    Senior Finance Officer, Operations and Compliance

    Role Purpose Statement:

    The Senior Finance Officer, Operations and Compliance, identifies and limits the risk associated with Busara’s operations and is responsible for all aspects of regulatory and legal compliance across all our country offices.

    Based in our main office in Nairobi, the Senior Officer will lead and implement daily activities related to the safeguarding of company assets, operational compliance, insurance, drafting, reviewing, and updating policies, supplier contracts, and project corporate consultant contracts.

    The Senior Officer, Operations & Compliance, will also be responsible for executing effective and efficient procurement and supply chain services while ensuring transparency, integrity, and compliance with established rules and regulations.

    Key Accountabilities/Responsibilities

    Risk and Compliance

    • Maintain oversight on organizational regulatory compliance including but not limited to registration, insurance, licenses and permits.
    • Ensure that annual returns are filed with the registrar  of companies in good time and all other relevant operational compliance requirements.
    • Manage insurance and insurance risk assessment including loss assessment, documentation, reporting and claim processing. 
    • Assess company operations, identifying compliance risks, and ensuring company compliance with regulatory laws and requirements in all locations.
    • Support all Divisions to document and improve standard operating procedures (policies, procedures, guidelines) for compliance and monitoring. 
    • Keep abreast of regulatory developments within and outside the organization as well as evolving best practices in processes, compliance and control.
    • Prepare, review, and edit documents including company policies and procedures as required.
    • Manage and maintain relationships with stakeholders, prepare contracts, follow-up on invoices, and insurances etc.
    • Contribute to knowledge sharing and capacity building so as to raise awareness and importance of compliance management within the organization.
    • Communicating finance policies and updates to the organization on a need basis.

    Procurement and supply chain management

    • Manage the entire process in the planning of procurement and supply chain activities, asset management, inventory control, logistics and distribution, ensuring effectively-functioning processes to avoid costly delays and lost opportunities.
    • Manage and monitor all transactional procurement including tendering processes, evaluation, contracting, contract administration and management, contractors and performance evaluation.
    • Ensure effective lines of communication between the requesting functions and the procurement function to ensure priority requirements, and the timely delivery of goods and services.
    • Manage relationships with vendors, suppliers and contractors that facilitate smooth flow of services to Busara and identify new vendors/suppliers without jeopardizing quality and service delivery.
    • Receiving procured goods and ascertaining that they are as per LPO.
    • Any other additional tasks allocated by the immediate supervisor.

    Knowledge, Skills, and Experience

    • Bachelor’s Degree or equivalent in Finance, Accounting, Operations Management, Business, Commerce, Law, procurement or related field.
    • Four (4) years of experience in roles within operations, compliance and supply chain management.
    • Must be able to demonstrate a broad technical knowledge and expertise in regulatory risk and regulatory change matters.
    • Solid knowledge of organizational effectiveness and operations management in multiple locations with a proven track record of delivering enhancements to process efficiency.
    • Experience in project management. 
    • Strong communication and negotiation skills with internal and external stakeholders.
    • Must have strong planning and organizational skills.
    • Must be flexible and adaptable to meet the needs of a highly dynamic organization
    • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
