The Data Officer reports to the Senior Program Analyst in their respective Counties. This is a full-time position based in Makueni or Isiolo counties in Kenya.
Roles And Responsibilities
Coordinate the collection, compilation, and entry of facility-level data related to service readiness, in collaboration with Program Analysts, County departments of health, local Social Health Authority officers, and other stakeholders as necessary
Ensure the accuracy, completeness, and timeliness of data entry into designated databases or information systems, including the County Monitoring tool and PM-related tools, as part of routine data collection activities
Contribute to the development and review of data collection tools, templates, and protocols in collaboration with the Senior Program analysts, other team members and relevant stakeholders to streamline data collection processes and ensure consistency in data capture
Implement corrective measures and validation procedures to improve data accuracy and reliability, ensuring that data collected is fit-for-use for performance management purposes
Collaborate with Senior Program Analysts and data analyst to conduct regular data quality assessments to identify discrepancies, errors, or inconsistencies for recourse and continuous improvement

Collaborate with Program Analysts and county health teams to perform routine data analysis, generating reports, dashboards, and visualization for performance monitoring and evaluation
Interpret data findings, identify trends, and inform decision-making processes within county health systems, ensuring that data analysis outputs are effectively utilized to drive performance improvement efforts
Support the preparation and dissemination of periodic reports to stakeholders, including county leadership and donor agencies, highlighting key insights and recommendations derived from data analysis
Provide technical assistance and training to county health staff on data collection methodologies, tools, and systems, reinforcing best practices for data management and utilization
Participate in relevant meetings, workshops, or working groups to contribute to the development and implementation of performance management strategies, leveraging insights from data analysis
Coordinate with other project staff to ensure alignment of data collection efforts with project objectives and timelines, fostering synergy across different components of the project
Requirements
Bachelor's degree in public health, statistics, health informatics, or related field
Minimum of 3 years of experience in data management, analysis, or monitoring and evaluation, preferably in the health sector
Proficiency in data management software and statistical analysis tools (e.g., Excel, SPSS, STATA, R)
Strong analytical skills and attention to detail, with the ability to identify patterns, trends, and anomalies in data
Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders
Familiarity with health information systems, data visualization techniques, and performance monitoring frameworks
Proficiency with Microsoft Office applications is required. Proficiency in Word, Excel and PowerPoint is desirable
