    Policy LINK – Global Human Resources (HR) Manager

    Location: Remote or Kenya-based (No location allowances provided)

    Contract Name: USAID/Feed the Future Policy LINK

    Status: Long Term Technical Assistance

    Project Background

    The Feed the Future Policy LINK project will strengthen the capacity of local actors and institutions to lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes.

    Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action.

    Policy LINK’s general approach is grounded in facilitative leadership and collaborative governance, which emphasize engaging stakeholders from civil society and public and private sectors in consensus-oriented decision making, collaborative problem solving, and adaptive learning.

    Position Objectives

    The Global HR Manager will be responsible for providing administrative and advisory support for implementation of global human resources activities across Policy LINK offices in Kenya, South Sudan, Bangladesh, Ethiopia, and Ghana. The project totals 56 staff as of early November 2021 and anticipates having approximately 75 staff members by March 2022, and has identified HR as a key area to strengthen in the coming months.

    S/he will work closely with the Global Finance & Operations Manager, country Finance & Operations Leads, and Organizational Development Specialist to monitor HR needs and proactively propose solutions to recurring challenges.

    S/he will continually reinforce Policy LINK’s agreed-upon core purpose and principles, and ensure all decision-making is rooted in the purpose and principles. S/he will contribute to a learning environment in which personal and team growth is supported, with a shared understanding that the “team” always comes before the “individual.”

    Responsibilities

    The Global Human Resources (HR) Manager will be responsible for the following:

    1. Manage processes such as staff performance reviews, performance improvement, and disciplinary actions. Serve as the custodian of HR documents such as country employment contract templates, benefits plans, and project-customized performance management templates.
      1. Manage entry of updates to the Field Operations Manual HR section (to be coordinated with DAI/Bethesda HR as appropriate).
      2. Conduct exit interviews with any resigning project staff members and communicate information back to global management team, for internal knowledge management.
    2. Maintain a tracker of project-wide staff contract executions, modifications, and terminations, coordinating closely with country Finance & Operations Leads to ensure documentation is complete.
      1. The HR Manager will be responsible for completion of all contractual documentation, documenting on SharePoint and in TAMIS Pro per standard DAI guidance.
    3. Conduct periodic reviews of local salary scales and staff salaries, ensuring parity among comparable positions & levels in each office and proactively recommending adjustments.
      1. Work with Bethesda/HR to update country compensation plan (CCP) documents as appropriate.
    4. Monitor staff HR-related needs and concerns, through close contact with the Global Finance & Operations Manager, Organizational Development Specialist, and country Finance & Operations Leads, recommending external resources to address concerns such as inter-employee conflict mediation, mental health, and country-specific legal/compliance risks.
    5. Work closely with the project’s Organizational Development Specialist and over time, transition into leading the internal Staff Development Team to assess and respond to training needs. Manage project-wide new hire orientation scheduling, collecting inputs from across the team to develop comprehensive position-specific orientation programs, assign session leads, and ensure session timing is well-coordinated across country offices to reduce burden on session leads.
    6. Support country office recruitment efforts, ensuring that Policy LINK’s global recruitment process is consistently followed. Hands-on assistance may include determining appropriate grade levels for open roles, sourcing candidates, adapting interview questions, serving as “recruitment coordinator” for assigned positions, conducting reference checks, and negotiating salary offers.

    Reporting

    The Global HR Manager will report to the Global Finance & Operations Manager.

    Supervisory Responsibilities

    The Global HR Manager will not have any long-term direct reports, though may supervise short-term consultants hired to support discrete tasks. S/he will coordinate closely with the Policy LINK Organizational Development Specialist and country Finance & Operations leads located in Kenya, South Sudan, Bangladesh, Ethiopia, and Ghana.

    Qualifications

    Kenyan HR professionals with international experience are strongly encouraged to apply, as this position will likely be housed in Policy LINK’s Nairobi office.

    Candidates of other nationalities are also eligible for consideration, though should ideally be based in the East Africa time zone. Note that no relocation or Expatriate benefits will be offered for this role.

    Education & Experience:

    • Bachelor’s degree in a related field, with a preference for a Master’s degree in Business Administration, HR Management, Human & Organizational Development, or other related degree program. Professional global HR certification(s) preferred.
    • 7 – 10 years of relevant HR experience, with prior experience providing HR services in the donor funded project context. Must understand laws, rules, and regulations applicable to US government contractors implementing foreign assistance projects.
    • Understanding of expatriate, third country national, and local national workplace environments highly preferred; strong preference for experience overseeing HR in a multi-country context.
    • Experience living and working in multiple countries highly preferred;
    • USAID project experience preferred.

    Skills:

    • Ability to communicate and work effectively across cultures and country contexts, with a high capacity for remote work and relationship management.
    • Demonstrated capacity for teaching & coaching: engaging approach to training and orientation session delivery.
    • Energy and enthusiasm for contributing to internal knowledge management efforts focused on organizational and staff learning & development.
    • Attention to detail and strong coordination skills, with an ability to integrate information/inputs from across the project to produce relevant HR products (documents, tools, processes).
    • Critical thinker and self-starter, able to work with minimal supervision and within established deadlines.
    • Flexible and willing to perform assigned and additional duties, working occasionally under unpredictable conditions.
    • Superior negotiation, problem-solving, analytical and conflict resolution skills. Must also have the ability to maintain confidences, exercise sound judgment and discretion, work collaboratively with others and foster effective working relationships with staff, subcontractors, partners, and clients.
    • Neutrality, honesty, creativity, and patience are highly desired for this role.
