    Data Management Consultant

    Objectives of the Consultancy

    • The Data Management Consultant will collaborate closely with the National Assessment Coordinator to carry out Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) as components of the consultancy project within the specified country. The consultant will be responsible for ensuring precise data collection, recording, documentation, and maintaining data integrity. Furthermore, the consultant will collaborate with the assessment team to provide clarity on questions and topics related to data management in feed and fodder.

    Scope of the Consultancy

    The Data Management Consultant shall:

    • Attend interviews and focus group discussions (FGDs) as an observer and data recorder.
    • Record detailed notes during interviews and FGDs, capturing key points, responses, and discussions.
    • Ensure that notes are clear, organized, and accurately reflect the content of the sessions.
    • Collaborate with the Interviewer and FGD Facilitator to capture all relevant information through notes, audio/video recordings.
    • Compile and organize data from recorded notes, audio, transcripts, and other sources into a structured format.
    • Ensure that data is categorized and labeled appropriately for easy reference.
    • Collaborate with the Data Analysis Specialist to prepare data for analysis.
    • Maintain data integrity and accuracy during the compilation process.
    • Compile and organize data from recorded notes, transcripts, and other sources into a structured format.
    • Safeguard collected data, ensuring confidentiality and compliance with data protection and research ethics.
    • Assist in preparing sections of the assessment report related to data compilation and summaries.
    • Provide input for report sections that rely on the compiled data.
    • Collaborate with the Data Analysis and Reporting Specialist to ensure that data-related sections of the report are accurate and coherent.

    Deliverables

    • Detailed and organized session notes for all interviews and FGDs.
    • Comprehensive records of key points and discussions.
    • Structured and organized data compilation.
    • Categorized and labeled data sets ready for analysis.
    • Contributed content for data-related sections of the assessment report.
    • Collaborative efforts to maintain assessment report accuracy.

    Duration

    • The Data Management Consultant will work for a period of 12 working days to be completed over a three (3) calendar week period. All the proposed activities and outputs should be completed within his period.
    • The assignment will start immediately after signature of the contract by both parties

    Confidentiality

    • All documents and data acquired from the records and during the interviews and meetings are confidential and will be used solely for the project.
    • The deliverables and all material linked to the assessment (produced by the consultant or AU-IBAR itself) shall be confidential and proprietary in nature and may not be shared with 3rd parties without the written consent of AU-IBAR and/or the relevant national authorities.

    Remuneration and Terms of Payment

    • The total amount for the consultation will be $3,600 to be paid upon the successful completion of the assignment, submission of the satisfactory final report, and fulfillment of the terms outlined in the terms of reference. Other costs related to the activities such e.g cost of meeting venues, ground transportation, materials and tools for data collection will be covered by AU-IBAR.

    Supervision and Coordination

    • The Data Management Consultant will be under the overall supervision of the National Assessment Coordinator to identify and coordinate teams for the assessment. AU-IBAR will hold a training session with the country assessment team on the assessment tools and approach to the assessment.

    Requirements: Qualifications, Experience & Skills

    • University degree in Data Sciences, Information Management, Computer Science, Statistics, and any other related field of expertise.
    • Demonstrated experience in qualitative data collection, techniques and methodologies including conducting KIIs and FGDs, ideally in similar assessment contexts.
    • Proficient in data collection tools such as ODK, Kobo Toolbox, Google Forms, with the ability to troubleshoot technical issues during data capture.
    • Strong communication and collaboration skills to work effectively with diverse stakeholders, Interviewers, Discussion Facilitators, and other team members to maintain data accuracy.
    • Knowledge of and commitment to ethical research practices, including confidentiality and informed consent, when handling sensitive data during assessments.
    • Awareness of and sensitivity to cultural diversity, especially in the context of the assessment's location.
    • Capacity to work collaboratively as part of a team, including coordinating with other Assessment Consultants and RAFFs Project Staff.
    • All reports and consultancy outputs will be in English. In the course of execution of the assignment, proficiency in local languages will be required for engagement with relevant to the assessment country or stakeholders.

    • The Project Goal is to respond to the worsened food and nutrition security occasioned by recent crises that have negatively affected African feed and fodder systems and production of animal sourced foods.
    • The Purpose is to harness evidence driven solutions for short term interventions to enhance access to affordable and quality feed and fodder critical to ensure sustainable production of animal sourced foods.

    The RAFFS Project has four Results:

    The Country Assessments

    • The RAFFS Project is planning to undertake country level Assessments to better understand the effect of recent and on-going crises on feed and fodder supply chains in the national priority livestock value chains (previously identified by stakeholders), and the related impacts on availability of and accessibility to the livestock sourced foods.

    Expected Outputs of the Assessment

    • Output 1: The impact of the recent and on-going global crises on African feed and fodder systems/supply chain within the priority national livestock value chains, and the related impact on availability of livestock sourced foods.
    • Output 2: The status of data and digital capacities and ecosystem for generating evidence-based feed and fodder information.
    • Output 3: The level of meaningful and beneficial involvement of women in feed, fodder and animal sourced foods supply chains.

    Objectives of the Consultancy: Gender and Financial Inclusion

    • The Gender and Financial Inclusion Consultant will collaborate closely with the National Assessment Coordinator to conduct briefing sessions for identified respondents regarding gender and financial inclusion topics. This role involves leading Key Informant Interviews (KIIs) and facilitating Focus Group Discussions (FGDs) with stakeholders identified for the assessment's gender and financial inclusion component. Their contribution is pivotal in collecting pertinent data for the assessment and achieving its objectives.

    Scope of the Consultancy

    The Gender and Financial Inclusion Consultant shall:

    • Provide training to identified stakeholders on gender and financial inclusion, enhancing their understanding of key concepts and terminologies related to the assessment.
    • Identify and engage with a wide range of stakeholders, particularly women and youth groups in feed and fodder sector, to ensure diverse perspectives are included.
    • Conduct interviews and facilitate focus group discussions (FGDs) to collect data on financial inclusion experiences, challenges, and needs in relation to feed and fo.
    • Lead FGDs with a gender-sensitive approach, fostering a safe and inclusive environment for participants to share insights.
    • Demonstrate cultural sensitivity during interactions with respondents, considering diverse cultural backgrounds.
    • Ensure the accuracy and consistency of data collected during interviews and discussions, cross-referencing information for reliability.
    • Uphold high standards in data collection and provide feedback to the National Assessment teams to enhance the interview and discussion process.
    • Collaborate with the Data Management Consultant, offering insights and context during data analysis, especially concerning gender dynamics.
    • Prepare comprehensive reports documenting gender-related findings and recommendations for the assessment.
    • Maintain open communication with the assessment team, share insights, address challenges, and contribute to the assessment's direction.

    • Awareness of and sensitivity to cultural diversity, especially in the context of the assessment's location.
    • Ability to work with diverse populations and demonstrate cultural sensitivity when engaging with respondents.
    • Capacity to work collaboratively as part of a team, including coordinating with the National Assessment teams and RAFFs Project Staff.

    Objectives of the Consultancy, National Assessment Coordinator

    • The RAFFS Project in conjunction with the Country Focal Point is seeking the expertise of a consultant to act as the National Assessment Coordinator to coordinate the country assessment. The National Assessment Coordinator will be responsible for the preparation of, effective and timely execution of the Feed and fodder assessment at country level, quality assurance throughout the Assessment, management of Assessment Facilitators, undertake analysis and reporting on the findings, and reporting on the quality of the Assessment process.

    Scope of the Consultancy

    The National Assessment Coordinator shall:

    • Prior to the Assessment, in coordination with the country Focal Point and the RAFFS Project Team develop a comprehensive plan outlining the assessment's scope, objectives, methodology (including sampling, source and type of data, data collection tools and analytical approach), and timelines.
    • Prepare a comprehensive literature review on the output areas appending a reference list dating no earlier than 2010 except for critical references
    • Identify and engage relevant stakeholders (particularly the Key Informants, and the Discussion Group members) at the country level, including experts, communities, and institutions and schedule appointments for the assessment.
    • (iv) Provide training to the three (3) Assessment Facilitators, ensuring a consistent understanding of assessment goals and methodologies based on data collection tools for the assessment.
    • Undertake and ensure that the Assessment Facilitators conduct briefing sessions for stakeholders and respondents to explain the assessment's purpose and process.
    • Undertake and ensure that the Assessment Facilitators conduct Key Informant Interviews and Focus Group Discussions as per the established methodology including sampling, data collection tool and analytical approach).
    • Undertake and ensure that the Assessment Facilitators collect accurate and reliable data from diverse sources and ensure data accuracy through careful review and verification of collected data/information.
    • Ensure quality compilation and remittance of data and information
    • Analyze the collected data using appropriate tools and methods.
    • Prepare and timey provide a comprehensive draft report that includes findings, analysis, and preliminary recommendations based on the provided assessment themes.
    • Prepare a report on the quality of the Assessment process

    Deliverables

    • (i) An Inception Report outlining the execution plan of the in-country assessment, including:
      • a. A comprehensive review of literature in line with the Assessment outputs with key references no earlier than 2010, with exception of a few critical references (5 – 10 pages).
      • b. A detailed implementation and logistics plan and budget for the assignment within the assessment with structure and budget ceiling.
      • c. List of relevant respondents/stakeholders (source of primary data) at the country level for the assessment, in-line with the categories provided by the project and scheduled appointments.
      • d. List of needed information/data (and collection formats) in alignment with the assessment framework and Terms of Reference (TORs).
      • e. Data Collection Guidelines to ensure a quality briefing and guidance of the selected respondents on the purpose of the assessment and the roles of respondents, and needed data/information
      • f. Training guidelines for the Assessment Facilitators to ensure quality Coordinate Focus Group Discussions, and Key Informant Interviews in alignment with the assessment framework and Terms of Reference (TORs).
    • A compilation of all the data and information collected, and documents used or generated during the assessment and submit to the country focal person within 2 days of completion of the assessment.
    • (A Report on the Assessment process to the RAFFS Project Team and Country Focal, including challenges in the field that may affect the final report's quality.

    The draft country Assessment Report, the methodology, results, findings, and challenges. The report should include all relevant materials (e.g. photos with tagged geolocations, session reports, list of respondents). The draft will be reviewed by both the National Focal Point and RAFFS team and feedback will be sent in one week to the National Assessment Coordinator for completing and updating the report. The National Assessment Coordinator will be expected to re-submit the final Report with the input integrated within a week.

    Duration

    • The duration of the assignment shall be 30 calendar days.
    • All the proposed activities listed in this TOR should be completed within one month including a literature review, preparation of the Assessment tools, training and supervision of Assessment Facilitators, execution and management of the Assessment, data compilation, analysis and reporting.

    Confidentiality

    • All documents and data acquired from the records and during the interviews and meetings are confidential and will be used solely for the project.
    • The deliverables and all material linked to the assessment (produced by the consultant or AU-IBAR itself) shall be confidential and proprietary in nature and may not be shared with 3rd parties without the written consent of AU-IBAR and/or the relevant national authorities.

    Remuneration and Terms of Payment

    • The National Assessment Coordinator’s fee will be $6,000 to be paid upon the successful completion of the assignment, submission of the satisfactory final report, and fulfillment of the terms outlined in the terms of reference.
    • Other costs related to the activities such as cost of meeting venues, materials and tools for data collection and analysis, will be covered by AU-IBAR according to the approved implementation and budget plans provided by the consultant within the Assessment Plan and in accordance with AU-IBAR financial rules and regulations.
    • The Consultant must provide and utilize their own computer for this assignment.

    This consultancy assignment does not carry any expectation of employment, extension or conversion to another type of contract with AU-IBAR.

    Supervision and Coordination

    • The National Assessment Coordinator will be under the overall supervision of the RAFFS Project Coordinator, in consultation with AU-IBAR Program Staff. The National Assessment Coordinator will work closely with the RAFFS Country Focal Point to identify and coordinate teams for the assessment. AU-IBAR will hold a training session with the National Assessment Coordinator on assessment tools developed and the approach to the assessment.

    Requirements

    Qualifications

    • A minimum of a Master’s degree in any of the following: Social Sciences, Business Administration, Monitoring and Evaluation, Agriculture Economics, Animal Science, Veterinary Medicine or related fields of expertise.
    • Demonstrated expertise and extensive experience in coordinating national/large assessments or similar projects.
    • Experience with the feed and fodder sector is an added advantage

    Specific Professional Experience

    • Proven knowledge and understanding of the livestock sector related to the assessment.
    • Strong project management skills to plan, execute, and oversee the entire assessment process.
    • Proficiency in data management: primary qualitative and quantitative data collection methods (e.g., Surveys, Key Informant Interviews, Focus Groups Discussions), and secondary data (literature review, census, project reports, etc.) collection.
    • Experience in data analysis and interpretation to draw meaningful conclusions and insights.

    Other skills and competencies

    • Coordination and collaboration skills: The Consultant/National Assessment Coordinator requires good coordination skills, which will enable him/her to work in teams and coordinate with a diverse range of professionals and the national facilitators. Collaboration skills will involve sharing ideas, respecting opinions, meeting deadlines.
    • Understanding of research ethics and commitment to maintaining confidentiality and data protection.
    • Communication skills: The National Assessment Coordinator should have good communication skills:
      • Strong writing skills to prepare clear and concise assessment reports with actionable recommendations.
      • Ability to synthesize complex information into comprehensive and easily understandable reports.
    • Critical thinking and analytical skills to interpret data and identify patterns and trends.
    • Strong capacity to work with and engage a diverse range of stakeholders.
    • Supervisory capacity to manage the Assessment Facilitator and to identify and address challenges during the assessment process.
    • Efficient time management skills to meet deadlines and ensure timely completion of the assessment.

    The Feed and Fodder Consultant shall:

    • Provide training to identified stakeholders to enhance their understanding of feed and fodder questions and topics, including explanations of relevant terminologies, concepts, and key aspects related to the assessment.
    • Support identification and mapping of different stakeholders based on the assessment guides.
    • Be available to answer any questions or provide clarifications to participants during the data collection process to ensure that the questions are understood and answered accurately.
    • Conduct in-depth interviews with key stakeholders and respondents using provided Interview Guides in a structured and unbiased manner.
    • Facilitate and lead the FGD sessions, guiding discussions in a way that encourages participants to share their experiences and insights related to feed and fodder.
    • Assist in compiling data collected from KIIs and FGDs, ensuring that the information is organized and structured in a way that allows for meaningful analysis.
    • Verify the accuracy and consistency of the data collected during interviews and discussions. Cross-reference information from different sources to ensure reliability.
    • Monitor the quality of discussions and interviews to maintain a high standard of data collection. Provide feedback to National Assessment Coordinator or other assessment team members as needed to improve the process.
    • Collaborate with Data Management Consultant to provide insights and context related to feed and fodder management when compiling and analyzing the collected data.
    • Contribute to the preparation of assessment reports by providing information and insights from the KIIs and FGDs, making recommendations based on the findings.
    • Continuously communicate with the assessment team to share insights, challenges, and emerging themes from the interviews and discussions, which can inform the assessment's direction and focus.

    Deliverables

    • Summaries of briefing sessions with identified respondents, including key points, questions, and initial feedback.
    • Comprehensive reports documenting individual Key Informant Interviews (KIIs), including transcripts, insights, and recommendations related to feed and fodder.
    • Detailed reports summarizing outcomes of Focus Group Discussions (FGDs) with stakeholders, capturing main discussion points and themes.
    • Organized dataset compiling data from KIIs and FGDs, ensuring accuracy and consistency.
    • Collaboration with data analysts to provide insights and context during data analysis.
    • Actionable recommendations for improving feed and fodder management based on findings from KIIs and FGDs.
    • Records of challenges encountered during data collection and insights that can inform future assessments or projects.
    • Presentation or briefing for assessment team, stakeholders, or decision-makers summarizing key findings, recommendations, and implications.

    Duration

    • The Feed and Fodder Consultant will work for a period of 12 working days to be completed over a three (3) calendar week period. All the proposed activities and outputs should be completed within his period.
    • The assignment will start immediately after signature of the contract by both parties.

    Confidentiality

    • All documents and data acquired from the records and during the interviews and meetings are confidential and will be used solely for the project.
    • The deliverables and all material linked to the assessment (produced by the consultant or AU-IBAR itself) shall be confidential and proprietary in nature and may not be shared with 3rd parties without the written consent of AU-IBAR and/or the relevant national authorities.

    Remuneration and Terms of Payment

    • The total amount for the consultation will be $3,600 to be paid upon the successful completion of the assignment, submission of the satisfactory final report, and fulfillment of the terms outlined in the terms of reference.
    • Other costs related to the activities such e.g. cost of meeting venues, ground transportation, materials and tools for data collection will be covered by AU-IBAR.

    Supervision and Coordination

    • The Feed and Fodder Consultant will be under the overall supervision of the National Assessment Coordinator to identify and coordinate teams for the assessment. AU-IBAR will hold a training session with the country assessment team on the assessment tools and approach to the assessment.

    Requirements: Qualifications, Experience and Skills

    • University degree in Agriculture Economics, Animal Science, Agronomy, Agribusiness Management and any other related field of expertise.
    • Experience in conducting agricultural research or assessments related to feed and fodder, livestock or farming communities.
    • Experience in survey data collection, conducting qualitative interviews and facilitating focus group discussions.
    • Familiarity with survey and assessment data collection tools such as interview scripts, ODK tools, Online forms and spreadsheets.
    • Oral and written communication abilities, with the capacity to engage with diverse stakeholders.
    • Awareness of and sensitivity to cultural diversity, especially in the context of the assessment's location.
    • Ability to work with diverse populations and demonstrate cultural sensitivity when engaging with respondents.
    • Capacity to work collaboratively as part of a team, including coordinating with the assessment team and RAFFs Project Staff.
    • All reports and consultancy outputs will be in English. In the course of execution of the assignment, proficiency in local languages will be required for engagement with relevant to the assessment country or stakeholders.
