    Visa Assistant (2 positions)

    Duties

    • The job holder serves in the Nonimmigrant Visa (NIV) Unit. Performs a full range of NIV services for Kenya, South Sudan and Somalia according to a complex set of immigration laws, polices and workload priorities. Reviews applications and prepares cases for the Consular Officer. Processes visa cases from start to finish including data entry and review, recordkeeping, printing and quality assurance checks to ensure accuracy in support of national security objectives. The position also involves translation duties, the handling of sensitive personal information, and the use of multiple computer databases and applications.  Incumbent is the primary drafter of correspondence and point of contact with the public and requests for security advisory opinion. Incumbent will serve as a backup for the Immigrant Visa (IV) unit or American Citizen Services (ACS) unit as needed.  The incumbent reports to, and is supervised and rated by, the Locally Employed Staff (LE Staff) NIV Supervisor and reviewed by the Deputy Consul General.

    Qualifications and Evaluations

    Requirements:

    EXPERIENCE:  

    • A minimum of three years’ experience of office clerical work, involving public contact / customer service is required.

    JOB KNOWLEDGE:  

    • Must have knowledge of pertinent Kenyan laws, customs, religions and other local factors affecting visa eligibility.  Must have knowledge of general principles of filing, general office procedures, and customer service experience.

    Education Requirements:

    • Completion of Secondary School is required.
    • Two years College studies is required.

    Evaluations:

    LANGUAGE:  

    • English Level IV (Fluent, Speaking/Reading/Writing) is required. (This may be tested).
    • Kiswahili Level III (Good working knowledge, Speaking/Reading/Writing) is required.

    SKILLS AND ABILITIES:

    • Typing/keyboard proficiency and strong MS Office are required.  Must be able to work under pressure and to work as part of a large team.  Must have good judgement in evaluating evidence and in applying highly complex regulatory material, staying abreast of constantly changing laws and regulations, including the introduction of new technology.

    Human Resources Assistant (USDH Portfolio)

    Duties

    • The incumbent of the position is the assistant to the U.S. Direct Hire (USDH) Portfolio. Duties include:  administering and assisting with the yearly EER and eAwards processes. Supports the American HR Portfolio, supporting 31 U.S. government agencies and offices, over 1,500 Chief of Mission personnel, and close to $1 billion in resources.  The incumbent works collaboratively with two Human Resources Assistants, Human Resources Clerk and one Human Resources Assistant (American Services Team Lead) on the American Portfolio. The incumbent is supervised by the Human Resources Officer with oversight of the American Portfolio. Position requires Secret Security clearance. 

    Qualifications and Evaluations

    Requirements:

    Experience

    • Minimum of three (3) years of administrative office work experience is required.

    JOB KNOWLEDGE: 

    • Must have a good knowledge of Mission, Bureau and Post Employment Policies.  Must have good knowledge of OPM rules and Employment Benefits such as FEHB, FEGLI, TSP.  Must have working knowledge of EEO laws.

    Education Requirements:

    • A High School Diploma is required.

    Evaluations:

    LANGUAGE PROFICIENCY: 

    • English Level 3 - Good working knowledge; written & spoken is required.

    SKILLS AND ABILITIES:

    • Must have ability to work on a team with shifting unit priorities, coordinating with the other HR Assistant in charge of the EFM portfolio and LE Staff colleagues.  Must have strong communication and interpersonal skills and have the ability to work with clients of diverse backgrounds.  Must be familiar with the MS Office Suite, and have in-depth experience with Word, Excel, and Outlook. Must have ability to create and work with databases.  Must have the ability to obtain a Secret clearance.

    Ethiopic Languages Librarian

    Duties

    Job Overview

    • Serves as Ethiopic language librarian (acquisitions) in the Acquisitions Section of LOC-Nairobi. Processes books and other library materials in Amharic and related Ethiopic languages from Ethiopia and Eritrea. Creates initial bibliographic records for such materials and works with staff in Monograph and Serials cataloging section providing language expertise to complete the cataloging of these materials. Documents invoices and receipts against materials and signs as receiving officer to authorize fiscal processing and approval for payments. May be assigned to perform similar tasks for books acquired from other countries and in other languages as may be required as priority for processing.

    Qualifications and Evaluations

    Requirements:

    • EXPERIENCE: Three years’ experience in appropriate professional environment that will include, financial sector or translation is required.
    • JOB KNOWLEDGE:  Pre-hire (Operational): Knowledge of Ethiopic languages, particularly, Amharic, Omoro, Tigrinya and related languages; basic understanding of book publishing industry as pertains to Ethiopian and Eritrea in particular; familiarity with government and non-government institutions operating in these countries and how they are structured. Job holder must have knowledge of host country government procedures, as well as the region covered by LOC-Nairobi Office.

    Education Requirements:

    • College or university studies required (2 years).

    Evaluations:

    LANGUAGE: 

    • Level IV English (Fluent, Writing/Reading/Speaking) is required (This may be tested).
    • Level I Swahili (Rudimentary verbal (speaking) is required.
    • Level IV Amharic (Fluent, Writing/Reading/Speaking) is required. (This may be tested)
    • Level III Other Ethiopic languages (Good working Knowledge, Writing/Reading/Speaking) is required.

    SKILLS AND ABILITIES: 

    • Ability to organize work, place priorities and manage time effectively. Computer software skills that include working with Microsoft Office products such as Word, Excel and Outlook are required. Keyboarding skills that require both speed and accuracy are required for manipulating and reporting acquisitions and financial data. Ability to manipulate large amount of data is required to maintain the acquisitions and financial databases. Ability to participate in professional growth and development to enhance skills and knowledge base, especially those related to acquisitions management. Ability to work with a diverse range staff and section heads when providing language expertise when needed. Ability to lift moderately heavy items (20kg).

    Roving Secretary (Administrative Assistant)

    Duties

    • This is a Full Time position that reports to various sections throughout the Embassy, providing administrative assistance as needed. As directed by Section Chiefs, duties include administrative functions: i.e, draft correspondence, diplomatic notes and demarches; type reports and cables; prepare briefing books and talking points; answer telephones and screen calls; take accurate messages; meet and escort visitors and work crews; sort and distribute mail; organize and maintain paper and electronic filing systems; schedule and take notes at meetings; schedule appointments; and perform other administrative support functions. Works directly under the supervision, direction of the Section Chief and indirectly reports to the Supervisory Human Resources Officer (S/HRO).

    Qualifications and Evaluations

    Requirements:

    Experience

    • Two years' experience in Administrative and clerical office experience is required.

    JOB KNOWLEDGE: 

    • Incumbent will need to have a broad knowledge of the Embassy, including all Agencies.  The incumbent will interact with employees from the Embassy and other Agencies as well. Job holder must have a good general knowledge of agency correspondence and other applicable office procedures. The incumbent must be able to respond to some questions from VIP visitors and the Front Office regarding Area. Confidentiality is imperative.  Must be able to interact with VIP visitors and the Front Office.

    Education Requirements:

    • A High School Diploma is required.

    Evaluations:

    LANGUAGE PROFICIENCY: 

    • English Level IV (Fluent) Speaking/Reading/Writing is required.

    SKILLS AND ABILITIES:

    • Attention to detail and accuracy is required as well as proficiency in Microsoft Suite to include PowerPoint, Excel, Outlook and in house applications such as MyData and MyServices.  Ability to prioritize and organize tasks to accomplish the workload.  Excellent interpersonal and customer service skills are mandatory to develop cooperative working relationships.  Could work flexible hours and in different sections at short notice.  Requires a TOP SECRET security clearance.
