    Senior Programme Associate (COMET)

    This position is open to qualified Kenyan candidates. Female candidates in particular, are encouraged to apply.

    What will you do?

    • Manage the day-to-day oversight and support to Area Offices on COMET use and programme data quality.
    • Manage the data entries and quality in COMET for all relevant data.
    • Ensure all output and other output data is captured and updated in readiness for the Annual Country Reports and other corporate reports.
    • Coordinate and facilitate the follow-up actions from joint Monitoring & Evaluation and programme data workstream Area Offices data reviews with the Country Office and Regional Bureau Nairobi (RBN) technical teams.
    • Collaborate with regional stakeholders’ management, Headquarters COMET, and TEC teams in supporting the rollout of the digital Cooperating Partner Distribution Reports (CPDRs) to enhance the accuracy of data in the corporate systems.
    • Liaise with the Headquarters COMET team to address identified data flow issues in the corporate systems and advise Area Offices accordingly.
    • Coordinate meetings with Cooperating Partners and ensure timely follow-up on action points from meetings.
    • Provide a weekly update on data management.
    • Ensure COMET users are accorded the right Profile as per the new guidelines.
    • Guide and supervise junior staff and act as a point of referral and support them with analysis and queries.

    Minimum Qualifications:

    Education: Completion of secondary school education. A post-secondary certificate in Business Administration, Commerce, Statistics  Economics, social sciences, development studies.

    Experience: Six years of progressively responsible professional experience in project management with experience in data management.

    Languages: Proficiency in both oral and written communication in English is a requirement.

    Knowledge & Skills: 

    • Experience in data analysis and management.
    • Time management and good communication skills.
    • Experience in Programme implementations under humanitarian operations.
    • Experience in Policy formulations/management.
    • People Management skills.

    Programme Associate (Resource Management)

    Duties and Responsibilities:

    Under the direct responsibility of the Programme Policy Officer the Programme Associate, Team leader will:

    Plan and process In-Kind (IK) and Cash Based Transfer (CBT) related cost to Cooperating partners

    • Oversee overall payment to over 100 CPs.
    • Provide trainings to team members, Area Offices and CPs. 
    • Plan and oversee closure of project in relation to payments to CPs.
    • Monitor GRIR and ITS records to ensure IPSAS compliance
    • Ensure Creation of Service Outline Agreements (SOAs), Purchase Orders (POs) as soon as the Field Level Agreements (FLAs) are signed or extended.
    • Ensure creation of Service Entry Sheets (SESs) for In-Kind activities.
    • Coordinate with TMT focal point and ensure CBT related costs invoices from SCOPE, shared with Area Offices (AOs) for verification and follow up for submission by partners.
    • Review and approve Cooperating Partners (CPs) invoices on a timely manner on ITS.
    • Monitor open POs and ensure closure upon completion of activities.
    • Ensure creation/amendment of vendors and vendor details for Cooperating Partners (CPs).
    • Ensure and coordinate weekly CP unit invoice processing report is shared with management
    • Liaise with Finance Unit on CPs invoice payment.
    • Any other duties as required.

    Minimum Qualifications

    Education: Completion of secondary school education. A post-secondary certificate in one or more of the following disciplines: Development Studies, International Affairs, Economics, Social Sciences, or any other field relevant to International Development Assistance is desirable.

    Experience: Minimum 5 years of progressively responsible professional experience in programme implementation & project management, in addition to experience in facilitating policy discussions.

    Language: Proficiency in oral and written communication in English is a requirement.

    Knowledge & Skills:

    • Experience in funds resource management.
    • Ability to work independently on analytical and technical matters with minimum supervision. 
    • Strong organizational skills and ability to deliver timely high-quality deliverables.
    • Strong communication and collaboration skills. 
    • Strong analytical and report writing skills in English.
    • Proficiency in Microsoft Suite (MS Excel, MS Word, MS PowerPoint, etc)
    • Experience in programme implementations under humanitarian operations.
    • Proficiency in data management and invoice processing.
    • Experience in identifying partners to work with, preparation, and implementation of agreements.
    • Training/Capacity Strengthening skills

    Programme Associate (Contracting)

    Duties and Responsibilities:

    Under the direct responsibility of the Programme Policy Officer, the Programme Associate, will:

    •    Support the technical units to draft calls for proposals & coordinate the review process. Ensure call for proposals (CFPs) are managed through the United National Partner Portal to ensure coherence, transparency in the way WFP contracts CPs
    •    Train technical teams and AOs in the use of the UNPP
    •    Assist and support the Cooperating Partner Committee (CPC) at the Country Office level in all aspects of review and approval of project proposals submitted by cooperating partners to WFP food assistance, ensuring standard processes are followed. 
    •    Liaise with other units to resolve issues timely and clarify or obtain additional information to ensure accurate resolution of problems.
    •    Assist and advise Area Offices (AOs) in all aspects of project review and approval process; including field missions and training in Somalia to familiarise all concerned. 
    •    Review proposals to ensure that the given allocation (Food/CBT) are within the planned caseload, recommended ration scales, Minimum Expenditure basket (MEB) and cost thresholds in light of the implementation plan
    •    Prepare field level agreements following CPC approval, ensure finalisation of the agreements and monitor validity
    •    Liaise with CPs to strengthen partnerships and improve the quality of proposals and implementation of the agreements.

    Closing Date: 15th February  2022
    •    Review and reconcile a variety of financial and operational reports related to CPs management 
    •    Prepare periodic reports, related to WFP engagement with CPs and Government ministries for donors 
    •    Maintain accurate records and files within the field of work
    •    Perform other related duties as required.
