    Terms of Reference (TOR) – OSH Audit & Safety Training

    Purpose

    • To conduct statutory OSH Audits and deliver structured safety training sessions that identify risks, close compliance gaps, and build staff capacity for emergency response and workplace safety across Dadaab, Kakuma, and Nairobi installations.

    Objectives

    • Undertake full OSH Audits by DOSHS-approved consultants in Dadaab, Kakuma, and Nairobi.
    • Assess compliance with OSHA 2007, Fire Risk Reduction Rules, and Health & Safety guidelines.
    • Inspect fire equipment, electrical systems, signage, workshops, and housing blocks.
    • Provide Fire Safety Training (including evacuation drills at Dadaab and Kakuma).
    • Provide First Aid Training for staff in Dadaab, Kakuma, and Nairobi.
    • Facilitate joint training for OSH Committee members in Kakuma.
    • Update OSH policies and documentation based on audit findings.
    • Strengthen staff awareness and accountability for safety practices

    Scope of Work

    Comprehensive OSH Audit

    • Conduct statutory OSH Audit in Dadaab (DMO + camps), Kakuma offices and workshop, and Nairobi Office.
    • Review compliance with OSHA 2007, Fire Risk Reduction Rules, and Health & Safety guidelines.
    • Inspect fire equipment, signage, electrical systems, workshops, residential blocks, and offices.
    • Assess vehicle and plant workshop safety (Work area,tools, lifting equipment ,PPE use).
    • Evaluate staff housing blocks for fire safety, sanitation, and emergency exits.
    • Review documentation (risk assessments, incident registers, training records, safety policies).

    Training & Capacity Building

    • Facilitate joint Training and First Aid Training in Dadaab for OSH Committee.
    • Conduct joint training for OSH Committee members in Kakuma.
    • Conduct fire drills and evacuation exercises in Dadaab and Kakuma.
    • Provide refresher awareness sessions for Nairobi administrative staff.

    Policy & Systems Development

    • Draft and disseminate updated OSH policies and procedures.
    • Develop compliance checklists and assign responsibilities for ongoing monitoring.
    • Recommend improvements in housekeeping, cable management, and workshop safety.
    • Establish reporting templates for monthly safety monitoring.

    Reporting

    • Submit interim findings after Dadaab and Kakuma audits.
    • Submit final consolidated report covering Dadaab, Kakuma, and Nairobi Office.
    • Provide recommendations for continuous compliance and future audits.
    • The consultant will charge professional fees for the audit and training services, as will be stipulated in the contract.

    Logistics & Support

    • Local transport within Dadaab and Kakuma provided by the organization.
    • OSH Committee and Admin team to coordinate site access, staff mobilization, and scheduling.
    • The organization will provide the consultants with accommodation and meals, In Dadaab and Kakuma as stipulated in their contract.

    Timeline

    • Dadaab Audit & Training: June 15–19, 2026
    • Kakuma Audit & Committee Training: June 22–26, 2026
    • Nairobi Office Audit: June 29–30, 2026
    • Policy Finalization & Reporting: July 1–5, 2026

    Expected Outcomes

    • Comprehensive OSH Audit Reports for Dadaab, Kakuma, and Nairobi.
    • Installation of safety signage and evacuation readiness.
    • Refresher training certificates for OSH committee memebers.
    • Documented fire drill outcomes and evacuation readiness.
    • Updated OSH policies aligned with statutory requirements.
    • Strengthened safety culture across all installations.

    Terms of Reference (ToR) – Defensive Driving and Integrity Training

    Objective

    • Equip drivers with practical skills in defensive driving to reduce accidents and improve safety.
    • Enhance knowledge of integrity principles, including accountability, ethical conduct, and compliance with organizational policies.
    • Strengthen risk management awareness in fleet and logistics operations.

    Scope of Work

    The consultant will:

    • Design and deliver a tailored curriculum on defensive driving and integrity.
    • Conduct interactive sessions combining theory, case studies, and practical demonstrations.
    • Provide training materials (manuals, handouts, checklists).
    • Assess participants before and after training.
    • Issue certificates of completion.
    • Submit a training report with recommendations.

    Participants

    • 8 drivers

    Deliverables

    • Training curriculum and materials.
    • Certificates of completion.
    • Final training report with participant assessments and recommendations.

    Duration and Location

    • 2 days of training.
    • Venue: PWJ Dadaab office.

    Consultant Qualifications

    • Bids from companies, training institutions, or groups of consultants are welcome.

    The consultant/Organization should possess the following qualifications and competencies:

    Academic/Professional Background

    • Diploma or degree in Transport Safety, Fleet Management, Automotive Engineering, or related fields.
    • Certification in Defensive Driving Instruction or recognized road safety training programs.

    Professional Experience

    • Proven track record in training drivers and logistics staff on defensive driving techniques.
    • Demonstrated experience in fleet safety management, accident prevention, and risk assessment.
    • Prior facilitation of integrity and ethics training for transport/logistics teams.

    Technical Competence

    • Strong knowledge of road safety regulations, hazard anticipation, and emergency response protocols.
    • Ability to design and deliver practical driving simulations and case studies.
    • Skilled in integrating ethical conduct and accountability principles into transport operations.

    Training & Facilitation Skills

    • Experience in preparing training manuals, handouts, and checklists tailored to drivers and logistics staff.
    • Ability to conduct interactive sessions combining theory and practical demonstrations.
    • Strong communication skills, adaptable to both regular and casual staff.
    • Competency‑based assessments required

    Humanitarian Context Advantage

    • Familiarity with humanitarian or resource‑constrained environments, ensuring relevance to operational realities in Dadaab and Kakuma

    Logistics & Support

    • The consultant will quote professional fees for the training services.
    • Peace Winds Japan will provide accommodation, meals, and local transport in Dadaab, as well as travel to and from Dadaab.
    • The consultant will cover personal items and any costs outside the agreed contract.

    Proposal - Defensive Driving and Integrity Training

    • This proposal outlines a plan to train 8 drivers in Dadaab on defensive driving and integrity. The training will be facilitated by an external trainer and will combine practical road safety techniques with ethical conduct modules.

    • Improve driver competencies in defensive driving.
    • Reduce accident risks and enhance fleet safety.
    • Strengthen integrity, accountability, and compliance among logistics staff.
    • Issue certificates validating upgraded skills.

    Training Content

    • Defensive Driving: Road safety principles, hazard anticipation, accident prevention, emergency response.
    • Integrity: Ethical conduct, accountability, compliance with organizational policies, anti‑corruption awareness.

    Methodology

    • Structured lectures, case studies, and practical demonstrations.
    • Pre‑ and post‑training assessments to measure skill improvement.

    Expected Outcomes

    • Drivers demonstrate improved safety practices.

    • 2 days, hosted at PWJ Dadaab office.

    Budget

    A comprehensive budget will be prepared, covering:

    • Consultant professional fees.
