    Senior Policy Associate

    Responsibilities

    • Support the timely development of project site work plan and assist in the implementation of planned activities for the MPA Programme by facilitating planning meeting sessions with the project stakeholders. 
    • In coordination with IOM Somalia office in Nairobi, follow up with the procurement and financial processes of the project in accordance with IOM rules and regulations. Keep track of all financial, logistical and procurement aspects of the project implementation. 
    • Undertake field visits to monitor the project implementation on a regular basis. Bring urgent issues to the attention of PM, National Officer and Head of Sub-Office for guidance on corrective measures, while documenting good practices for future replication. 
    • In coordination with Labour Migration and Human Development (LMHD) and Immigration and Border Governance (IBG) Units, support the monitoring of assignments related to policy development, NCM, and coherence of structural interventions supporting migration governance of the Federal Government of Somalia (FGS) and relevant partners. 
    • Support weekly and monthly reviews of project implementation with the MPA Somalia coordination Office, clarifying the progress of the activities and plans for the following month, as well as identifying potential and actual issues affecting timely and effective implementation of the project and proposed corrective measures. 
    • Prepare periodic reports summarizing the progress against the indicators in a timely manner and provide inputs to the PM for external and internal reports, including photographs for publication purposes. 
    • Maintain periodical dialogue with the project counterparts to support the implementation of planned activities with their ownership and identify problems in a timely manner. Report issues to PM and provide inputs on possible solutions to address any issues arising in project implementation. 
    • Perform any other duties as may be assigned. 

    Qualifications

    Required Qualifications and Experience

    Education

    • High school diploma with six years of relevant professional experience; or,
    • Bachelor's degree in social sciences, Natural Sciences, Engineering, Business Administration or relevant field from an accredited academic institution with four years of relevant professional experience.
    • Accredited Universities are those listed in the UNESCO World Higher Education Database.

    Experience

    • Experience supporting project implementation in immigration and border governance programmes.
    • Experience in communication and liaison with government and project counterparts. 
    • Experience in organizing and facilitating workshops and trainings. 
    • Experience in drafting reports in English. 
    • Experience in supporting procurement and finance processes. 
    • Experience in computer applications, including Outlook, Microsoft Office (Word, Excel and Power Point) and internet use. 

    Skills

    • Knowledge project monitoring and reporting approaches.
    • Familiarity with Migrant Protection and Assistance programmes.

    Consultant : Review of the National Climate Change Action Plan (NCCAP) on Human Mobility.

    Responsibilities

    Tasks to be performed under this contract

    • Submit a work plan outlining methodology, key desk review resources, stakeholders to interview, in line with the overall NCCAP III review process led by the lead consultant. Collect preliminary data from primary and secondary sources to support the development of the NCCAP III progress report outline. (3 days).
    • Based on the approved work plan and the planned progress report outline, review the NCCAP III (NCCAP 2023–2027) to assess the integration of human mobility, including migration, displacement, and planned relocation related to climate change. Identify gaps, challenges, opportunities and good practices in integrating issues related to human mobility, including migration, displacement and planned relocation within the NCCAP III. Participate in stakeholder consultations as required in coordination with the lead consultant. Submit an assessment report which will feed into drafting the implementation status report of the NCCAP III. (10 days).
    • Develop actionable and relevant policy recommendations to strengthening incorporation of human mobility and enhancing policy responses of climate mobility in the NCCAP IV. Incorporate feedback and suggestions in the policy recommendations and present key findings and incorporate feedback for validation. (7 days).

    Performance indicators for the evaluation of results

    •  Submission of approved workplan. 
    • Submission of the approved assessment report on gaps, challenges, opportunities and good practices.
    • Submission of validated policy recommendations for the integration of human mobility in the NCCAP IV.

     For each deliverable: 

    • Coordination with the consultant leading NCCAP III and the Climate Change Directorate and alignment with the NCCAP IV undertaken where necessary.
    • Clear communication with IOM on progress and challenges as requested.
    • Comprehensive and quality content utilizing the most recent available evidence.
    • Clarity and conciseness of text and structure.
    • Complies with IOM house style manual.
    • Products are ready for publishing (e.g. language, formatting, footnotes and references are in order). 

    Required Qualifications and Experience

    Education

    • Holds a Master’s degree with minimum five years of relevant professional experience in the field of migration, climate change response, disaster risk management, public policy analysis, or another relevant field. 
    • Holds a Bachelor’s degree with 5 additional years of experience in the aforementioned fields. 

    Experience

    • Good understanding of international frameworks related to climate change and migration (UNFCCC, NAP, NDC, GCM, etc.). 
    • Understanding of policy, institutional, and legislative frameworks related to climate, environment, drought, biodiversity, human mobility, and sustainable development. 
    • Good knowledge and understanding of climate and migration dynamics in Kenya is an advantage.
