    HCBP Technical Lead

    Summary

    • Under the direct supervision of the Health Center By Phone (HCBP) Senior Manager, the HCBP Technical Lead will be responsible for leading and guiding the design, development and implementation of the HCBP solution across multiple geographies while ensuring that the solution roadmap is aligned to both Ministry of Health (MOH) and VillageReach’s strategic goals. VillageReach has an established staff presence in the following countries: Democratic Republic of Congo, Kenya, Tanzania, Malawi, Mozambique, Nigeria, South Africa, The United States or Cote d’Ivoire.

    Description

    The Technical Lead will be responsible for the following duties:

    HCBP Solution Design, Development and Implementation Management (30%)

    • Provide overall management, coordination and support for HCBP development and implementation activities in collaboration with internal teams, technology partners and other key stakeholders.
    • Work with internal teams and external stakeholders to analyze health sector needs and align solution roadmap to strategic goals.
    • Translate functional requirements into detailed technical requirements and ensure they are clearly understood by development teams.
    • Identify the resources (people, technology, etc.), teams and strategic partners needed to transform concepts into solutions.
    • Lead the development of Standard Operating Procedures (SOPs), job descriptions of required technical staff and other relevant documentation needed to guide the implementation of the solution.
    • Actively identify and mitigate roadblocks impacting completion of solution development timelines.
    • Provide strategic input to the Director and Team Lead, Digital Solutions and HCBP Product Manager on HCBP transition and replication.
    • Liaise with Digital Solution Managers at Global Technical Team (GTT) and in-country levels to coordinate and support the implementation of the HCBP in targeted countries.

    HCBP Replication and Transition Coordination (30%)

    • Guide the HCBP Technical Advisors (TAs) seconded to MOHs to ensure relevant toolkits and checklists are completed and utilized by the MOH.
    • Coordinate and guide the HCBP MOH TAs to ensure all transition related activities are carried out when needed, including the transitioning of human resources, identification and training of relevant MOH ICT, Quality Assurance, Monitoring and Evaluation, and general solutions focal points at the MOH, and embedding HCBP within the government budgets.
    • Contribute to the development and implementation of ongoing training programs for health center staff involved in the project.
    • Support the development and implementation of capacity building plans for MOH on HCBP operations and backstopping the technical aspects of the hotline.
    • Support proposal development for HCBP both in-country and for replication as needed.

    HCBP Project Management (20%)

    • Develop and Implement project timelines and deliverables.
    • Manage project work plans and conduct quarterly reviews on the progress of deliverables.
    • Prepare monthly update reports for submission to the GTT Leads and Senior Management.
    • Contribute to writing monthly donor report updates, review of M&E data, and other reports as needed.
    • Contribute to monthly budget projections and monitor the budget to ensure all activities are carried out within funding available.
    • Monitor donor proposal requirements and adjust the work plan and refine program activities as needed to achieve deliverables.

    HCBP Data Management & Monitoring and Evaluation (20%)

    • Liaise with VillageReach’s GTTs to develop strategies for robust M&E and advancing Data Demand for Information Use (DDIU) by governments in collaboration with implementing partners.
    • Work closely with relevant GTT Leads to monitor monthly, quarterly, and annual project performance, technical project indicators, and progress against plans.
    • Provide technical support in the development of relevant study protocols and tools needed for evidence generation (e.g. baseline/endline surveys, impact evaluations, cost-effective analyses, focus group discussions, etc.).
    • Participate in disseminating evaluation results for HCBP, publishing articles on the VillageReach website and other media outlets.
    • Ensure Quality Assurance is conducted on a quarterly basis according to project timelines.

    Supervisory Responsibilities:

    • This position will provide technical supervision to the HCBP Technical Advisors seconded to government MOHs and the in-country Program Managers responsible for HCBP implementations.

    Education & Experience:

    • Bachelor’s degree in relevant field (health informatics, public health, computer science, etc.) is required with 5-7 years of working experience as a technical project manager, product owner, business analyst or in a similar role to deliver business requirements for technology initiatives. Master’s degree is an added advantage.
    • Experience in managing agile product development, including working with engineering, design, implementers, and clients to prioritize use cases, launch a product, and ensure it meets the needs of target users
    • Experience working and communicating with government officials and/or multilateral organizations, with strengths in communicating technical concepts to non-technical stakeholders.
    • Experience working in an international context and/or fast-based entrepreneurial environment, with demonstrated ability to work with a sense of urgency and in high pressure situations
    • Exceptional communication skills with people of varied professional and cultural backgrounds
    • Ability to travel approximately 30-40% of the year

    Manager, Policy and Research

    Summary

    • The Manager, Policy and Advocacy will generate lead thinking on our policy agenda, with a particular emphasis on responsive primary health care, supply chain integration and health finance and investment. The Manager, Policy and Advocacy will provide policy analysis and keep abreast of innovative analysis across the suite of issues to support VillageReach’s advocacy agenda. Specifically, they will undertake research and policy analysis, identify policy and advocacy opportunities and prepare documents on critical policy issues. The position reports to the Director, Advocacy and Partnerships. VillageReach has an established staff presence: Democratic Republic of Congo, Kenya, Tanzania, Malawi, Mozambique, South Africa or Cote d’Ivoire.

    Essential Duties and Responsibilities include the following.

    • Lead VillageReach’s policy thinking and review research on responsive primary health care, supply chain integration and health finance and investment, including developing strategy, identifying policy objectives and key advocacy and campaign opportunities.
    • Engage with country offices and the global team to identify key policy and advocacy opportunities and coordinate policy guidance on driving VillageReach’s core advocacy priorities.
    • Develop high-quality policy and research outputs, sometimes at short notice, that are focused on winning arguments to effect change, and that can be used by senior leadership and colleagues across the organization.
    • Coordinate with VillageReach’s Research, Evidence and Learning team to understand what programmatic data and evidence is generated internally and contribute to determination of the organization evidence and learning agenda based on advocacy priorities.
    • Forge partnerships with a range of research and policy experts, institutions, and other stakeholders to leverage knowledge-generation activities.
    • Produce documents on key policy issues and identify forward-looking trends for – position papers, blogs, talking points, and briefings for senior leadership, senior policymakers and principals.
    • Engage with VillageReach’s communications team to develop, plan and deliver organization-wide policy campaigns.
    • Represent VillageReach in external policy and advocacy meetings and engagements related to their portfolio, including high-profile meetings as appropriate.
    • Build and maintain positive and productive relationships with key stakeholders.

    • Superb professionalism and diplomacy; ability to interact with high-level individuals internally and externally.
    • Entrepreneurial spirit; does not mind unstructured and sometimes unpredictable environments.
    • Quick turnaround research skills-must have the ability to seek out key facts and statistics that help explain complicated policy topics to broad audience.
    • Ability to work in a fast-paced environment, with shifting priorities and occasional heavy workloads

    Global Telehealth Community of Practice, Senior Officer

    Summary

    • VillageReach seeks an experienced and highly motivated individual to join the Global Technical Team as the Senior Officer, Global Telehealth Community of Practice . The Global Telehealth Community of Practice (GTCoP) provides a forum for collaboration, knowledge sharing, peer support and networking. The objective is to drive the development of national telehealth platforms, provide access to telehealth guidance and best practices, advocate for telehealth policies, and address challenges in the telehealth ecosystem.
    • The Senior Officer, GTCoPr will work closely with community members (Telehealth private sector partners, NGOs, donors, governments, academics and more) to foster a vibrant, effective and financially sustainable online community. This is a dynamic role requiring a candidate who will manage the strategic direction, programming and financial sustainability of GTCoP. The ideal candidate is highly self-motivated, excellent in written and verbal communication, and capable of seeding and managing strategic partnerships. This is a remote working position with the individual residing in and eligible to work in a location where VillageReach has an established staff presence: Democratic Republic of Congo, Kenya, Tanzania, Malawi, Mozambique, South Africa or Cote d’Ivoire.

    • Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

    Financial Sustainability – 35%

    • Refine and implement an existing GTCoP financial sustainability roadmap.
    • Closely work with Director and Team Lead, Digital Solutions, to develop a sponsorship package and solicit companies and organizations to sponsor GTCoP.
    • Contribute to the development and implementation of basic and advanced paid membership packages.
    • Identify, and execute other new revenue generation strategies, including paid events, within the first months of hire.
    • Facilitate GTCoP strategic discussions, synthesize discussions and execute the next steps.

    Community Management - 35%

    • Build and maintain a pipeline of new members to broaden the GTCoP community by responding to inquiries, building partnerships and developing and following leads.
    • Facilitate meaningful in-person and online connections and collaborations between GTCoP members, including partner matching, networking and potentially online discussion forums.
    • Manage and maintain the GTCoP website and implementome platform.
    • Maintain and promote GTCoP through current online channels (LinkedIn, monthly newsletter and YouTube) and identify new channels for content promotion.
    • Monitor media and events for inclusion in GTCoP’s resource library, monthly newsletter and implementome database.
    • Manage, grow and evolve the users in the implementome Database, including establishing new connections to solicit new data submissions.
    • Proactively work with Director and Team Lead, Digital Solutions to develop and maintain partnerships with other working groups, NGOs and projects to expand GTCoP visibility and participation in key industry events to evangelize GTCoP.
    • Maintain membership databases in excel and Mailchimp.

    Event Coordination and Facilitation – 25%

    • Facilitate GTCoP webinars, including establishing new connections with presenters, supporting presentation development, promotion and day of facilitation.
    • Facilitate the design and coordination of online and in-person member events.

    GTCoP Platform Management – 5%

    • Monitor and evaluate GTCoP’s online platform performance against targets, implement performance improvement strategies through data-driven decision making and campaign analysis.
    • Support the GTCoP team with ad-hoc requests such as presentations and reporting.
