    Port State Control Officer

    JOB DESCRIPTION

    1. Discharge Flag State, Port State and Coastal State obligations in relation to maritime safety, security and prevention of marine pollution;
    2. Implement the Indian Ocean Memorandum of Understanding on Port State Control, as amended
    3. Implementation of Merchant Shipping (port state control) regulations 2011
    4. To maintain an effective system of PSC to ensure that foreign flagged merchant ships calling Kenyan ports or at an off-shore installation or anchored within its jurisdiction comply with relevant Conventions and Codes.
    5. Supervise the work of Organizations authorized to perfom survey work on behalf of Kenya in accordance with the Code for Recognized Organizations
    6. Ensure, in collaboration with such other public agencies and institutions, the prevention of marine source pollution, protection of the marine environment and response to marine environment incidents;
    7. Survey of Kenyan registered ships to ensure that they comply with Kenya and all other relevant International laws regarding safety, protection of environment and security;
    8. Implement Regulation for prevention of collisions at Sea Convention 1972, as amended;
    9. Implement the International Convention on Safety of Life at Sea (SOLAS 74),as amended
    10. Implement the International Convention for the prevention of pollution fromAnnex II Ships Marpol73/78, as amended;
    11. Implement the International Maritime Solid Bulk Cargoes Code (IMSBC Code), as amended
    12. Implement The International Safety Management Code, as amended

    17. Supervising the performance of technical evaluations and/or calculations pertaining to
    • Ship Safety equipment;

    • Noxious Liquid Substances pollution;

    JOB SPECIFICATIONS

    • Bachelor degree in the Maritime field such as Nautical Science, Marine Engineering, Mechanical Engineering, Marine Environment, Naval Architecture or equivalent qualifications from a recognized institution; Masters degree in any of the fields will be an added advantage;
    • Certificate of Competency Class 1 – Master Mariner Unlimited (II/2) or Chief Engineer Unlimited (III/2) in accordance with the International Convention on Standards of Training, Certification and Watch keeping 1978,as amended ;
    • Certificate in Port and Flag state inspection training training from a relevant professional body;
    • Minimum of three (3) years service as a Principal ship surveyor at management level;
    • Certificate in Leadership Course from a recognized institution lasting not less than four weeks;
    • Meet the requirements of Chapter Six of the Constitution of Kenya (2010);
    • Member of a relevant professional body will be an added advantage; and
    • Proficiency in computer applications.

    Principal Surveyor, Search and Rescue

    JOB DESCRIPTION

    • Implement the national search and rescue plan for coastal and inland waterways
    • Review and update of the national search and rescue plan for coastal and inland waters
    • Implement of the national search and rescue plan for coastal and inland waters
    • Conducting public awareness campaigns on maritime search and rescue.
    • Implementation of International Conventions and instruments relating to maritime search and rescue manages the Kenya Ship Reporting System in order to keep track of vessels around the coastal waters and within the Exclusive Economic Zone to call upon for support during SAR operations;
    • Management of the Kenya emergency beacons e.g updating the EPIRBs database
    • Implementation of the requirements of regional SAR agreements.

    JOB SPECIFICATIONS

    • Bachelor Degree in Telecommunication Engineering or any other relevant qualifications from a recognized institution; Masters degree in any of the fields will be an added advantage;
    • GMDSS - General Operator Certificate of Competency in accordance with the
    • International Convention on Standards of Training, Certification and Watch keeping 1978,as amended
    • Minimum of three (3) years of service as a GMDSS Operator;

    • Overseeing the evaluation of compliance with established Key Performance Industry Standards ;
    • Ensure an appropriate monitoring and evaluation framework is in place;

    Principal Supply Chain Management Officer

    JOB DESCRIPTION

    • Preparation of the annual procurement and disposal plans;
    • Preparing advisory/professional opinion on procurement matters to the Accounting Officer;
