    Consultant - Programme Engineer (Shelter & Settlement) in Kakuma

    Tasks to be performed under this contract

    • Support in preparing technical specifications, Bill of Quantities (BoQs), drawings and design of different types of contextual shelter throughout the process from designing, tendering, procurement, installation and operation. 
    • Carry out site supervision, ensuring that materials are used in accordance with the BoQ; keep records and coordinate with the logistics and procurement unit. 
    • Ensure timely and adequate implementation of the Shelter and Settlements & Non-Food Items (NFIs) project activities in line with the program strategy and guidelines, targets and deadlines. 
    • Roll-out of assessments, construction monitoring, and post distribution monitoring activities
    • Regular field visit to supervise work and NFI kit distribution at field level. 
    • Provide training and technical support to the beneficiaries on shelter building and reparing work.
    • Undertake construction, Shelter and NFI materials quality checking, receiving and distribution management at field level.  
    • Plan logistics, administration and coordination of meetings, workshops, seminars, trainings, and conferences relevant to Shelter and NFI at the local and national level, as well as other events. 
    • Maintain a close relationship with DRS, UN agencies, NGOs and other relevant stakehoders. 
    • Draft and maintain project reports and records relevant to IOM’s Shelter, settlement and NFI programming, including research reports, individual beneficiaries files/ monitoring reports etc. 
    • Support the WASH and Shelter officer in identifying and documenting good practices, beneficiary stories and lessons learnt from programming. 
    • Undertake duty travel relating to the project activities, as required 
    • Perform other relevant duties as assigned. 

    Qualifications

    Required Qualifications and Experience

    Education

    • Bachelor’s Degree or Higher in Civil Engineering or Environmental Engineering, from an accredited academic institution with three years working in implementing Shelter, Settlement and NFI programmes in humanitarian crisis. 
    • or
    • Diploma in Civil Engineering or Environmental Engineering from an Accredited academic institution with five years working in implementing Shelter, Settlement and NFI programmes in humanitarian crisis. 

    Experience

    • Experience in implementing Shelter activities including the construction and repair of shelter in camp and host community.  
    • Experience in liaising with national, local governmental authorities and local leaders, national/international institutions, United Nations agencies and non-governmental organizations; 
    • Experience in working with migrants, undocumented refugees, internally displaced persons and other vulnerable groups; and, 
    • Prior work experience with international humanitarian organizations, nongovernment or government institutions/organization in a multi-cultural setting is an advantage 
    • Experience in recovery and resilience projects would be an advantage.

    Consultant - Programme Monitoring, Reporting and Information Management

    Tasks to be performed under this contract

    • Conduct field monitoring, verify activity data, perform PDM and construction checks, and maintain updated datasets and dashboards.
    • Compile weekly/monthly/donor reports, draft narrative inputs, document lessons learned and visibility content and maintain a clean digital archive.
    • Manage IM tools (Kobo, 4Ws, trackers, GIS), ensure accurate and complete data, integrate cross‑cutting themes, and produce analytical summaries.
    • Coordinate data and reporting with internal units, participate in clusters/TWIGs, and support data submissions to sector platforms and donors.
    • Support implementation tracking, verify distributions and materials, maintain beneficiary and construction records, organize assessments/trainings, and travel as required.
    • Draft and maintain project reports and records relevant to IOM’s Shelter, settlement and NFI programming, including research reports, individual beneficiaries files/ monitoring reports etc.
    • Support the Programme Coordinator in identifying and documenting good practices, beneficiary stories and lessons learnt from programming. 
    • Support programme coordinator on monitoring project result framework and budget expenditures. 
    • Provide administrative support for programme management.
    • Undertake duty travel relating to the project activities, as required 
    • Perform any additional tasks to support evidence‑based, high‑quality programme delivery.

    Qualifications

    Required Qualifications and Experience

    • Education
    • Bachelor’s degree or Higher degree in Information Management (IM), Statistics, Monitoring & Evaluation, Data Science, Engineering, Social Sciences, or a related field from an accredited academic institution with four years of relevant professional experience; OR
    • Diploma in above mentioned and relevant subject with intensive six years of professional experience in monitoring, evaluation, reporting, or IM functions.

    Consultant - Procurement Associate

    Tasks to be performed under this contract

    • Provide procurement and supply chain support of goods and/or services in accordance with the IOM’s procurement policy and other related regulations and procedures. 
    • Apply IOM procurement principles of best value for money, accountability, integrity, transparency, fairness, effective completion and best interest of IOM throughout the entire procurement process; to ensure cost-effective use of resources and solutions in respond to the operational needs. 
    • Process the assigned Purchase Request (PR) and prepare the solicitation document, solicit quotations and prepare evaluation accordingly.  Seek the related approval according to the Mission’s approval matrix.
    • Perform the role as bid committee secretariat, including conduct bid opening, prepare minutes of bid opening, evaluation form and obtain necessary approvals.
    • Prepare Purchase Order (PO) and/or related procurement contract and its amendment or extension as applicable, ensure all relevant annexes are attached and agreement is signed by both parties 
    • Follow up purchase orders status and keep requester informed of estimated time of delivery or any changes that may affect or modify the pre-determined delivery date and condition
    • Notify logistics and requesting colleagues of incoming delivery; and share the relevant Purchase Order for cross checking and preparation of Receiving Report
    • Prepare Request for Payment, ensure proper supporting documents from Purchase Request until Receiving Report are attached, submit it to Finance in timely manner
    • Ensure appropriate and timely closure of open PRs and POs 
    • Do e-filing for the assigned Procurement & Supply Chain documents 
    • Undertake field travel as required
    • Perform other related duties as may be required

    Qualifications

    Required Qualifications and Experience

    Education

    • Bachelor Degree in Business Administration/Supply Chain/Logistics/Commerce with 3 years experience or a Diploma in Business Administration/Supply Chain/Logistics/Commerce with 5 years work experience. 
    • Chartered Institute of Procurement and Logistics (CIPS) certification minimum of level 2 is desired but not a mandatory requirement.

    Experience

    • At least 3 years practical experience in supply chain/logistics/warehousing, for degree holders and atleast 5 years practical experience in supply chain/logistics/warehousing, for diploma holders.
    • Awareness in asset inventory and filing matters. 
    • Honest, hardworking and trustworthy. 
    • IOM knowledge in asset management.
