    Principal Regional Officer

    Job Summary

    The position is responsible for developing, implementing and reviewing public education and engagement strategies, policies, programmes, guidelines and trainings that support advancement of peaceful coexistence among different ethnic communities in the region. The position is also responsible for coordinating, and implementing programmes, projects that support, advance and promote arbitration, conciliation, mediation and similar forms of dispute resolution in order to ensure peaceful coexistence among ethnic communities in Kenya.

    Duties and responsibilities

    Managerial/Supervisory Responsibilities

    • Developing, implementing and reviewing of policies, guidelines and strategies on public education and engagement that aim to support peaceful coexistence among different ethnic communities in Kenya.
    • Conducting advocacy campaigns for policy, legal or administrative reforms on issues affecting ethnic relations;
    • Designing, implementing and reviewing programs and activities that promote the elimination of all forms of discrimination on the basis of ethnicity or race;
    • Championing and advocating for programs and activities that discourage persons, institutions, political parties and associations from advocating or promoting discrimination or discriminatory practices on the ground of ethnicity or race;
    • Designing, implementing and reviewing sensitization programs on promotion of tolerance, understanding and acceptance of diversity in all aspects of national life and encourage full participation by all ethnic communities in the social, economic, cultural and political life of other communities;
    • Development and implementation of policies, guidelines and strategies that promote peaceful coexistence of communities;
    • Coordination of programmes, projects, and initiatives that promote peaceful and harmonious existence of communities;
    • Develop concept notes, work plans for the region;
    • Planning and organizing of peacebuilding and reconciliation programmes for the advancement of peace and harmony   among   ethnic   communities   and   racial   groups;
    • Coordinate research in matters peace building, reconciliation and public education in the region
    • Organize and mobilize for efficient and effective execution of activities;
    • Initiate and roll out of programmes, strategies and initiatives that promote arbitration, conciliation, mediation and similar forms of dispute resolution mechanisms in order to secure and enhance ethnic and racial harmony and peace;
    • Planning, organizing for peacebuilding and reconciliation training, workshops and dialogue meetings;
    • Planning, developing, implementing and reviewing educational and training programs, curriculum and materials for creation of public awareness, support and advancement of peace and harmony among ethnic communities and racial groups, and promotion of respect for religious, cultural, linguistic and other forms of diversity in a plural society;
    • Developing, implementing and reviewing of programs and initiatives that promote equal access by persons of all ethnic communities and racial groups to public services and facilities provided by the Government;
    • Advocating for programs that promote respect for religious, cultural, linguistic and other forms of diversity in a plural society;
    • Establish strategic linkages with public and private institutions and partners towards the advancement of peaceful coexistence among different ethnic communities in Kenya.
    • Ensure regional budget is in line with the provisions of Public Finance and Management Act and NCICs Financial Management Guidelines.
    • Comply with Public Procurement and Disposal Act of 2015 and Public Procurement and Disposal Regulations, 2006.
    • Develop concept notes, work plans for the region
    • Coordinate research in peace building and reconciliation and public education
    • Organize and mobilize for efficient and effective execution of activities;

    Operational Responsibilities/Tasks

    • Setting and evaluating of performance targets
    • Conducting Stakeholder forums;
    • Conducting Validation forums;
    • Preparation of budgets for the regional activities;
    • Developing, implementing and reviewing of work plans;
    • Conducting training and sensitization programs and activities that promote public awareness on national cohesion and integration;
    • Preparation of reports on the performance of the region;
    • Conducting monitoring and evaluation of activities undertaken;
    • Preparation of reports on the programs and activities undertaken;
    • Mobilization of participants for dialogue meetings;
    • Facilitating payments for peace building activities & public education meetings
    • Allocate duties to Senior officers the officers in the counties under purview

    Job Competencies (Knowledge, experience and Attributes/Skills).

    Academic Qualifications

    • Bachelor’s degree in any of the following disciplines: Education, Peace and Conflict Resolution Studies, Criminology, Anthropology, Sociology, Conflict Management, Political Science, International Relations, Law, Conflict Resolution and Humanitarian Assistance, Development Studies, Strategic studies, Disaster Management, Gender and Development, Diplomacy and Peace Studies, Public Administration, Psychology, Project Management /Gender and Development or its equivalent qualification from a recognized institution.
    • Nine (9) years work experience three (3) of which should have been in a similar position in a comparable institution.

    Requirements for Appointment

    • Certificate in Management course lasting not less than four (4) weeks from a recognized institution;
    • Certificate in Training of Trainers (TOT) course lasting not less than two (2) weeks from a recognized institution;
    • Certificate in Computer Applications Skills.
    • Certificate in conflict management, transformation and mediation
    • Demonstrated professional competency in work performance and results.
