    Consultancy - Technical Support for Finalizing Programming of Education Profiles in Excel VBA

    In collaboration with UNICEF Angola, UNICEF ESARO is supporting the Angolan Ministry of Education (MoE) to strengthen its use of education data under the umbrella of the Data Must Speak (DMS) initiative. Established in 2014, the goals of DMS are to improve equity and learning in education through:

    • Improved management of education system through strengthening the use of data to inform planning and policy,
    • Enhanced social accountability in education through greater citizen involvement, transparency and accountability to communities, and
    • Improved global knowledge about what works (or doesn't) for community engagement, in what context, and how to use data to improve equity and learning outcomes.

    Scope of Work

    • Goal and objective: Under the supervision of the Education Specialist – Data and Research / Education Section, the consultant will build on the existing partly-completed Excel profile builder to finalize a Profile Builder Template that automates production of school, community, municipality, province, and national profiles. The consultant will also develop materials and deliver training to build the capacity of UNICEF ESARO and Angola to support the MoE in Angola in effectively utilizing the Profile Builder.
    • Provide details/reference to AWP areas covered: This assignment contributes to the advancement of ongoing DMS technical support to countries, an activity identified under Key Intervention 5.4 in the ESARO Education 2023 workplan, which is to “support strengthening education information systems development (including EMIS and learning assessment systems) and utilization in the region (DMS, Positive Deviant component).”
    • Activities and Tasks: The consultant will be responsible for the following activities:
    • Finalise programming of primary school profile and primary community profile based on MoE clarifications and requests
    • Program the secondary school profile, secondary community profile, municipality, provincial, and national profiles
    • Complete testing of profile builder and profile outputs
    • Draft high-level user manual and prepare and deliver an initial training session on file use
    • Adjust the profile builder (Excel and VBA) for new data shapes from 2024 EMIS data collection onwards
    • Update and draft the full content of the user manual, documenting the programming completed, how it works, and how to update it when making future changes to the profiles
    • Prepare and deliver a remote training on use of the updated file to UNICEF and MoE staff to build their capacity on the advanced Excel programming utilized for the profiles
    • Ongoing: time to be allocated to meetings for updates, brainstorming, trouble-shooting etc
    • Work relationships: The Education Specialist - Research & Data will oversee the assignment and provide guidance. Some consultation with colleagues from UNICEF Angola and the Angolan MoE may also occur.

    Desired Competencies, Technical Background And Experience

    • Education: An advanced university degree in Social Sciences with a major focus on statistics or economics, or equivalent. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree
    • Advanced expertise in Microsoft Excel and VBA programming required; previous experience developing automated monitoring tools for Data Must Speak or a related education initiative is highly preferred
    • A minimum of three to five years of relevant professional experience in fields relevant to education economics, data systems, research, and/or monitoring and evaluation
    • Familiarity and experience working with education indicators and Education Management Information Systems is highly preferred

    Administrative Issues

    • The consultant/contractor is expected to be based remotely with no anticipated travel. Ideal working hours would include availability between 10 am to 4 pm Nairobi time.
    • Progress meetings will take place throughout the contract duration as needed.
    • Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
    • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.

    Internship - Field Operations and Emergency Section, Kenya Country Office

    Purpose

    • The purpose of the UNICEF internship programme is to provide a framework by which students pursuing university or having recently completely a tertiary education are assigned to UNICEF offices to enhance their education experience through practical work assignments; to expose them to the work of the UNICEF; and to provide UNICEF offices with the assistance of qualified students or recent graduates specialized in various professional fields.

    Scope

    • Provide programmatic, administrative, and logistical support to the Emergency and Field Operations (FOE) Section.

    Main Tasks And Responsibilities

    • Supporting programmatic, administrative, and logistical requests and queries to FOE section.
    • Organizing and scheduling appointments with internal and external stakeholders.
    • Planning meetings, taking minutes, and following up on action points.
    • Maintaining emergency reports schedule and alerting team members on when reports are due.
    • Supporting consolidation and dissemination of reports.
    • Supporting the maintenance of the online filing system for all FOE documents.
    • Providing support to the planning and reporting for field missions and workshops.
    • Supporting the implementation of training and learning activities.
    • Support to coordinated Emergency Preparedness and Response (EPR) for key emergencies, including prioritization of disaster risks, and subsequent updating of preparedness/response/contingency plans by the Emergency Focal Points (EFPs)

    Eligibility & Minimum Requirements
    To be considered for the internship, applicants must meet the following requirements:

    • Enrolment in a degree programme in an undergraduate or graduate school, or recently graduated in the last 2 years in the field of social sciences (including sociology, anthropology, project management, community development, or related discipline).
    • Proficiency in at least one of UNICEF’s working languages: English, French or Spanish and fluent in the working language of the office of assignment.
    • Strong academic performance as demonstrated by recent university or institution records.
    • Prior experience in programme support functions will be an asset.
    • Have no immediate relatives (e.g. father, mother, brother, sister) working in any UNICEF office; and have no other relatives in the line of authority which the intern will report to.

    Programme Associate, GS6

    • The Programme Associate works in close collaboration with a range of staff in the CO, external partners, and agency counterparts in support of programme design and delivery. S/He provides regular feedback on the status of projects through monitoring milestones and advises on improvements to keep activities on track.

    Summary Of Key Functions/accountabilities

    • Facilitate the development of programme cooperation agreements (PCAs) by providing information, data, and financial analysis and drafting selected sections of it.
    • Ensure the timely and accurate recording and administrative processing of government & NGO proposals and requests for direct cash transfers (DCTs).
    • Conduct programme monitoring in UNICEF focus counties for cash and supplies and inform team members on the status.
    • Help conduct regular spot checks of partners' projects to assess their financial record-keeping, expenditure controls, and reporting systems.
    • Support the programme section in researching, compiling, and analyzing qualitative and quantitative data and information from a variety of sources or subject matters to facilitate programme delivery as well as preparation of reports, working papers, and presentations.
    • Carry out transactions in VISION pertaining to grants and programme-related items for his/her section (s) including but not limited to registering grant allotments and tracking programme expenditure and grants.
    • Prepare, monitor, and report information for the supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
    • Regularly monitor budgets and financial expenditures of the section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, and keeping the supervisor informed and advised on actions for decision and/or follow-up.
    • Prepare periodic financial grant management and non-financial reports relating to the country office and donors to support the office in optimizing the use of programme funds.
    • Support capacity development activities related to programme development by preparing training materials and participating in exercises.
    • Monitor and track the efficient distribution of supplies that are required for effective programme delivery.

    To qualify as an advocate for every child you require…

    • Completion of secondary education is required, preferably supplemented by a university degree in management, finance, or economics related to the work of the organization.
    • A minimum of six years of experience in administrative and financial management is required. Prior experience in programme support functions is an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

    Skills

    • At least 3 years of experience in doing financial and non-financial data analysis and production of reports.
    • At least 2 years of experience in managing sections or office-related work, including management of assets and other resources.
    • In-depth knowledge of administration programme/project operations, including monitoring and evaluation processes.
