Key Responsibilities / Duties / Tasks

• Formulating and implementing policies and strategies for the department; coordinating budget formulation.
• Providing strategic leadership on all matters of prudent financial management, policies, and strategies on legal and advisory services for the Centre, development of appropriate Human Resource policies, aligning supply chain objective with
• overall institutional objective, overseeing implementation of the ICT strategies and policies.
• Ensuring accountability and prudent management of resources and assets and ensuring compliance with principles and values of good governance transparency, accountability, ethics and integrity.
• Organizing and coordinating transport and logistical services, office services, security, accommodation, asset management, general office administration records and registry services.
• Coordinating implementation of the strategic plan, performance contract, quality management system and performance appraisal systems.
• Monitoring, evaluating, and reviewing work plans for the Corporate Support Services Department.
• Monitoring, evaluating, and reviewing work plans for the department.

Working Conditions

• Normal office working conditions, extra hours (beyond normal office working hours)within the office with occasional travel to the field and international travel.

Qualifications
For appointment to this grade an officer must have: -

• Served in the grade of Principal Officer, in the Corporate Support Services Department for a period of three (3) years.

Or,

• Relevant working experience of at least seven (7) years with a minimum of five (5) years in a senior management position in public or private organization.
• Bachelor’s degree in either Marketing, Communications, Finance or
• Business Administration from a recognized university.
• A post-graduate degree in a relevant field.
• Attended a Strategic Leadership Development Programme lasting not less than six (6) weeks in a recognized institution or its equivalent qualification from a recognized institution.
• Have met all the requirements of Chapter six (6) of the Constitution of Kenya; and
• Be a member of a recognized professional body in good standing

Key Responsibilities / Duties / Tasks

• Co-ordinating development, implementation and review of audit function policies of the Centre.
• Preparing and submitting audit reports to the Registrar/CEO and the Audit, Risk and Governance Committee of the Board.
• Ensuring at the systems, procedures and guidelines are prepared for approval by the Registrar/CEO and the Audit, Risk and Governance Committee of the Board.
• Preparing annual work plans for the Section to ensure that audits are planned and managed.
• Overseeing review of internal control systems and verification of operations and activities with a view to assessing the economy, efficiency and effectiveness in which Centre’s resources are utilized.
• Evaluating and assessing risk management control and governance.
• Carrying out audit checks.
• Verifying payments to ensure validity and accuracy, ensuring adherence of accounting procedures.
• Implementing regulations pertaining to financial control and management; ensuring efficient and effective payroll audit.
• Undertaking risk assessment and developing risk management guidelines; ensuring implementation of annual audit plans and Committee reports; developing and reviewing audit management systems.
• Following up on implementation of recommendations and liaising with the Auditor General.
• Follow up on the process of implementation of Internal and external audit recommendations.
• Coordination of the implementation of the section strategic plans and realization of its objective.
• Overseeing the implementation of performance appraisal systems and contracts of the section; facilitate risk management; and
• Ensuring accountability and prudent management of resources and assets; and ensuring compliance with principals and values of good governance transparency, accountability, ethics, and integrity.

Qualifications
For appointment to this grade an Auditor must have: -

• Served in the grade of Senior Internal Audit Officer in a relevant and comparable position for a minimum period of three (3) years,
• Or
• Have relevant working experience of at least seven (7) years with a minimum of five (5) years in a senior management position in public or private organization.
• Bachelor’s degree in commerce (Accounting/Finance), or its equivalent qualification from a recognized institution.
• Certified Public Accountants of Kenya CPA(K) or its equivalent from a recognised Institution.
• Attended a Strategic Leadership Development Programme lasting not less than six (6) weeks in a recognized institution or its equivalent qualification from a recognized institution.
• Have met all the requirements of Chapter six (6) of the Constitution of Kenya; and
• Be a member of a recognized professional body in accounting or auditing in good standing

Key Responsibilities / Duties / Tasks
A senior ICT Officer will be responsible for;-

• Systems development, implementation and allocation.
• Coordinating systems development, implementation and maintenance.
• Carrying out feasibility studies.
• Preparing progress report of the systems development.
• Evaluating systems and ensuring adherence to established ICT Standards.
• Training and preparing staff performance reports; planning,
• Monitoring and evaluating program/activities within an Information Communication Technology division/unit.
• Liaising with user departments to ensure effective maintenance of Information Communication Technology equipment.
• Evaluating hardware maintenance feasibility studies and detailed specifications before implementation.

Qualifications

• Served in the grade of Senior ICT Officer for a minimum period of three (3) years.
• Or,
• Have relevant working experience of at least seven (7) years with a minimum of five (5) years in a senior management position in public or private organization.
• Bachelor’s degree in any of the following disciplines: -Information Technology (IT),
• Computer Science, Mathematics, Statistics, Physics, or any other ICT related discipline with a bias in Information Communication Technology from a recognized Institution.
• Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution.
• Certification from relevant recognized professional bodies; and
• Have met all the requirements of Chapter six (6) of the Constitution of Kenya.
• Be a member of a recognized professional body in good standing.

Job Purpose

• The job holder is responsible for evaluating connectivity issues, equipment, and software and hardware. Respond to ICT issues, hardware maintenance, software, networking.
• Provide helpdesk and technical support either by phone, remote access, or site visits and oversee troubleshooting for system errors and set up equipment for new users and employees.

Qualifications

• Bachelor’s degree in any of the following disciplines: - Computer Science,
• Information Technology, Business Information Technology, or its equivalent from a recognized institution.
• Served in the field of I.C.T. for a minimum period of three (3) years
