Senior Finance Officer at Kitui County

Requirements for Appointment

For appointment to this grade, an officer must have;

1. served in  the  grade  of  Finance  Officer  I  for  a minimum period of  three  (3) years;
2. Bachelor’s degree  in  any  of  the  following  areas:  Commerce (Finance option), Economics, Business Administration, Business Management or Finance

OR

1. Any other Bachelor’s degree with Certified Public Accountant II (CPA II) qualification;
2. a certificate in Public Financial Management from a recognized institution lasting not less than four (4) weeks;
3. Attended a Senior Management course lasting not less than four (4) weeks; and
4. Shown merit and ability as reflected in work performance and results.

Duties and responsibilities

Duties and responsibilities at this level will entail:

1. Preparing County Ministries Budgets for  the  recurrent  and  development  votes;
2. Preparing quarterly expenditure forecasts  as  a basis  for discussions with the Treasury for release of funds;
3. Initiating proposals seeking funds for additional expenditure and reallocation of voted funds during the year;
4. Monitoring expenditure  and  projects  including  programme implementation  on  a  periodic  basis  and  ensuring  timely disbursement of funds;
5. Compiling of budget estimates;
6. Compiling of Fiscal returns;
7. Preparing of Fiscal reports;
8. Compiling of expenditure proposals; and
9. Compiling of Budget outputs and outcomes.
