Requirements for appointment
For appointment to this Position, a candidate MUST have:
- Bachelor’s degree in any of the following disciplines: – Social Science, Community Development, Development Studies, Project Management and Planning, Monitoring and Evaluation, or equivalent qualification from a recognized institution;
- Master’s degree in social science, Monitoring and Evaluation, or equivalent qualification from a recognized institution;
- At least ten (10) years’ work experience; four (4) of which must be in a relevant field at supervisory/management level;
- Certificate in Monitoring & Evaluation from a recognized institution;
- Certificate in a leadership course lasting not less than four (4) weeks from a recognized institution;
- Membership to a relevant professional body;
- Good communication skills;
- Sound knowledge and understanding of the government development agenda;
- Writing and Analytical skills;
- Demonstrated professional competence and managerial capability as reflected in work performance and results;
- Proficiency in computer applications; and
- Satisfy the requirements of Chapter 6 of the Constitution of Kenya
Duties and Responsibilities
The Manager, Monitoring and Evaluation will report to the Chief Manager, Corporate Planning and Strategy and will be responsible for the following:
- Monitor and report on the performance of the programmes in the constituencies and suggest appropriate measures for improvement.
- Put in place sustainable mechanisms for participatory monitoring and evaluation in liaison with relevant stakeholders;
- Develop and review a monitoring and evaluation framework for the NG-CDF interventions;
- Track the implementation of the project monitoring and evaluation strategy, and recommend any possible changes based on the lessons learned;
- Establish guidelines on project monitoring and evaluation for different project components;
- Coordinate conducting of Field visits to ascertain implementation progress and compliance with operational procedures;
- Identify and document information requirements for the components of the monitoring and evaluation system;
- Work closely with constituency committees to ensure that an effective Monitoring and evaluation system is in place;
- Prepare Terms of References for special studies relating to the NG-CDF;
- Prepare periodic monitoring reports, and participate in the preparation of the annual WORK plans and budgeting;
- Prepare M&E reports for the Board and Constituencies for submission to the Board through the Chief Manager, Corporate Planning and Strategy; and
- Any other duty as may be assigned by the Manager, Corporate Planning and Strategy.
