    Deputy Director, Human Resource Management

    KeNHA GRADE 3- (Ref. No. KeNHA/DD-HRM/003/2020)

    Job Purpose

    The job holder will be the Head of Human Resource Management Department and will be responsible for the oversight all the human resource functions in the Authority.

    Job Description

    Duties and responsibilities at this level will entail:

    • Formulating  and implementation of HR strategies, policies, rules, regulations and systems for the Authority;
    • Forecasting and planning for  human resource needs of the Authority;
    • Initiating best practices in the management of human resource function;
    • Championing change management programmes in the Authority;
    • Managing succession plans of the Authority;
    • Monitoring and evaluating the effectiveness of training and development programmes;
    • Leading the Authority in formulating and implementing efficient  Performance Management Systems;
    • Overseeing efficient management of staff welfare schemes and ensuring compliance with statutory obligations related to health & safety, HIV/AIDS, Alcohol and Drug Substance Abuse, Gender and Disability Mainstreaming and other requirements in working environment;
    • Managing and developing  staff in the department

    Qualifications

    For appointment to this grade, a candidate must have:-

    • A minimum  of ten (10) years relevant work experience and at least five (5) years in a Management  role in comparable and relevant position in the Public Service or Private Sector;
    • Masters Degree in any of the following disciplines :- Human Resource Management, Human Resource Development, Industrial Relations, Business Administration or its equivalent qualification from a recognized institution;
    • Bachelors Degree in any of the following disciplines:- Human Resource Management, Personnel Management, Public Administration, Business Administration or equivalent qualifications from a recognized institution;
    • Certified Human Resource Professional (CHRP III)  or Post graduate Diploma in any of the following disciplines:- Human Resource Management, Human Resource Development, Industrial Relations, Business Administration or Certified Public Secretaries  Part 2 ( CPS 2) or any equivalent qualifications from a recognized institution;
    • HR Practicing Certificate with Institute of Human Resource Management;
    • Certificate in Project Management from a recognized institution;
    • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications;
    • Fulfilled the requirements of Chapter Six of the Constitution;

    Deputy Director, Land Survey

    KeNHA GRADE 3 

    REF. No. KeNHA/DD-LS/002/2020

    Job Purpose

    The job holder will be the Head of Survey Department and is responsible for all survey and mapping functions on road development projects.

    Job Description

    Duties and responsibilities at this level will entail:

    • Coordinating the development and review of policies, plans and strategies on surveying, GIS and mapping;
    • Overseeing maintenance of road reserve boundaries;
    • Verifying cadastral, adjudication, photo control and engineering surveys;
    • Coordinating publication of plans, maps and charts;
    • Providing guidance on standardization and certification of survey equipment;
    • Overseeing preparation and submission of technical and administrative reports of the department;
    • Supervising  and undertaking quality control of in-house and outsourced survey services;
    • Monitoring and evaluating the survey and mapping activities;
    • Preparing  departmental budgets, monitoring and evaluating budget control measures ;
    • Managing and developing staff the department.

    Qualifications

    For appointment to this grade, the officer must have:-

    • A minimum of ten (10) years relevant work experience and at least five (5) years in a Management role in comparable position in the Public Service or in the Private Sector;
    • Masters Degree in Surveying and Photogrammetry or an equivalent qualification from a recognized institution;
    • Bachelors Degree in Surveying and Photogrammetry or an equivalent qualification from a recognized institution;
    • Valid Practicing License from Lands Surveyor’s Board (LSB) of Kenya;
    • Full membership with the Institution of Surveyors of Kenya (ISK), (Land Surveyors Chapter);
    • Letter of Good standing from Institution of Surveyors of Kenya (ISK);
    • Certificate in Project Management from a recognized institution;
    • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
    • Proficiency in computer applications;
    • Fulfilled the requirements of Chapter Six of the Constitution; and
    • Demonstrated merit and ability as reflected in work performance and results.

    Roads Inspector

    GRADE 8 – (Ref. No. KeNHA/INSP./006/2020)

    Job Purpose

    The job holder shall responsible for supervision and  inspection of road works.

    Job Description

    Duties and responsibilities at this level entail:-

    • Supervising all roads construction and maintenance works;
    • Preparing and maintaining site records and other road work records;
    • Preparing roadwork programmes in liaison with the supervisor;
    • Selecting and locating suitable materials for Road works;
    • Assisting in collecting data on road inventory;
    • Ensuring that all site records are prepared on time and submitted as required;
    •  Advising on priorities for maintenance programmes;

    Qualifications

    For appointment to this grade, a candidate must have:-

    • Diploma in Civil Engineering or its equivalent qualification from a recognized institution;
    • Graduate Engineering Technician from the Institution of Engineers of Kenya or a relevant professional body / institution;
    • Proficiency in computer applications; and
    • Fulfilled the requirements of Chapter Six of the Constitution.

    Assistant Land Surveyor

    KeNHA GRADE 8 – (Ref. No. KeNHA/ASST.LS/005/ 2020)

    Job Purpose

    The job holder shall be responsible for performing survey and mapping roles in the Authority.

    Responsibilities

    Duties and responsibilities at this level entail:-

    • Carrying out and reporting of survey operations and observations ;
    • Undertaking survey engineering survey for Road Projects;
    • Conducting traversing and tachometry;
    • Conducting survey work from aerial photographs;
    • Identifying  and establishment of photo control points;
    • Conducting Geodetic leveling;
    • Observing of level lines and maintenance of geodetic instruments;

    Qualifications

    For appointment to this grade, a candidate must have:-

    •  Diploma in Land Survey or its equivalent qualification from a recognized institution;
    • Technician membership with the Institution of Surveyors of Kenya (ISK), (Land Surveyors Chapter);
    •  Proficiency in computer applications; and
    • Fulfilled the requirements of Chapter Six of the Constitution.

The terms of service for the positions of Assistant Land Surveyor and Road Inspector shall be Permanent and Pensionable.
