    Driver

    REF: KURA/HRM&A/DI/18/8 – JG 9

    An officer at this level will work under direct supervision of the Senior Transport Officer, or assigned senior officer.

    Duties and Responsibilities

    • Driving a motor vehicle as authorized;
    • Carrying out checks on the vehicle’s cooling, oil, electrical and brake systems, tyre pressure and other related routine checks;
    • Detecting and reporting malfunctioning of vehicle systems;
    • Maintaining work tickets for vehicles assigned;
    • Ensuring security and safety for the vehicle on and off the road;
    • Ensuring safety of the passengers and/or goods therein; and
    • Maintaining cleanliness of the vehicle.

    Minimum Requirements

    For appointment to this grade, the ideal candidate must:-

    • Have minimum of Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent;
    • Have a minimum of four (4) years relevant work experience in a similar position in the public or private sector;
    • Have a valid driving license free from any current endorsement(s) for class or classes of vehicle;
    • Have passed Occupational Trade Test I/II/III for Drivers;
    • Have Defensive Driving Certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized Institution.
    • Have attended a First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
    • Have attended a Refresher Course for drivers lasting not less than one (1) week at Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution;
    • Have a Valid Certificate of Good Conduct;
    • Have proficiency in computer applications;
    • Fulfill the requirements of Chapter Six of the Constitution; and
    • Show merit and ability as reflected in work performance and results.

    Road Overseer

    REF: KURA/P&E/SE/17/7 - JG 9

    An officer at this level will work under direct supervision of an Engineer.

    Tasks and Responsibilities

    • Supervising road works;
    • Collecting data used in road inventory;
    • Identifying suitable material for road works;
    • Preparing road work programmes; and
    • Managing of artisans and unskilled labour.

    Minimum Requirements

    • Have Kenya Certificate of Secondary Education (KCSE) mean grade C- or an approved equivalent qualification;

    Senior Assistant Gis Officer

    REF: KURA/S/SAGISO/18/6 - JG 7

    An officer at this level will work under direct supervision of the Assistant Director (Survey)-Geoinformatics Services.

    Tasks and Responsibilities

    • Implementing strategies to align the geo-information business of the Authority with Geo-information technology and overseeing GIS Operations;
    • Maintain in-house GIS application programmes;
    • Undertaking short and long term strategic planning of Geo-information systems (GIS); and
    • Conducting Geo-Information research.

    Minimum Requirements

    • Have a Higher Diploma in any of the following fields: Geographic information system (GIS), Land surveying, Cartography or Photogrammetry and remote sensing or its equivalent qualification from a recognized institution;

    • Be proficient in CAD software, ArcGIS applications.

    Senior Assistant Ict Officer

    REF: KURA/ICT/SAICTO/18/5 – JG 7

    An officer at this level will work under direct supervision of an ICT Officer.

    Tasks and Responsibilities

    • Developing documentation of computer programs according to instructions and specifications;
    • Installing and configuring computer systems;
    • Maintaining application systems;
    • Providing end user support and training users on effective and efficient use of ICT facilities;
    • Maintaining up to date equipment register;
    • Installing, configuring and monitoring local area network components;
    • Administering and managing users in the active directory, e-mail server and user applications;

    • Have a Diploma in any of the following fields: Computer Science, Information Technology or other relevant and equivalent qualifications from a recognized Institution.

    • Have professional certification N+, A+ or any other equivalent qualifications
    • Be proficient in computer applications;
    • Fulfill the requirements of Chapter Six of the Constitution; and

    Senior Assistant Records Management Officer

    REF: KURA/HRM&A/SARMO/18/4 – JG 7 (1 POST)

    An officer at this level will work in the records management unit under the supervision of the Records Management Officer.

    Tasks and Responsibilities

    • Ensuring that file covers are well maintained;
    • Ensuring documents are carefully handled;
    • Ensuring pending correspondence and bring-ups are checked and appropriate action taken;
    • Ensuring mail are received, sorted, opened, and dispatched and related registers are maintained;
    • Initiating appraisal and disposal of files/documents in liaison with national archives and documentation services;
    • Ensuring security of information, documents, files and office equipment;

    Deputy Director, Engineering (Roads)

    REF: KURA/URC/DD/18/3 – JG 3

    Job Summary

    The job holder will be deployed to head any of the Technical Divisions and will be responsible to the Director of the respective directorate for the coordination of activities in the Department.

    Tasks and Responsibilities

    • Overseeing preparation of short, medium and long term road works programmes;
    • Overseeing the preparation of road design;
    • Planning and designing engineering structures;
    • Coordinating preparation of engineering design of road works;
    • Overseeing preparation of tender documentation for road works;
    • Coordinating preparation and finalization of road works tenders;
    • Overseeing preparation of procurement plans for road work programmes;
    • Coordinating preparation of divisional budget;
    • Liaising with external financing agencies for resource mobilization;
    • Reviewing of standards and specifications for road works;
    • Supervising roads and structures works contracts;
    • Facilitating resource mobilization from government and development partners;
    • Facilitating resource mobilization and program implementation through public private partnerships;
    • Enhancing efficiency in utilization of financial resources;
    • Undertaking regular road safety audits during road development;
    • Enhancing training in road safety audits, accident data analysis, design reviews and implementing road accident counter -measures;
    • Liaising with other agencies for improved road emergency response; and
    • Training and development of staff.

    Minimum Requirements

    For appointment to this grade, an officer must:-

    • Have a minimum of ten (10) years relevant experience and at least five (5) years in a supervisory role in a comparable position in the Public Service or in the Private Sector;
    • Have a Bachelor’s Degree in Civil Engineering or equivalent qualification from a recognized institution;
    • Hold a Master Degree in a relevant field from a recognized institution;
    • Be registered by Engineers Board of Kenya as a Professional Engineer with a post registration experience of six (6) years;
    • Have a valid Annual Practicing License from the Engineers Board of Kenya;
    • Have a certification in Project Management from a recognized institution;
    • Have a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
    • Be a member of the Institution of Engineers of Kenya (IEK);
    • Be proficient in computer applications;
    • Fulfil the requirements of Chapter Six of the Constitution; and
    • Demonstrate competence in work performance.

    Deputy Director, Quality Assurance

    REF: KURA/PSC/QA/18/2 - JG 3

    The successful candidates will report to the Director, Policy, Strategy and Compliance.

    Job Summary

    The Quality Assurance Manager will be responsible for managing the overall quality assurance processes and procedures of the Authority, including policy and process management of all modalities, customer service and regulatory compliance. He/she will coordinate all quality assurance activities to ensure efficient delivery of services to meet customer satisfaction and Authority’s goals.

    Tasks and Responsibilities

    • Duties and responsibilities at this level will entail: -
    • Formulation and implementation of quality assurance policies and procedures for roadwork programmes;
    • Preparing a quality assurance plan for the Authority;
    • Ensuring high quality outcomes in road design, construction and maintenance operations through the development, implementation and review of an integrated quality assurance system;
    • Monitoring and evaluating works activities under the Authority;
    • Carrying out technical audits for works and services implemented by the Authority or on its behalf;
    • Identifying areas of technical weaknesses and suggesting remedial measures;
    • Follow-ups to confirm compliance with prior quality assurance recommendations;
    • Preparing quality assurance findings, recommendations and conclusions;
    • Undertaking post audit reviews to confirm compliance with prior quality assurance recommendations;
    • Certification of work completed within the Authority;
    • Plan, coordinate and monitor work of the Quality Assurance Department.
    • Preparing periodic quality assurance reports to the Authority; and
    • Performance of any other lawful duties as may be assigned from time to time.

    Minimum Requirements

    For appointment to this grade, the ideal candidate must: -

    • Have a minimum period ten (10) years relevant work experience and at least five (5) years in a supervisory role in comparable position in the Public Service or in the Private Sector
    • Have a Bachelor’s Degree in Civil Engineering or its equivalent qualification from a recognized institution;
    • Have a Master’s Degree in Civil Engineering or Social Sciences or equivalent qualifications from a recognized university;
    • Be registered by Engineers Board of Kenya as a professional Engineer with post registration experience of six (6) years.
    • Have a valid Annual Practicing License from the Engineers Board of Kenya.
    • Have a diploma or its equivalent qualification in Quality Management Systems (QMS) from a recognized institution;
    • Be a member of Institution of Engineers of Kenya (IEK);
    • Have knowledge of planning, design, construction and maintenance of roads and bridges;
    • Have undertaken Strategic Leadership Development course lasting at least four (4) weeks;
    • Have a certificate in Management course lasting not less than four (4) weeks;
    • Have knowledge of public procurement systems and processes as used by Government of Kenya, multilateral and bilateral development partners;
    • Have good communication skills as well as interpersonal skills;
    • Have ability to manage staff and provide good leadership;
    • Have excellent ICT knowledge;
    • Fulfil the requirements of Chapter Six of the Constitution; and
    • Demonstrate competence in work performance.

    Director, Corporate Services

    REF: KURA/CS/DCS/18/1- JG 2

    Job Summary

    The Director Corporate Services will be responsible to the Director General for the functions of all the departments under the Directorate of Corporate Services in the Authority. He or she will focus on formulation of policy and development of operating standards.

    Tasks and Responsibilities

    • Developing and overseeing the implementation of a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan;
    • Develop the Authority’s budget and continuously monitor and evaluate its implementation;
    • Giving oversight to the Authority’s financial affairs and advise the Authority on financial planning strategies and policies;
    • Ensuring effective and efficient management of the Authority’s Resources including Finances and Assets;
    • Ensuring the provision of meaningful, accurate and prompt management accounts and reports to the Director General and the Board;
    • Negotiating with banks and donors for appropriate support;
    • Giving oversight to the Authority’s human capital affairs, ensuring that the Authority has the right and sufficient human resource to meet its objectives;
    • Ensuring that current and future space and other facility needs are provided for;
    • Providing oversight for effective records management operations;
    • Overseeing performance management system in the Authority;
    • Participating in the development and review of the Institution’s strategic plan;
    • Ensuring compliance with labour laws, Public Financial Management Act, IPSAS and IFRS and ISO Standards;
    • Reviewing the Corporate Services business plans in line with the overall strategic objectives and government performance contract;
    • Overseeing operations of HRM, Administration, ICT and Finance & Accounting departments.

    Minimum Requirements

    For appointment to this grade, the ideal candidate must: -

    • Have a minimum of twelve (12) years relevant work experience and at least five (5) in a management role in the Public Service or Private Sector;
    • Have a Bachelor’s Degree in either Commerce, Accounting, Business Administration, Finance, or any other equivalent qualification from a recognized institution;
    • Have a Master’s Degree in any of the following: Commerce, Accounting, Business Administration, or their equivalent qualification from a recognized institution;
    • Be a member in good standing of a relevant professional body/Institution;
    • Have a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
    • Be proficient in computer applications;
    • Fulfill the requirements of Chapter Six of the Constitution; and
    • Have demonstrated competence in work performance.
