The World Food Programme is the food assistance branch of the United Nations and the world's largest humanitarian organization addressing hunger and promoting food security.
Duties and Responsibilities:
Under the direct responsibility of the Programme Policy Officer, the Programme Associate, will:
• Support the technical units to draft calls for proposals & coordinate the review process. Ensure call for proposals (CFPs) are managed through the United National Partner Portal to ensure coherence, transparency in the way WFP contracts CPs
• Train technical teams and AOs in the use of the UNPP
• Assist and support the Cooperating Partner Committee (CPC) at the Country Office level in all aspects of review and approval of project proposals submitted by cooperating partners to WFP food assistance, ensuring standard processes are followed.
• Liaise with other units to resolve issues timely and clarify or obtain additional information to ensure accurate resolution of problems.
• Assist and advise Area Offices (AOs) in all aspects of project review and approval process; including field missions and training in Somalia to familiarise all concerned.
• Review proposals to ensure that the given allocation (Food/CBT) are within the planned caseload, recommended ration scales, Minimum Expenditure basket (MEB) and cost thresholds in light of the implementation plan
• Prepare field level agreements following CPC approval, ensure finalisation of the agreements and monitor validity
• Liaise with CPs to strengthen partnerships and improve the quality of proposals and implementation of the agreements.

• Review and reconcile a variety of financial and operational reports related to CPs management
• Prepare periodic reports, related to WFP engagement with CPs and Government ministries for donors
• Maintain accurate records and files within the field of work
• Perform other related duties as required.
Minimum Qualifications
Education: Completion of secondary school education. A post-secondary certificate in one or more of the following disciplines: Development Studies, International Affairs, Economics, Social Sciences, or any other field relevant to International Development Assistance is desirable.
Experience: Minimum 5 years of progressively responsible professional experience in programme implementation & project management, in addition to experience in data management.
Language: Proficiency in oral and written communication in English is a requirement.
