    Embu Water and Sanitation Company (EWASCO) Limited was incorporated as a company by Embu Municipal Council in March 2003. The Company became operational in March 2005 and the financial operations of the Company were separated from those of the Municipal Council in July 2005. After devolution the Company is wholly owned by the Embu County Government. Water supply network coverage in 2005 was 23 km2 out of 80 km2(29% coverage) and has increased to 775 km2 in 2017 out of 975 km2(79.5% coverage). However, the total area presumed to be under EWASCO is approximately 1,200 sq. km

    Head of Corporate Services

    Embu County is seeking to recruit a self-driven individual for the position of Head of Corporate Services .

    Reporting to the Managing Director, the successful candidate will be responsible for providing leadership and effectively coordinating the Administration, Human Resources, ICT and PR functions, ensuring effective support for the Company from these functions.

    Key Responsibilities

    1. Managerial Responsibilities
      1. Lead the development of policies and systems to support efficient functions framework.
      2. Lead the development of procedures and processes to ensure efficient service delivery and quality of services to exceed customer expectations.
      3. Initiate, develop and maintain sound and mutual relationship and network with relevant public and private bodies and institutions critical to the success of the functions.
      4. Be responsible for the recruitment, development and retention of a strong team of staff for the function.
      5. Ensure the competence and efficiency of staff in the function in terms of knowledge, skills and attitude.
      6. Ensure effective management of staff in the department.
      7. Sets guidelines for staff in the department to ensure an efficient workflow in a work environment that fosters high degree of personal integrity, team spirit and outstanding work standards.
      8. Lead in undertaking performance management activities for the department.
      9. Determine Section budgets in liaison with the Section heads supervised.
      10. Compile the annual departmental needs for inclusion in the Annual Procurement Plan and budget.
    2. Operational Responsibilities
      1. Oversee the functions of Human Resource, PR, ICT, Administration and Logistics.
      2. Develop overall annual strategic plans towards achieving set organizational objectives.
      3. Develop strategies to guide the Company’s Communication and Corporate Social Responsibilities’ activities to the Stakeholders and surrounding communities respectively.
      4. Develop and oversee implementation of PR, marketing, branding and advertising strategies in coordination with external consultants.
      5. Develop departmental plans with respective Section Heads supervised.
      6. In partnership with departmental heads, identify business development and growth opportunities.
      7. Initiating special studies, market and competitive research pertaining to the future of the institution.
      8. Oversee all operations and business activities within the department and ensure they produce the desired results and are consistent with the vision, mission and strategy for the Company.
      9. Act as a point of contact and build trust relations among all the departments within the Company.
      10. Ensure an effective working environment throughout the entire Company.
      11. Prepare and submit timely reports as required.
      12. Undertake continuous professional development to keep up with current industry trends.
      13. Undertake any other duties as may be assigned.

    PERSON PROFILE

    1. Master’s degree in a business-related field
    2. Bachelor’s degree in business related field
    3. At least 12 years’ experience, 5 of which should be in a Senior Management position coordinating varied functions
    4. Proficiency in ICT with strong MS office and internet ability
    5. Excellent planning and organizational skills
    6. Strong analytical skills
    7. Excellent communication skills
    8. Strong leadership skills
    9. Good interpersonal relations skills
    10. Problem solving skills
    11. Must satisfy the requirements of chapter six of the constitution of Kenya on Leadership and integrity through provision of; -
      1. Current certificate of good conduct from Directorate of Criminal Investigation Department.
      2. Current Tax compliance certificate from Kenya Revenue Authority.
      3. A clean and current report from an approved credit reference Bureau (CRB).
      4. Clearance from the Ethics and Anti-Corruption Commission (EACC).
      5. Clearance Certificate from Higher Education Loans Board (HELB).

    TERMS OF EMPLOYMENT

    The appointment will be for a contract term of 5 YEARS renewable subject to satisfactory performance evidenced by continuous
    achievement of performance targets.
