    Monitoring and Evaluation Manager

    JOB DESCRIPTION

    What we are looking for:

    The role of the M&E Manager is to establish and implement systems that promote evidence-based decision-making, programme and project performance, and internal management. The M&E Manager will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the M&E Manager will provide technical support to in-country staff pertaining to M&E and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful M&E systems.

    What you will do:

    Generic responsibilities 

    • Adherence to NRC policies, guidance and procedures
    • Responsible for design, development and implementation of M&E systems, including M&E SOPs, guidance and tools.
    •  Advise management on M&E solutions/options in the design of M&E staffing, resourcing and budgeting for M&E, and M&E priorities for the country office.
    • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
    • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.

    Specific Responsibilities:

    Strengthen M&E capacity and effectiveness:

    • Strengthen Monitoring, Evaluation and Learning capacity and effectiveness of the partner M&E teams and programme staff and systems.
    • Facilitate program Review and Closeout Meetings with partners, ensuring inputs from program, finance and risk and compliance staff and follow up on the implementation of action points agreed upon during these meetings.
    • Support the CC specialists in coordinating all monitoring processes, including developing annual monitoring schedules, monitoring tools and templates, communicating monitoring-related information to partners, and facilitating remote and on-site monitoring.

    Support design and implementation of new programme development:

    • Lead on M&E input into funding proposals for new programme activity ensuring Monitoring Evaluation and Learning is an integral component of each proposal.
    • Participate in the Country Strategy development and review processes to ensure M&E remains a high priority in the country programme; with support to Specialists with the use of monitoring and evaluation results in the programme workshops.
    • Ensure engagement in the budget development process and that adequate resources have been allocated toward Monitoring, Evaluation and Accountability processes both for the partners and NRC CO.

    Generate and support the sharing of learning on the effectiveness of NRC programs:

    • Ensure organisational learning through supporting agreed evaluations, after action reviews, specific analysis, lessons learned reports; and further institutionalise learning in the PCM cycle.
    • Undertake the global M&E Compliance Check for the country program.
    • Lead on measurement of partnership quality and refine tools to support data gathering and analysis. 

    Develop systems and tools to support NRC programs:

    • Work with the Programme Unit, Partners and Area Managers to support their design of theories of change, M&E tools, and indicator profiles. Work with the partners and Area Offices to develop their M&E plans. 
    • Develop and/or participate in development of guidance and frameworks for CO procedures, policies and processes that assist in institutionalizing and supporting M+E in the country mission with partners.
    • Develop/Review TOC, M&E Plan, logical framework, indicator Performance Tracking Table (IPTT), Staffing Plan and Evaluation Plan and support partners with the same.

    What you will bring

    Generic professional competencies: 

    • At least 5 years’ experience in creating and leading the implementation of M&E systems for an international NGO.
    • At least 5 years’ experience working in an emergency or post-conflict setting.
    • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
    • Understanding of data and information needs for program management and decision making.
    • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
    • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other agencies. non-formal methods.
    • High level English language proficiency (speaking, reading, writing).
    • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
    • Experience using Power Bi.
