    WE-Care Programme Manager

    Job Purpose

    The Programme Manager will lead and shape the multi-country WE-Care programme, ensuring effective and

    timely delivery and supporting good communication and relationships with country teams, partners and donors. The post-holder will put in place and ensure the maintenance of programme management systems that ensure effective programme delivery and quality reporting. They will support relationship management, strategic partnerships and advocacy; as well as fundraising to fill gaps and provide co-financing for the MCP; and support learning, knowledge management and capacity building.

    Key Responsibilities and Accountabilities

    • Programme management
    • Take leadership in decision-making and operational responsibility for the delivery of the WE-Care Programme implementation, planning and budgeting processes, including guiding cohesion between its component parts
    • Monitor and manage the programme expenditure according to agreed parameters with donors and Oxfam senior management as well as the progress against plans and timely reporting and resolution of threats to milestones
    • Take in in the Identification, monitoring, managing, and reporting risks, ensuring that programme quality through oversight and management of the programmes’ monitoring and evaluation framework and learning processes, leading to rigorous output and outcome evidence for donors/auditors
    • Lead the delivery of donor reporting to multiple donors, working with project coordinators,

    MEAL, finance and programme staff

    • Support the Oxfam donor focal point in regular communications with foundation donors
    • Relationship management, strategic partnerships and advocacy
    • Develop and manage senior external relationships and strategic partnerships with civil society, governments, donors, and the corporate sector
    • Support Oxfam donor focal points in regular communications with key donors.
    • Oversee the WE-Care advocacy, strategy, and campaigning, in collaboration with Global Advisor.
    • Support HECA regional level advocacy and engagements on gender justice and unpaid care work.
    • Matrix management
    • Matrix management of Senior Adviser and Communications Officer
    • Task management of Monitoring, Evaluation and Learning Adviser and Finance Officer
    • Management of technical advisory for the programme and programme consultancies
    • Providing pastoral care to team members using coaching and mentoring
    • Management of recruitment and inductions of new staff where necessary

    Fundraising and programme development

    • Coordinate and mobilise resources to fill funding gaps and expand the programme portfolio.
    • Support country teams to mobilise resources from in-country and regional donors when opportunities arise.
    • Develop concept notes and fundraising proposals for potential donors when opportunities for co-funding arise.
    • Engage with stakeholders and manage new and existing donors including corporate donors, trusts and foundations and institutional donors

    Technical Skills, Experience & Thematic Expertise

    Essential

    • Outstanding programme management and leadership skills and experience, preferably in a complex environment in developing countries.
    • Demonstrable knowledge/experience of the full project/programme management cycle
    • Demonstrated commitment to feminist leadership.
    • Good project financial management skills.
    • Excellent people skills, with proven ability to motivate others and work.
    • Demonstrated people/team management experience and experience supporting team members from a distance, requiring strong self-awareness and inter-personal skills.
    • Good experience of donor relationship development and all aspects of donor reporting.
    • Experience of managing strong MEAL systems - including ensuring programmes produce credible documentation and evidence for donor reporting and auditing.
    • Expertise in developing and facilitating working relationships with local stakeholders. Direct experience of facilitating multi stakeholder initiatives is essential.
    • Experience of managing contractors and ensuring quality and timely delivery.
    • Strong understanding or programme quality issues (partnership, accountability, gender and women’s rights, generating and using evidence for learning and accountability) including a demonstrated ability to manage for quality programmes.
    • Ability to foster innovation and cross programme learning.
    • Ability to adapt and work within a multicultural, multilingual and multidisciplinary environment.
    • Excellent understanding of, and personal commitment to, promoting gender equity and diversity in Oxfam’s one programme.
    • Strong conceptual and analytical skills, with the capacity to think strategically.
    • Excellent communication and interpersonal skills.
    • Proven ability to work effectively with others and adapt to different working styles and cultural contexts.
    • Capacity to coordinate processes remotely, including in complex and multi-country programmes.
    • Ability to travel up to 10 weeks a year
    • Fluency in spoken and written English

    Desirable

    • Experience with public communications.
    • Understanding of issues of unpaid care.
    • Understanding of social and behaviour change communications (addressing social norms)
    • Familiarity with Oxfam’s business rules and programme quality processes is an asset.
    • Technical knowledge of monitoring and evaluation methods.
    • Ability to support contextual analysis (including power, gender and political economy analysis)

    • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
    • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
    • Commitment to Oxfam’s safeguarding policies, including data protection and humanitarian protection standards, to ensure all people who come into contact with Oxfam are as safe as possible. Experience in accountability when publicly campaigning with and on behalf of victims of GBV, or other victims of conflict will be an asset.

    The person

    We are looking for a dynamic and committed individual with the following:

    • Postgraduate Degree in relevant field.
    • At least 5 years programme management and leadership skills and experience, preferably in a complex environment in developing countries.
    • Demonstrable knowledge/experience of the full project/programme management cycle
    • Demonstrated commitment to feminist leadership.
    • Demonstrated people/team management experience and experience supporting team members from a distance, requiring strong self-awareness and inter-personal skills.
    • Good experience of donor relationship development and all aspects of donor reporting.
    • Experience of managing strong MEAL systems - including ensuring programmes produce credible documentation and evidence for donor reporting and auditing.
