develop tools for measuring training outcomes e.g. pre and post-test questions
    8. HIAS has improved knowledge, skills and capacities to maintain or adapt EVAWG interventions during COVID-19 pandemic or other crises.
    9. HIAS has improved capacity to conduct remote service delivery, webinars and data collection, as well as change management skills that support adaptive and responsive problem solving.
    10. HIAS staff has enhanced safety and capacity to respond to GBV incidences without exposure to COVID-19 and a can have safe and effective remote reporting mechanism, which allows women and girls to report GBV incidences.

    GENERAL TERMS AND CONDITIONS: CONFIDENTIALITY AND AUTHORSHIP

    Ownership and copyright of all training materials - The consultant will submit all original documents to HIAS. The consultant shall not re-produce information of this exercise in any form (electronic, hard copies, etc.) to a third party without written permission from HIAS.

    TIME FRAME

    The overall consultancy is expected to take 34 days including the preparation phase, (sharing training agenda and content with HIAS team for reviews). The Consultant should be able to undertake some of the tasks concurrently to fit within the planned HIAS work plan and timeframe, without compromising the quality of work expected.

    INSTITUTIONAL ARRANGEMENT

    RESPONSIBILITIES

    HIAS will be responsible for the following:

    • HIAS Gender and GBV Program Manager will be responsible for the overall coordination of all the training needs and tasks with the Consultant. In addition,
    • The GBV Prevention Coordinator will provide all the necessary technical and operational support required throughout the training process.
    • HIAS GBV Regional Technical Advisor and Technical Director will provide technical review of all training content.
    • HIAS will also oversee the coordination and set up of the remote trainings.

    The Consultant will be responsible for the following:

    • Developing of training agenda including appropriate methodology for the training.
    • Reviewing existing information, preparing training outlines and objectives.
    • Facilitate 12 HIAS staff webinars are as follows:
      • 4 internal change management and problem-solving webinars.
      • 2 internal remote trainings on safe use of technology for supporting survivors.
      • 2 internal remote trainings on ethical and safe remote data collection.
      • 4 internal remote trainings on primary prevention of VAWG in the time of COVID-19.

    Note: - The consultant will undertake the assignment while strictly adhering to the Government of Kenya directives and guidelines on preventive measures against the COVID-19 pandemic.

    CONSULTANCY COMPETENCIES, EXPERIENCE AND SKILL REQUIREMENTS:

    • A consultant with experience in remote capacity building on ending violence against women and girls while observing ethical consideration and cultural diversity.
    • Experience in training participants on protecting the rights of respondents including privacy and confidentiality during remote service delivery or data collection.
    • Must be experienced in training participants on collecting sensitive information and specifically data relating to VAWG.
    • Experience in providing capacity building on how to handle individuals in situations of risk of violence and how they can seek support.
    • Prior experience in developing participatory training and completing workshops/trainings.
    • Experience working in the humanitarian sector and with refugees in urban settings preferably in Kenya will be an added advantage.
    • Demonstrable knowledge and understanding of the GBV trends in Kenya especially during the COVID-19 pandemic.

    Method of Application
