    Budgeting, Reporting And Compliance Senior Specialist

    Job Description

    The Senior Specialist Budgeting reporting and compliance will support the Head of Finance with developing and implementing the financial strategy for the RSC Africa Programme.
    The jobholder has overall responsibility of the Budgeting & Reporting function with a particular focus on
    providing excellent financial business partnering services to the program implementation team. They will also be responsible for ensuring best in class financial management at field office level – including leadership in respect to capacity building; implementing efficient & effective processes; improving and ensuring compliance with internal control systems. The position holder will also be strongly involved with RSC Africa financial planning, finance projects ensuring that the financial component of these projects are successfully implemented.

    Supervision

    1. This position directly supervises the Budget and reporting officer and has a dotted line report from the Finance Officer, systems and compliance. This position reports directly to the Finance Coordinator.

    Qualifications Education:

    1. BA Degree in Finance and Accounting, Business Administration, or other relevant discipline.
    2. Chartered Accountant (CPA, ACMA, ACA, ACCA) strongly recommended.

    Experience:

    Essential

    1. Minimum of 5 year’s management experience in a corporate or an NGO environment, of which three at a management level within a finance department
    2. Strategic mindset with the ability to lead, inspire and achieve results in a challenging context
    3. Strong team player
    4. Excellent inter–personal skills and able to communicate with diverse set of stakeholders
    5. Strong analytical, decision making and strategic planning skills with the ability articulate complex information in an easy to understand manner

    7. Ability to prioritize, plan ahead, and manage a complex and diverse workload with tight deadlines
    8. Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff.

    10. Excellent understanding of business and financial planning including strategic modelling.
    11. Excellent understanding of budgeting and budget management.
    12. Excellent understanding of financial systems and procedures.
    13. Excellent understanding of computerized accounts packages, Excel, PowerPoint and Word
    14. A full appreciation of the value of co–operation, both internationally and within a team environment.
    15. Understanding of organization vision and mission and a commitment to its objectives and values.
    16. Written and verbal fluency in English

    Preferable:

    1. 4 years within the INGO / charities sector
    2. Experience of working on US government funding will be an added advantage.
    3. Understanding of major donor compliance regulations (USAID, USDA, BPRM etc)

    1. Highly proficient in Excel and PowerPoint.
    2. Skilled at learning new technologies quickly.
    3. Skilled at analyzing processes and translating them into automated solutions.

    Program Integrity Specialist

    Job Description

    The Program Integrity Specialist is responsible for assisting in the implementation of the Integrity and
    Compliance Module and Internal Malfeasance Prevention and Mitigation Measures. This position acts as an internal and external focal point for fraud and malfeasance mitigation, prevention, investigations, record keeping, training and education for CWS RSC Africa staff.

    Supervision

    1. This position reports to the Program Integrity Manager (Kenya)

    Qualifications

    Education:

    1. Bachelor’s Degree in Criminology, Business Management or a related field or the equivalent combination of education, technical certifications or training, or four years of paid work experience in lieu of a Bachelor’s Degree is required.
    2. Industry standard certifications preferred but not required, such as Certified Fraud Examiner (CFE) or Certified Protection Professional (CPP).

    Experience:

    1. Five (5) years of paid work experience is required.
    2. One (1) year of US Refugee Admissions Program experience preferred.
    3. At least two (2) years of workplace investigation experience preferred but not required.

    Knowledge/Skills:

    1. Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook).
    2. Excellent verbal and written communication skills.
    3. Strong analytical and problem solving skills.
    4. Working knowledge of START highly desirable.
    5. Knowledge of the US Refugee Admissions Program highly desirable.
    6. Experience living and working overseas.

    Store Assistant

    Job Description

    This position is primarily responsible for the receipt, distribution and maintaining accurate records of office supplies. This position is under General Service Department.

    Supervision

    1. This position reports directly to the Property Supervisor.

    Essential Duties

    1. Receives equipment and supplies destined for the store and cross checks purchase orders and delivery notes to ensure that the correct items, quantity and quality have been supplied to RSC Africa.
    2. Maintains accurate records of the movement of office supplies and equipment but not IT related to and from the stores.
    3. Receives requisitions from staff for stationery among other supplies and ensures timely distribution every Wednesday or as required
    4. Issues supplies for each new employee and recovers the supplies when staff members leave RSC Africa.
    5. Maintains ample stock levels in the stores by presenting timely requests for supplies that are at re–order levels through liaising with the Property Supervisor.
    6. Ensures that stocktaking is carried out on quarterly basis with the Senior Accountant.
    7. Ensures that the supplies in the store are arranged and labeled properly to ensure easy retrieval of items and to facilitate stocktaking.
    8. Maintains and monitors stock levels in the Great Plains Accounting System.
    9. Packs supplies and equipment for field trips and receives the equipment on return of the field trip and ensures all equipment is returned in good working condition.
    10. Performs any other duties assigned in order to improve the operations of the RSC Africa office.

    Qualifications

    1. Education:
    2. Bachelor’s degree or four (4) years of paid work experience is required.

    Experience:

    1. Experience in stores management and stock recording

    Abilities:

    1. Ability to communicate effectively both verbally and in writing;
    2. Ability to follow instructions from the Supervisor with a positive and receptive attitude;
    3. Ability to deal effectively and courteously with a large number of associates, outside agencies, applicants and members of the general public;
    4. Ability to maintain a high performance standard with attention to detail;
    5. Ability to carry out all of the duties of the position efficiently and effectively with minimal supervision;
    6. Ability to take initiative
    7. Ability to conduct oneself in a professional and courteous manner to represent the best interests of RSC Africa and CWS/IRP;
    8. Ability to work independently and contribute to overall operations at management level;
    9. Ability to maintain strict confidentiality with RSC Africa administrative and operational information;
    10. Ability to work well as a team in a multi–cultural environment while maintaining a high level of motivation;
    11. Ability to actively participate in the implementation of the U.S. Government Operational Refugee Processing Program in Africa;
    12. Ability to lead others and address issues as they arise;
    13. Ability to manage a large and diverse workload under pressure with competing priorities;
    14. Ability to analyze and solve complex problems;
    15. Ability to effectively manage RSC Africa’s resources;
