    Technical Officer- Social Asset Building/ Evidence Based Interventions

    REF: CHS/HR/STP/DTOSABEBI/03/2023

    Overall Job Function

    Reporting to the DREAMS Technical Lead, the DREAMS Technical Officer (SAB/EBI) will provide technical leadership and oversight for the implementation of Social Asset Building (SAB) and Evidence-Based behavioural interventions (EBIs) to reduce adolescent girls and young persons’ (AGYWs) vulnerability to HIV through empowering them and their families. He/she will work closely with ward case managers, EBI facilitators and mentors to ensure quality SAB and EBIs delivery. He/she will provide technical assistance to DREAMS service providers to implement evidenced-based Interventions, and social Asset Building in the county while overseeing other high-impact biomedical interventions and social protection in supported wards.

    Key Responsibilities

    • Provide technical oversight, strategic direction on delivery of Social Asset building and Evidence-based Interventions in the safe spaces across all wards
    • Oversee the Identification, screening and enrollment of Vulnerable AGYW into the Program in collaboration with the ward case managers
    • Guide the team in conducting effective community mobilization and sensitization parents/caregivers and the community members on DREAMS initiative
    • Supervise EBI Facilitators, mentors and ward level program team, and Community advisory committee members and track their performance in achieving set goals.
    • In collaboration with the ward case managers, EBI facilitators and program team, conduct ongoing follow-up assessment/evaluation/observation of progress on the behaviour plans
    • Coordinate Community Advisory Boards formation and activities
    • Coordinate Age based School / Community-based HIV and Violence prevention education delivery to include HCBF, MHMC and SHUGA
    • Ensure that the Parents/ Caregivers of the AGYW are reached with appropriate HIV/Violence prevention education (FMP 1 and 11)
    • Facilitate the AGYW Male sexual Partner Characterization and coordinate with biomedical officer for targeted services
    • Support mentorship, training, and other capacity-strengthening activities of the mentors, EBI facilitators, and ward case managers for effective implementation of age-specific services in supported wards
    • Ensure AGYW and retained in program receive the complete age-based Package of DREAMS services
    • Ensure timely and accurate data collection and updating into the DREAMS data base. This includes data clean up and validation activities
    • Collaborate with public-private partners including government agencies, ministries, businesses, private institutions and other civil societies to synergize sustainable interventions
    • Conduct site-level support supervision and mentorship to ensure SAB/EBI interventions are being implemented according to Standard Operating Procedures (SOP) and timely quality service provision
    • Ensure structured layering and graduation from the program
    • In collaboration with the SI team, support data management to ensure regular and timely collection, entry and accurate reporting in the DREAMS data base
    • Ensure availability and utilization of work plans, SOPs, tools and guidelines
    • Identify best practices, document, implement, and disseminate effective and innovative while ensuring the implementation of quality improvement projects
    • Prepare relevant technical reports and recommendations to improve program performance
    • Any other duty as may be assigned by your supervisor.

    Person Specification

    • Bachelor’s degree in social sciences, public health, community health or any health-related degree
    • Minimum of five years’ progressive experience in HIV programming is required, 3 in DREAMS programming
    • Supervisory knowledge, skills and understanding of the National and PEPFAR HIV agenda
    • Demonstrated expertise in DREAMS Programming and a good understanding of DREAMS evidence-based PEPFAR HIV/AIDS programming.
    • Strong track record of DREAMS programming and proven ability to produce demonstrable technical and program results
    • Familiarity with DREAMS age specific Evidence-Based Behavioral Interventions and certified EBI trainer
    • Familiarity with donor-funded HIV program implementation, documentation and reporting.

    Required Competencies and Skills

    • Strong organization, communication and program management skills
    • Strong interpersonal skills and ability maintain good relationships with project staff, donors, and other partners
    • Demonstrated excellent Computer skills (Microsoft Word, Excel, Power Point)
    • Ability to identify problems, design interventions and oversee their implementation
