Senior Manager: Corporate Services at Lake Victoria South Water Services Board (LVSWSB)

The position is responsible to the Chief Executive Officer for the following:

• Preparation of draft policies, strategies and guidelines for the management and improvement of human resources, administration, corporate social responsibility, corporate communications, and information and communication technology functions.
• Coordinating and overseeing planning, budgeting, execution, monitoring and evaluation of performance of human resources, administrative, corporate social responsibility, and information and communication technology functions.
• Facilitating proactive media engagement and public communication through various platforms under the direction of the Chief Executive Officer.
• Formulating and implementing a framework for strategic human resources management and development.
• Ensuring compliance with constitutional, legal, regulatory, guidelines and industry requirements in the execution of human resources, administrative, corporate social responsibility, corporate communications, information and communication technology functions.
• Developing, promoting, implementing and reviewing a road map for institutionalization of a corporate culture that promotes realization of the institution’s strategic goals and positioning in the public space.
• Preparation of appropriate, meaningful, accurate and timely management reports to the Chief Executive Officer.
• Proactive deployment of information and communication technologies to improve the efficiency, reliability and effectiveness of the Agency’s operations and interaction with other institutions and the public.
• Promotion of professional development and retention of excellent employees.
• Regular evaluation of the effectiveness of organizational design and initiating proposals for reorganization, rightsizing and reforms to promote achievement of corporate goals.
• Ensure optimal utilization, operation, maintenance, storage and timely disposal of the Agency’s assets.
• Provision of leadership and guidance to the human resources, administration, corporate social responsibility, corporate communications, information and communication technology teams.
• Developing draft annual performance targets for water works and services, being contracted and evaluated annually.
• Any other responsibilities assigned by the Board or the CEO.

Requirements

To effectively perform the outlined duties, the Agency seeks to recruit a candidate with the following qualifications:

• Bachelor’s Degree in commerce, human resources, public relations, communication, social sciences, business administration, public administration or equivalent from a recognized university.
• Master’s Degree in commerce (human resources option), human resources, public relations, communication, social sciences, business administration, public administration or equivalent from a recognized university.
• Attended a leadership course lasting more than four weeks.
• Be a member of a relevant professional body in good standing.
• Be a licensed practitioner, where applicable.
• At least ten years of relevant experience in human resources management or development, administration, corporate communications or information and communication technology.
• Experience in fundraising and running corporate social responsibility programs would be an added advantage.
• Five years of relevant experience in a management position within
• an organization of equivalent mandate and scope of responsibilities.
• At least three years relevant experience utilizing an Enterprise Resource Planning System.
• Demonstrable negotiation, communication, networking, technical, analytical, strategic thinking, report writing, mentoring, coaching, problem solving, presentation and team leadership skills.
• Track record of achievement of set performance targets.
• Meet requirements of Chapter Six of the Constitution.
