    Senior Grants and Contracts Officer

    Responsibilities:

    • Review, negotiate, and coordinate input from other departments for the timely review and execution of new awards and amendments.
    • Review of award RFA/RFPs especially from USG and provide feedback and any questions to ensure program teams and Partnership Development understand the compliance requirements.
    • Ensure awards compliance with federal regulations and donor-specific requirements.
    • Negotiate with donors/funders for terms and conditions acceptable to PATH and propose alternative language as appropriate in consultation with Legal department
    • Serve as a resource for PATH on compliance rules, regulations and standards associated with federal funds (i.e. USAID, NIH, CDC) and other donors (i.e. FCDO, UN, GAVI, BMGF).
    • Provide innovative, solution-oriented support to Project Administrators and the Office of Grants and Contracts on terms and conditions of active awards, including any restrictions and possible risks.
    • Participate in project/program team meetings, including “hand-off” meetings with Partnership Development, as required for assigned programs.
    • Upon fully executing large or complex awards, initiate a kickoff meeting with Project Administrators, other relevant departments, and other implementing staff to communicate key compliance requirements and gather information on OGC support services required.
    • Draft flow down provisions for subawards and subcontracts for the Subaward Specialists and Legal who, in turn, will draft and negotiate subawards,  subcontracts and other types of outgoing agreements within the program portfolio.
    • Provide backfill to Subaward Specialist during vacations and surge periods of subaward requests.
    • Establish and maintain positive working relationships with donors and program staff.
    • In collaboration with the Global Grants and Contracts Manager and the OGC team, document existing award procedures, as well as develop, review, and implement new award procedures, templates, and tools within pre-established parameters.
    • Provide analysis, evaluation, and recommendations to improve award/subaward management associated policies and procedures within pre- established parameters.
    • Analyze donor trends and regulations to identify risks to PATH. Other responsibilities include:
    • Provide regularly scheduled updates to the Global Grants and Contracts Manager.
    • Participate in OGC training, orientation, and facilitate/co-facilitate trainings throughout the year.
    • Assist with preparing files including reviewing awards for auditors and reports to respond to auditors’ questions.
    • Manage Special Projects as assigned.

    Required Skills and Experience:

    • A degree in Business Administration, Finance, Accounting or related field.
    • A minimum of 8 years of progressive working experience in donor funded contracts and grants management in international not for profit organization.
    • Grants Management Experience in a non-profit organization with expansive, decentralized global operations is preferred. 
    • Ability to establish and maintain effective working relationships with program and other staff.
    • Professional qualification is an added advantage e.g., CPAK, ACCA, CA etc.
    • Experience working with Salesforce or other Grants Management Information System will be an added advantage.
    • Experience with interpreting funder/donor rules and regulations and demonstrated experience in communicating with donors. 
    • Detail-oriented with strong negotiation and communication skills. 
    • Ability to work independently and under pressure with a high degree of reliability and accuracy. 
    • Excellent judgment and interpersonal skills, comfortable working independently and with stakeholders across sectors and from diverse cultures across the Globe. 
    • Outstanding organizational skills, ability to apply great attention to detail and consistently produce timely and error-free work. 
    • High degree of competence in Microsoft Office software products including Word, Excel, PowerPoint and Outlook. 
    • Demonstrated ability to apply analytical and logical thinking with good problem-solving skills. 
    • Ability to work in a team environment with minimum supervision.
    • Proven ability to work on multiple projects with competing deadlines.
