    Senior Finance Officer

    The Senior Finance Officer will play a key role in overseeing and managing HEVA Fund’s financial operations. The Finance Officer plays a crucial role in ensuring the financial health and sustainability of the program. This role involves assisting with financial planning, budgeting, monitoring, and reporting. The successful candidate will contribute to proper financial management at HEVA by ensuring efficient resource utilisation and compliance with financial regulations.

    Key Responsibilities

    • Procurement Management
    • Develop and implement procurement policies and procedures in alignment with organisational objectives and best practices.
    • Manage the entire procurement cycle, including sourcing, contract negotiations, vendor selection, and purchase order management.
    • Maintain procurement records, including bid evaluation, supplier agreements, and contract performance reviews.
    • Monitor supplier compliance with service agreements and procurement standards.
    • Ensure that procurement activities are compliant with organisational policies and statutory regulations.
    • Financial Planning and Budgeting.
    • Collaborate with the programs team to ensure the utilisation of program budgets is in alignment with organisational goals and funding requirements.
    • Monitor budget implementation, conduct financial analysis to identify variances and financial risks related to the programme.
    • Assist in the preparation, monitoring, and analysis of organisational budgets and forecasts.
    • Provide financial insights and variance analysis to support strategic planning and decision-making.
    • Collaborate with department heads to ensure budget compliance and financial efficiency.
    • Financial Reporting
    • Work closely with the finance manager to prepare accurate and timely financial reports for the donor.
    • Prepare timely internal reports to support decision-making by the wider program team.
    • Assist with ensuring compliance of consortium partners with donor reporting requirements and financial regulations where applicable.
    • Assist in the compilation and review of consortium partner financial reports to be submitted to the donor.
    • Financial Management and General Accounting
    • Prepare accurate and timely financial reports, including balance sheets, income statements, and cash flow statements.
    • Maintain and reconcile the general ledger and ensure accurate recording of transactions.
    • Lead the month-end and year-end financial closing processes.
    • Ensure compliance with statutory reporting requirements and tax regulations.
    • Support external and internal audit processes by preparing required documentation and responding to audit queries.
    • Audit and Compliance
    • Work with internal and external auditors to facilitate audit processes.
    • Working closely with the Finance manager and the Internal Auditor to implement internal controls to safeguard financial assets and ensure accountability.
    • Risk Management and Compliance
    • Identify and mitigate financial risks by implementing appropriate internal controls and financial procedures.
    • Ensure adherence to organisational financial and procurement policies, as well as donor and statutory regulations.
    • Team Leadership and Capacity Building
    • Provide leadership, mentorship, and technical support to finance team members.
    • Conduct training sessions for staff and beneficiaries to improve their understanding of financial processes and compliance requirements.
    • Promote a culture of accountability, continuous improvement, and financial discipline within the finance department.

    Qualifications and Requirements

    • Bachelor's degree in Finance, Accounting, Procurement, or a related field.
    • Professional certification (e.g., CPA, ACCA, CIPS) is highly preferred.
    • Minimum of 5-7 years of experience in finance, procurement, grant management, and auditing functions, preferably within an investment, nonprofit, or donor-funded organisation.
    • Proven experience in managing grant disbursement and beneficiary audits.
    • In-depth knowledge of procurement regulations, financial management, and tax compliance.
    • Proficiency in financial management software and advanced MS Excel skills.
    • Strong analytical, problem-solving, and decision-making skills.
