    Humanitarian Emergency Affairs (HEA) Capacity Building Specialist

    The purpose of role:

    • Humanitarian Emergency Affairs (HEA) Capacity Building Specialist manages the regional surge capacity for disaster responses and support the improvement of disaster management capacity across the South Asia Pacific (SAP) region primarily through managing the Regional Disaster Management Team (RDMT) and supporting the development and implementation of National Office (NO)s’ Humanitarian Emergency Affairs (HEA) and Disaster Management capacity building plans which will include but not limited to the development and capacity building of National Disaster Management team (NDMT)s.

    Major Responsibilities:

    Strategy (10%)

    • Contribute to the development of South Asia Pacific HEA regional strategic guidance and annual business plans, in support of and in alignment with SAP and Global Center Disaster Management (GCDM) strategies.
    • Support the development of annual capacity building plans of National Offices in South Asia Pacific based on the results of the Disaster Management scorecard analysis, and in alignment with the NO strategies and as well as the South Asia Pacific HEA strategic guidances.
    • Engage in the development of partnership strategic guidances and resources on capacity building and organisational development for HEA and Disaster Management.

    Management (20%)

    • Manage deployment services and ability of the RDMT through management of competency, availability, access and utilization of the RDMT members.
    • Manage surge capacity prepositioning and deployment for declared emergency  responses in the South Asia Pacific region and beyond through management of competency, availability, access and utilization of RDMT, NDMT and Emergency Roster Subject Matter Expert (SME)’s  if needed
    • Manage stakeholder expectations on deployment/capacity building engagement in alignment with deployment/engagement TORs, Global Deployment Policy and RDMT Memorandum of Understanding.
    • Support the Response offices in  development of deployment/engagement TORs and ensure completion of End-of-Deployment/Engagement Appraisals for RDMT and Emergency Response (ER) SME’s from the South Asia Pacific region in collaboration with People & Culture (P&C) assigned in the Response and or Response Supervisor
    • Coordinate deployment/capacity building engagement mechanism in the South Asia Pacific region in collaboration with Global Humanitarian Surge Specialist and GCDM Capacity Building Technical Director
    • Facilitate access to staff care and other appropriate support during and after deployments/engagements for RDMT and ER SMEs from the South Asia Pacific region.

    Technical Support (20%)

    • Provide technical support to the design and implementation of NO HEA and/or Disaster Management capacity building plan.
    • Provide technical support to the design and implementation of NDMT capacity building plan of Field Offices
    • Ensure that NOs have access to appropriate technical support during the design and implementation of national-level HEA and/or Disaster Management capacity building events including experiential-based events such as simulation exercises and learning labs.
    • Provide technical support to the development of national –level deployment policies and procedures in coordination with the NO and regional P&C units. 

    Operational & Capacity Building Support (20%)

    • Lead the design and implementation of RDMT capacity building plan, personal development plans to ensure learning and growth
    • Lead the design and implementation of regional surge capacity building plan.
    • Coordinate and collaborate with regional and global sector specialists, other line ministries, programme effectiveness, Communications, Finance, Security and P&C during the implementation of regional surge capacity building plan.
    • Lead and coordinate all regionally-managed capacity building events including but not limited to the RDMT Annual Workshop and the RDMT Selection Event.
    • Ensure that all regionally-managed capacity building activities are implemented within the plans and budgets, and are reported to relevant donors.
    • Manage mentoring/coaching programme for the RDMT members.
    • Manage RDMT’s Community of Practice MST channel
    • Provide capacity building support to NO P&C personnel in relevant areas within disaster management and responses in collaboration with regional P&C.  

    Knowledge Management (5%)

    • Ensure that response learning events and reflection of capacity building events are well documented, disseminated and utilized to inform capacity building strategic guidances and annual plans, and increase understanding for better policies and practices within the South Asia Pacific region, the partnership as well as the wider humanitarian sector.
    • Facilitate a research agenda that highlights and demonstrates WV’s credible voice in effective Disaster Management capacity building and organisational development.
    • Facilitate the development of capacity building resources including E-learning resources in collaboration with Global Center-HEA as well as regional and Global Center-P&C.
    • Facilitate mutual learning and collaboration between NOs within the South Asia Pacific region and with other region in WV partnership and other regional external networls
    • Contribute to HEA annual reports and other reports relevant to capacity building and organisational development.

    Quality Assurance (5%)

    • Promote the embedding of core humanitarian standards, quality, accountability and learning into all dimensions of disaster management throughout the Asia Pacific Region
    • Support leadership in identifying and accessing capacity building opportunities that address disaster management ministry quality and accountability issues in NOs.

    Internal Liaison & Coordination (5%)

    • Coordinate the sharing of better practices and lessons learned in capacity building and organisational development with the HEA community of practice.
    • Participate in strategic partnership forums, working groups and networks that have a direct impact on the management and implementation of the HEA and disaster management capacity building plans.
    • Contribute to regional ministry integration through effective networking with TD, Advocacy, Sectors and Support Functions including P&C, Finance, Communications and Security in SAP, and Global Center.

    External Relations (10%)

    • Support active engagement with the UN and other international organizations, government agencies, donor agencies, media, partners and communities to enhance World Vision’s understanding on the humanitarian emergency needs.
    • Provide support to NO HEA teams in engaging with  external training providers, resource persons and donors.
    • Support in maintaining good external relations with key regional humanitarian agencies to foster collaborative relationship and network in addressing disaster management and response capacity issues in Asia Pacific region.
    • Develop and maintain external relations with key international learning and research institutions to enhance organisational learning and the achievement of regional strategies.

    General (5%)

    • Work closely with other South Asia Pacific HEA Team members to support the achievement of South Asia Pacific HEA strategic guidances and annual business plans.
    • Perform any other tasks assigned by Regional HEA Director.

    QUALIFICATIONS:

    Education

    • Bachelor degree qualifications and/or professional qualification in Social Science, International Development or relevant field

    Experience and other qualifications

    • At least 3- 5 work years’ experience in Humanitarian and/or Disaster Management programming
    • Direct experience in capacity building and organizational development
    • Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint
    • Knowledge of Humanitarian Emergency including humanitarian charter, laws and standards
    • Understand minimum standards in SPHERE, Red Cross Code of Conduct, People in Aid, Child Rights
    • Understanding WV vision, mission and HEA standards
    • Strong analytical, organizational, collaborative and facilitation
    • Self-managed, creative and has initiative
    • Familiarity with bilateral donor proposal writing and reporting standards (USAID, AIDAB, ECHO, AUSAID, ECHO etc.)
    • Cross cultural skills
