    International Talent Acquisition Partner

    The Opportunity

    • Abt’s Talent Acquisition Team seeks a qualified International Talent Acquisition Partner. You will focus on attracting high-quality candidates for proposals and projects. You will be responsible for executing recruitment strategies to attract talent, developing strong partnerships with hiring and proposals teams, building a bench of qualified candidates, cultivating an in-depth understanding of hiring needs, establishing a strong recruiting network, and utilizing numerous techniques to source and attract potential talent that reflect the communities Abt works with. This position can be based in Cambodia, Ghana, Kenya, Nigeria, Tajikistan, Tanzania, or Senegal.

    Core Responsibilities

    • Recruit personnel for donor-funded (mostly-USAID) projects
    • Manage recruitment of key personnel for USAID proposals, including partnering with proposal teams around personnel strategies.
    • Full lifecycle recruiting to include: developing recruiting strategy, passively sourcing candidates, drafting position descriptions and advertisements, screening CVs, conducting interviews, conducting pay equity reviews, reference checking, drafting offer letters, and negotiating compensation packages
    • Ensures compliance with all governmental and client employment regulations and requirements, as well as Abt-specific policies and procedures
    • Employs a variety of standard and specialized sourcing techniques to identify a high quality diverse candidate pool
    • Creates and fosters relationships with key associations, industry specific organizations, and other resources and to attract candidates to Abt
    • Ensure candidate applications and biodata sheet are complete with necessary information for proposals and client review and acceptance. Work with candidates to ensure they understand the recruitment and compensation system
    • Maintains records on recruiting activities and analyzes metrics
    • Other duties as required

    What We Value

    • Level 3- Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
    • Level 4- Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD
    • Previous experience recruiting for USAID, FCDO, or DFAT proposals strongly desired.
    • Knowledge of French, Kiswahili, or Russian preferred.
    • Demonstrated experience of managing full-cycle recruitment processes, including offer development and negotiation.

    USAID Kenya Digital Health Ecosystem (DHE), Monitoring, Evaluation, Collaboration, Learning, and Adaptation (MECLA) Lead

    The Opportunity

    • Abt seeks a qualified MECLA Lead for the anticipated USAID Kenya Digital Health Ecosystem (DHE) Activity. This 5-Year USAID-funded program aims to improve the availability and quality of healthcare services in Kenya through a national integrated and comprehensive digital health ecosystem. The program focuses on increasing country ownership and managing a sector-wide health information ecosystem to enhance health systems outcomes in terms of equity, quality, and resource optimization. Key areas include integrating digital health solutions, enhancing digital health ecosystem governance, and strengthening strategic partnerships.
    • As the MECLA Director, you will be responsible for the monitoring, evaluation, and adaptive learning components of the project including the design and implementation of the MECLA Plan, supporting the effective and continuous use of data for programming decisions and working with team members to ensure the project achieves its targets. The position will be responsible for the development and oversight of the project’s collaboration, learning and adaptation (CLA) agenda and any operational research studies or assessments undertaken by the project.

    The position will be based in Nairobi, Kenya and is contingent upon project award to Abt.
    Core Responsibilities

    • Provides oversight to the development and implementation of a comprehensive project MECLA Plan for the effective and continuous use of data for programming decisions at all levels.
    • Develops and oversees the project’s collaboration, learning and adaptation (CLA) agenda and any operational research studies or assessments undertaken by the project.
    • Directly supervises and manages the performance of project MECLA staff including providing coaching and support to local partners to co-create and lead distinct MECLA activities.
    • Closely collaborates with the Chief of Party (COP) and team to monitor project performance and results and ensure that activity components align with results-oriented indicators, deliverables are of high quality, and reporting is relevant, timely, and translated into program adaptations.
    • Nurtures strong and practical MECLA leadership and capacity strengthening to advance routine reporting, surveillance and use of data-informed approaches with Ministry of Health (MOH), local organizations, and other stakeholders, especially at the subnational levels.
    • Oversees and develops quantitative and qualitative data collection tools and oversees data collection while ensuring data quality, integrity and security standards and procedures are in place. Conducts periodic internal quality checks to ensure the quality and accuracy of project reported data.
    • Supports and oversees the design and implementation of needs-based operational research, evaluations, or assessments.
    • Leads preparation of all program reporting requirements and lead the development of learning products for information sharing with appropriate stakeholders.

    What We Value

    • Master’s Degree in Public Health, Epidemiology, Statistics, Social Sciences or other relevant field, PhD preferred.
    • Minimum of 12 years (with Master’s) or 10 years (with PhD) of relevant professional experience in monitoring, evaluation, and adaptive learning and research in the public health field, with progressively increasing level of responsibility; experience with USAID-funded activities required.
    • Demonstrated expertise in rigorous quantitative research and analytical methods, some experience with qualitative research; firm command of MECLA needs with respect to health systems in Kenya.
    • Demonstrated hands-on practical experience setting up and managing MECLA systems for digital health programs; experience with District Health Information System 2 (DHIS2) and other digital health data systems.
    • Strong understanding and experience in reviewing data to make program adaptation recommendations
    • Experience producing learning reports, and coordinating and leading learning events with internal and external stakeholders including program partners, USAID, and government staff
    • Extensive experience in knowledge management and dissemination of results and research findings.
    • Strong interpersonal skills, initiative, good judgment, demonstrated team leadership, and problem-solving abilities.
    • Computer literacy (MS Word, MS Excel, statistical software).
    • Must be fluent in English.
    • Possesses strong oral, written communication, presentations skills.

This 5-Year USAID-funded program aims to improve the availability and quality of healthcare services in Kenya through a national integrated and comprehensive digital health ecosystem. The program focuses on increasing country ownership and managing a sector-wide health information ecosystem to enhance health systems outcomes in terms of equity, quality, and resource optimization. Key areas include integrating digital health solutions, enhancing digital health ecosystem governance, and strengthening strategic partnerships.
    • The Digital Health Director will provide digital health technical leadership and ensure digital health technical excellence across the project. The position will be based in Nairobi, Kenya and is contingent upon award to Abt.

    Core Responsibilities

    • Supports the Chief of Party (COP) in leadership and execution of the technical vision of the project.
    • Closely collaborate with the COP to manage project performance and results and ensure that activity components are results-oriented, deliverables are of high quality, and reporting is relevant and timely.
    • Provides direct oversight of technical advisors and support to activities across key technical areas of the project.
    • Serves as a digital health technical expert, ensuring digital health technical excellence across the project.
    • Closely collaborates with the COP to provide oversight and direction of the project’s operational and administrative staff.
    • Oversees iterative assessment, planning, and adaptation (as needed) of activities in the field, including soliciting and incorporating the input and lessons learned from project staff, partners, and local stakeholders.
    • Develops and updates technical strategies, plans, and approaches to achieve objectives and ensure that all activities are consistent with accepted best practices.
    • Spearheads development of high-quality routine activity updates, progress reports, and other technical deliverables.
    • Supports project staff to develop and implement innovative approaches to capacity strengthening and ensure a high-quality transfer of competencies to Kenyan institutions and communities.
    • Participates in technical networks, meetings, and select technical working groups as appropriate to represent the project and ensure effective collaboration on relevant technical work.
    • In the absence of the COP, serves as Acting COP and the project’s key representative to critical stakeholders, including USAID, the Government of Kenya, other donors and implementing partners, civil society organizations, non-governmental organizations, and communities.

    What We Value

    • Master’s Degree (minimum) or Doctorate in public health, international development, health informatics, information systems, computer science, or another relevant field;
    • Minimum 12 years (with Master’s) or 10 years (with PhD) of experience providing progressive technical leadership in the digital health sector, and preferred experience in at least 4 of the following technical leadership in the areas of:
      • Digital health & data systems development and implementation
      • Data science and analytics
      • Interoperability and standards
      • Digital health governance, compliance, and security
      • Strategic information / health informatics
      • Partnership management
      • Private sector engagement
    • At least 3 years’ experience in a senior technical position for a public health and/or international development project, with experience in a USAID-funded project highly desirable.
    • Effective written and oral communication, presentation, and advocacy skills.
    • Excellent computer skills in word processing, spreadsheets, database management, and PowerPoint.
    • Demonstrated inclusive leadership, creative problem solving, and adaptive management skills.
    • Proven ability to work with a diverse group of team members, partners, and stakeholders.
    • Must be fluent in English.
