    Call for Interest (Consultancy) Programme Management and ME Analyst (AATI)

    Duties and responsibilities

    Governance and Coordination

    •  Provide guidance and technical advisory to national agencies supported by the AATI for their annual planning for agricultural transformation initiatives and in the execution of plans
    •  Support cadence of AATI country engagements
    •  Draft terms of reference for AATI advisory board and technical team including identification of relevant members.
    •  Undertake review of AATI country governance and update AATI country support model.
    •  Participate in the establishment and review reporting lines and relationships between AATI Central Unit and AATI country delivery units.
    •  Participate in the identification of new countries for AATI engagement and ensure that relevant diagnostics are conducted.
    •  Prepare regular reports on AATI implementation for the AATI steering committee and for AATI donors.
    •  Prepare agendas and supporting material for meetings of the steering committee and advisory council meetings
    •  Take part in the development, review and execution of AATI annual work plans and budgets.
    •  Develop and finalize Resource Mobilization Plan.

    Monitoring and Evaluation (M&E)

    •  Prepare AATI results framework and ensure regular reporting against the framework
    •  Conduct a comprehensive review of AATI pilot countries and make recommendations for the reallocation of resources where needed.
    •  Document lessons learned from AATI engagements with countries and lessons drawn from the establishment of country delivery units.
    •  Support the implementation of the reporting framework including financial reporting to donors.
    •  Draft the AATI annual report on achievements and utilization of resources.
    •  Act as the main focal point for all elements relevant to the execution of the Budget and the workplan.

    Requirements Education:

    •  Advanced university degree in agriculture, rural development, development economics or related fields. The advanced university degree may be substituted by a first university degree (Bachelor or equivalent) plus at least four additional years of relevant professional experience, over and above the minimum number of years of experience as stipulated below.

    Experience:

    •  At least 5 years of professional experience in monitoring and evaluation, programme management or related field.

    Skills:

    •  Project/programme management- design, implementing, monitoring and evaluation
    •  Ability to coordinate and communicate effectively with different stakeholders
    •  Teamwork
    •  Fluency in ICT

    Language:

    •  Excellent written and verbal communication in English and French.
