    Programme Analyst- Humanitarian Action and Disaster Risk Reduction

     

    Duties and Responsibilities

    Contribute Technically To The Development Of Programme Strategies In The Area Of Humanitarian Action And Disaster Risk Reduction (DRR) In Kenya

    • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives including at inter-agency joint programming;
    • Support to translate the priorities of the Strategic Note into programme interventions in Humanitarian Action;
    • Identify areas for support and interventions related to the humanitarian programme;
    • Provide advice on contextualizing/ localizing knowledge product on humanitarian action and DRR.

    Provide Substantive Technical support to the implementation and management of Humanitarian Programme and DRR:

    • Provide technical inputs to the annual workplan and budget;
    • Lead the implementation of country programme activities in humanitarian action;
    • Review and evaluate partners proposals;
    • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
    • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.

    Provide technical assistance and capacity development to Humanitarian and DDR programme partners:

    • Provide technical and policy support to country office in developing and strengthening projects/ programmes in disaster risk management and humanitarian context, including applying UN Women guidance on youth engagement and women with disabilities;
    • Maintain relationships with national partners to support implementation and expansion of the Humanitarian programme;
    • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed;
    • Participate in capacity assessment to identify capacity building needs of stakeholders;
    • Lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

    Provide technical inputs to the monitoring and reporting of the Humanitarian programme/ projects:

    • Monitor progress of implementation of activities and finances using results-based management tools;
    • Undertake field visits to monitor performance of commitments by implementing partners and ensure programme objectives are being met;
    • Draft reports on monitoring missions, programme results, outputs and outcomes;
    • Provide substantive inputs to the preparation of donor and UN Women reports relating to humanitarian action and disaster risk reduction.

    Provide substantive technical inputs to the management of people and finances of the Humanitarian programme:

    • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
    • Provide substantive inputs to financial reports;
    • Manage consultants and other technical experts contributing to work on humanitarian action and disaster risk reduction.

    Provide substantive inputs to building partnerships and resource mobilization strategies:

    • Support to develop and implement partnerships and resource mobilization strategies; analyze and maintain information and databases;
    • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;
    • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
    • Participate in donor meetings and public information events, as delegated;
    • Maintain regular contacts with the Japan Focal Point at the Embassy of Japan in Kenya, UN Women’s Japan Liaison Office and the Ministry of Foreign Affairs in Japan on issues, developments and priorities emerging from the implementation of the project at different levels.

    Provide technical support to inter-agency coordination on Humanitarian Action and Disaster Risk Reduction to systematically integrate gender and social inclusion:

    • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs;
    • Represent UN Women in inter-agency coordination related activities by attending meetings, events, participating in groups and committees as needed and providing substantive inputs- UNDAF;
    • Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms;
    • Provide technical advice to DRR practitioners in UN system working groups to close gender gaps in disaster risk and increase gender equality and women leadership in disaster risk reduction and resilience;
    • Provide capacity development to UN Women Programme team on humanitarian response and disaster risk management through periodic learning sessions.

    Provide substantive inputs to advocacy, knowledge building and communication efforts:

    • Develop background documents, briefs and presentations related to gender in humanitarian action and disaster risk reduction;
    • Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products;
    • Coordinate the development of knowledge management methodologies, and products on gender in humanitarian action;
    • Support UN Women’s participation in policy dialogues on issues related to humanitarian action as necessary;
    • Support to develop advocacy strategies and oversee their implementation;
    • Identify best practices and lessons learned to guide programme improvement and strategy planning;
    • Contribute to develop knowledge management strategies, products, and methodologies on humanitarian action programme.

    Required Skills And Experience

    Education and certification:

    • Master’s degree in social sciences, Conflict Studies, Political Sciences, Policy, Humanitarian Action, Gender/Women's studies, International Development, or a related field is required;
    • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
    • A project/programme management certification would be an added advantage.

    Experience

    • At least 2 years of progressively responsible work experience in humanitarian or development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
    • Technical experience in social inclusion in humanitarian action and women, peace and security;
    • Experience coordinating and liaising with government agencies, CSOs and/or donors is an asset;
    • Experience working in the UN System is an asset.

    Language Requirements

    • Fluency in English is required;
    • Working knowledge of Japanese is an asset
