    Senior Manager

    RESPONSIBILITIES

    Assessment, System Design and Planning

    1. Assess the current systems in use to manage and control CARE’s operations in Dadaab. Use conversations with key informants internal and external to CARE to develop a thorough understanding of which systems operate well and where any gaps or inefficiencies exist.
    2. Review relevant reports and recommendations for system improvement, and develop implementation plans to ensure those recommendations are implemented successfully and sustainably.
    3. Where expert technical input is required, develop TORs and manage the procurement and delivery of vendor or consultant inputs
    4. Where changes to systems are required, ensure that all stakeholders are fully briefed and that all staff are fully trained to implement new or modified systems capably and consistently.
    5. Provide the Country Director and Regional Program Support team with regular oral and written briefings on progress; participate in regular update calls as well as individual troubleshooting conversations around specific issues.

    General Management and Leadership

    1. Ensure all staff are fully briefed on and responsive to all aspects of security, social and cultural norms and local conditions and behaviour.
    2. Establish and maintain constructive working relationships with other NGO’s, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders.
    3. Recommend changes to the team composition and functioning with Country Office and partners to maximise emergency programme quality and effectiveness.
    4. Create the conditions to ensure effective teamwork and morale. Ensure staff wellbeing is addressed.
    5. Conduct performance appraisals of staff if and as required, ensure regular feedback and mentoring on individual performance.
    6. Ensure the Country Director, Line Management, and Regional Team are kept informed about assessment progress, implementation and strategies, project plans, progress reports, and other significant developments.
    7. Ensure all staff members understand and abide by the CARE Prevention of Sexual Exploitation and Abuse (PSEA) / Child Protection (CP) Policy.  All staff must sign the relevant Code of Conduct. Staff are required to report any suspicions of exploitation and abuse of children and vulnerable people via established internal mechanisms. All staff must adhere to CARE’s zero tolerance policy for sexual exploitation and abuse.

    Human Resources

    1. Ensure that human resources implications for both existing and anticipated operations are fully assessed, identified, described and communicated.
    2. In coordination with HR, develop workforce plans as required
    3. Monitor ongoing human resources issues and make recommendations and adjustments accordingly.
    4. Ensure staff members receive thorough induction, briefings and information.
    5. In liaison with the HR staff make sure staff have suitable rest, relaxation and that wellbeing is addressed.
    6. Ensure knowledge, skills transfer and capacity building to national staff at all level, delegation of responsibilities, decision making and empowerment of regional leaders.

    Safety and Security

    1. Ensure all personnel understand individual and collective responsibilities for safety and security.
    2. Liaise with the Security Manager to ensure compliance with CARE International Security Guidelines and their effective application in the local context.
    3. Monitor the operational environment with respect to increased level of threat and advise the Country Office.
    4. Keep the Country Director and Security Manager advised of changes and threats to the security of CARE staff, assets and operations.

    Operations

    1. Ensure that operations functions are established and maintained for the response in accordance with CARE International policies and procedures.
    2. Develop resourcing plans e.g. procurement, fleet, ..etc. as to ensure smooth scale up of response activities.
    3. Ensure compliance with all Kenya legal, contractual, labour and statutory requirements.
    4. Ensure with the Logistics Officer the maintenance a functional procurement and supply chain management system.
    5. Ensure with the Logistics Officer the timely and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating / management /monitoring systems.
    6. Ensure with the HR manager that the systems used for HR are adapted to the emergency context to ensure a rapid response while maintaining an acceptable level of accountability in regards to the recruitment.
    7. Assist the CO review the current structure and responsibilities of the Humanitarian team particularly with a view to ensuring balanced staff responsibilities in order to avoid overload and/or burn out
    8. Financial Management and Planning
    9. Ensure with the Finance Manager the compliance with CARE International financial management and accounting systems for all assessment and response activities and assets.

    Qualifications

    1. 3 – 5 years humanitarian aid experience.
    2. Languages: Working knowledge of English required.
    3. Minimum of 5 years humanitarian aid experience in complex and natural disasters.
    4. High level of all aspects of managerial experience, including managing multi-million dollar budgets.
    5. Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances.
    6. The highest level of expertise in representation and negotiation with governments and donors.
    7. Strong understanding of the humanitarian emergency operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.
    8. Relevant language skills for the country of deployment.
