    HR Manager

    Reports to: Systems Director

    Contract Details: Fixed Term One (1) Year Contract Subject to Availability of Funds and Performance

    Job Summary:

    The incumbent will be responsible for all aspects of Human Resources. S/he will lead in the development and implementation of HR policies and best practices and support management in staff management in full compliance with the labour law

    Main Duties & Responsibilities:

    • HR Policies, Procedures and Adherence to Best Practice
      • Lead in developing a HR strategy, aligned with the country strategic plan, that places staff development and welfare at the core of our employee engagement
      • Develop and implement strategies to deliver on key organizational objectives such as having better diversity, equality, inclusion, a value based organizational culture
      • Advise management on emerging trends in HR policy and practice and how these could be adapted to the Concern Kenya context
      • Responsible for ensuring that all HR policies and procedures are compliant with Kenyan labour law and aligned to HR best practices
      • Lead in the development and implementation of fair and consistent application of legal requirements & HR policies & procedures
    • Recruitment/Selection/Placement
      • Review all job descriptions to ensure that they are appropriate for the grade and consistent across similar roles by sector and location
      • Ensure that a transparent, timely, effective and efficient recruitment process is in place, that attracts, recruits and retains people who are the right fit for the organisation
      • Longlist and conduct interviews for higher grade positions
      • Coordinate pre-employment reference and medical checks, vetting, job offers, contracts, probationary reviews and correspondence
      • Develop and implement a comprehensive induction process for new employees and for their management and support during probation and through the employment
    • Reward & Benefits Administration
      • Lead in salary surveys and analysing data to inform reviews of salaries and benefits packages to ensure that we are competitive so that we attract and retain staff
      • Oversee the administration of staff benefits (medical, life and accident cover, pension etc.)
      • National staff payroll processing including timely processing of all statutory payments
      • HR budget preparation, analysis and administration and monitoring of expenditure
    • Learning, Training & Development
      • Create and implement learning and development programmes and initiatives that support staff, managers and management in objective goal setting, institutionalize constructive feedback mechanisms.
      • Support management in conducting effective performance development reviews, in developing improvement plans for career and professional growth and development.
      • Develop an annual training and development plan and, with management, prioritize needs
      • Train, coach, mentor and appraise direct reports and all staff, as appropriate, to optimize their potential
      • Evaluate and report on learning and development programs and their effectiveness and submit proposals for their improvement, as necessary
    • Staff Relations
      • Provide support to managers on employee relations and performance management, ensuring that all matters are dealt with in a fair and consistent manner. This may include grievance/conflict handling, conducting investigations, overseeing disciplinary procedures
      • Develop coordinated and consistent approaches that strengthen staff representation mechanisms for staff engagement
      • Advise on appropriate actions for prevention and response to legal issues and coordinate actions with our legal advisors
      • Be the champion for the Concern Kenya Safeguarding agenda
      • Keep staff up to date on their terms and conditions of service
    • Staff Separation
    • Monitor contract expiry dates and advise Line Managers for further direction and action
    • Ensure that all contract terminations are appropriately documented and all monies owed are paid to the exiting staff member
    • Conducting and analyzing exit interviews/debriefs and making recommendations for organizational improvement
    • Documentation, Reporting and Representation
    • Review the HR database and files on a regular basis to ensure that they are maintained to an acceptable standard, kept up to date and that any issues identified are addressed
    • Prepare periodic performance and progress reports
    • Represent Concern & serve on committees/teams/tasks forces as appropriate
    • Respond to employee related queries and prepare staff communications, as needed
    • Process and track Nairobi based expatriates’ visas, permits and passes
    • Responding to Emergencies:
    • Participate and contribute, as necessary, towards Concern’s Emergency response
    • Comply with Concern’s health, safety and security guidelines during emergencies
    • Concern Code of Conduct & Associated Policies
    • Adhere to the standards of conduct outlined in the Concern Code of Conduct & Associated Policies
    • To support and promote the standards outlined in the Concern Code of Conduct & Associated Policies to their team, partner organisations and beneficiaries and be committed to providing a safe working environment.
    • To contribute to the establishment of preventive measures to reduce the potential for abuse and exploitation in Concern’s programme

    Qualifications, Skills and Experience

    • A Degree in Human Resources Management, Business Administration, Commerce, Organisation Development or relevant field
    • Professional Certification in Human Resource Management
    • At least five (5) years’ experience in a similar role. International NGO experience is an added advantage
    • Excellent people management, analytical, problem solving, negotiation, interpersonal and communication skills
    • Demonstrated ability to work effectively in an individual capacity and as part of a team and an ability to multi-task
    • Confidentiality, accountability, integrity and ability to handle sensitive situations
    • Fluent in both spoken and written English & Kiswahili
    • Proven competence in the use computer applications

These have been developed to ensure the maximum protection of programme participants from exploitation, and to clarify the responsibilities of Concern staff, consultants, visitors to the programme and partner organizations, and the standards of behavior expected of them. In this context, staff have a responsibility to the organization to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission.
