    Information Communications Technology (ICT) Officer

    JOB PURPOSE

    • The job holder shall be responsible for planning and providing ICT support to TI- Kenya staff members as well as designing developing, improving and maintaining cross platform solutions to support anti-corruption initiatives in programming. In addition, the job holder will ensure that services are delivered in an effective and efficient manner for optimal use and implementation of technology services and resource within TI-Kenya.

    DUTIES AND RESPONSIBILITIES
    Leadership

    •  Provide effective leadership to the staff within the department, including mentorship, coaching, team building, on-the-job training to enhance employee performance and other leadership interventions.

    ICT Strategy Development and analysis of ICT needs

    •  Ensure implementation of the ICT policy and coordinate its review where necessary, in liaison with the Management;
    •  Ensure the development of IT action plans pegged to TI Kenya’s overall IT Strategy;
    •  Evaluate the IT needs of the organisation and advise on the most suitable software, hardware and other ICT requirements;
    •  Troubleshoot and diagnose system errors and implement solutions or liaise with specialists for problem resolution;
    •  Monitor hardware utilization and performance on an ongoing basis and identify procurement needs, in consultation with the Procurement Officer;
    •  Schedule and implement quarterly software and hardware maintenance and cocoordinate repairs in response to hardware failures.

    Network administration and website management

    •  Maintain the organisation’s LAN- network cabling, routers, switches, video conferencing, data and voice communication;
    •  Maintain security of TI-Kenya’s website and enhancing security of the WAN & LAN lines & WAN for the TI-Kenya offices in Nairobi, Western, North Rift and Coast;
    •  In liaison with the Communications Office, support the updating of articles, publications, press releases and job vacancies on the website;
    •  Liaison with the website host to resolve any issue that may result in down time;
    •  Provide hands on support to staff where needed for designated network problems that have been reported- ensuring timely and regular feedback is provided to staff during the problem resolution cycle and provides interim solutions as needed;
    •  Ensure an up-to-date documentation of network and telephony equipment maintenance, software upgrades, system configurations and inventory of all networking equipment, cabling and applications;
    •  Assist in maintenance of Digital PABX systems, installation of telephone lines and IP Phones.

    ICT Organization Support

    •  Support the implementation of ICT for business solutions in the Business Arm of TIKenya;
    •  In liaison with the Communications Office, support the development of training manuals and documentation for other Office365 modules including - Delve, One Drive, SharePoint, Yammer and Skype for Business;
    •  Database development and management: Assist in the Development and maintenance of the TI-Kenya resource centre’s catalogue;
    •  Representation of the organization on committees, working groups, functions, and conference where discussion on the topics around technology is involved;
    •  Scheduling and organizations of all virtual meetings across the platforms and technical support for hybrid meetings (a combination of both physical and virtual;
    •  Ensure users are adequately trained on the optimal use of TI Kenya IT infrastructure.

    ICT Programme Support

    •  Prepare and submit monthly activity work plans to Programme Officers in relation to ICT initiatives;
    •  Implement core project and cross cutting activities as per the programme work plans;
    •  Budget planning and implementation to ensure availability of resources for IT needs and up-to-date subscriptions on all TI-Kenya ICT platforms including: LINODE Server, BINERO Control Panel, Apple Developer Accounts, Google Developer Account, SSL Certificates, Google Admin Account, Flickr, Jira;
    •  Work with the Programmes team to ensure regular research, development, updating and management of content for media and online engagement;
    •  Ensure regular and complete activity-based project reports;
    •  Identify areas of inter-programme synergy and partnerships to maximise on impact;
    •  Contribute to the development, roll-out and maintenance of IT initiatives and innovation across TI-Kenya projects and promote learning within the institution and among partners.

    System Security Protocols

    •  Assist in the development of a back-up system and BCP (Business Continuity Planning);
    •  Ensure all staff are adequately set up on ICT tools and have secure login credentials to the network;
    •  Implement the approved system security procedures, maintain and update existing network configuration records, provide access to authorized users and conduct periodic tests to confirm compliance;
    •  Ensure security of the physical and virtual components of Information Technology such as security of the server rooms and installing virus protections and firewalls.

    Software Development & Maintenance

    •  Design and develop interactive web and mobile based platforms for the project activities;
    •  Maintenance of all TI-Kenya platforms (e.g, Websites, Mobile Apps, Media-Tech Hubs, all Project Management Systems) and monitoring reports on the platforms;
    •  Troubleshoot and diagnose system errors and implement solutions. For complex matters, liaise with specialists for problem resolution;
    •  Monitor hardware utilization and performance on an ongoing basis and identify IT procurement needs under the Programmes;
    •  Assist in scheduling and implementation of quarterly software and hardware maintenance and review of the project’s IT needs;
    •  Implement approved system security procedures, maintain and update existing network configuration records, provide access to authorized users and conduct periodic tests to confirm compliance.

    Monitoring and Evaluation

    •  Identify project beneficiaries and as needed, collect evidence of project impact from the various mobile and web-based platforms on all programmes;
    •  Make continuous informal observations of TI-Kenya project delivery, noting and reporting any potential problems, notable successes and suggestions for improvements;
    •  Prepare monthly project activity reports including analytics and performance of the online platforms.

    QUALIFICATIONS

    •  Minimum of a Bachelor’s Degree in Information Technology, Computer Science, or related courses from a recognized university;
    •  At least 4 years in IT experience with demonstrable hands-on front- and backend software development
    •  Qualification, experience and in-depth knowledge of WAN, LAN, databases, and other IT applications
    •  Knowledge of additional ICT languages and frameworks is an added advantage.
