    Deputy Project Director, Resilience and Fragile States

    Together with the Deputy Director, FP/RH and the Deputy Director, Health Financing, the Deputy Director, Resilience and Fragile states, will be responsible for providing overall strategic direction and technical leadership in aspects related to health system resilience in fragile settings. They will work collaboratively with USAID technical teams and relevant global, regional, and country actors to advance and inform policy dialogue and facilitate the uptake of state-of-the-art technical approaches within country programs. This position is contingent on award from USAID.

    Major Responsibilities

    • You will provide overall technical leadership for project strategies and program activities related to governance and accountability, including health systems analysis in fragile settings, and ensure they are based on and use global and project generated evidence as well as are flexible and responsive to rapidly changing contexts, including conflict, disaster and infectious disease outbreaks.
    • You will mentor and build capacity of technical staff in HSS, capacity strengthening, sustainability, disaster risk reduction and emergency preparedness for FP/RH programs in fragile settings, with a focus on cross-sectoral integration of these approaches.
    • You will regularly use and apply data to inform program direction and decisions.
    • You will provide technical leadership in staffing, work planning, assessments, monitoring and reporting in collaboration with partners
    • You will lead relationship and maintain collaborative links of key partners at country, regional, and global levels
    • You will encourage technical coordination between implementing partners, with other USAID projects, and external organizations across humanitarian / development nexus
    • You will work creatively with technical staff and provide quality assurance for technical outputs
    • You will offer dedicated representation with key counterparts and in technical working groups and step in for the other Deputy Directors as needed
    • You will ensure PROPEL Round 2 proactively identifies and engages local organizations equipped to deliver program interventions in PROPEL’s purview and ensure that their technical and managerial capacity is enhanced through the partnership with PROPEL R2.

    Job Requirements

    • Has a relevant graduate degree with at least ten (10) years’ experience working internationally in the technical area of Resilience and Fragile Settings, and possesses technical knowledge of policy, advocacy, financing, and governance (PAFG) approaches.
    • Proven senior expertise in developing and implementing effective partnerships with partners, government entities, and donors.
    • Knowledge and proven experience in technical leadership, strategy development, and staff oversight for governance, health system strengthening, health systems analysis, political economy analysis, health service resilience, accountability, and capacity strengthening in fragile settings
    • Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively with and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners.
    • Strong interpersonal and capacity building skills including training, mentoring, and coaching skills.
    • You have a consistent record of leading large teams and acting as a mentor to staff
    • You have a demonstrated ability to maintain strong relationships with USAID, Ministry of Health officials, and civil society partners
    • Demonstrate high-energy, dedicated nature, a positive can-do attitude, be able to stay calm under pressure.
    • Fluency in English required and proficiency in French preferred

    Front-End Developer

    Job Description

    The Front-end Developer works with the Signpost team to serve as a technical ombudsperson and front end developer that works with Signpost’s implementation teams who deliver information directly to people in need, to solve incoming concerns and feature requests with speed. The Front-end Developer will work on reactive development focusing centrally on solving incoming bugs and features from Signpost teams, test, and deploy new changes. The Front-end Developer is accountable to the Product Manager and country teams in order to improve the user-facing look, design, and functionality of the technologies used to support the Signpost project. 

     The right candidate has applicable knowledge of web application and custom appliction development, the creation of basic figma and sketch wireframe, and skills in HTML5, CSS3, React Native and various JS libraries and frameworks. The best candidates have experience with teaching, training, and/or customer service and posess the skills required to maintain client relationships across cultures. This candidate is comfortable in a flexible work environment with rapid priority changes and a global scope.

    Major Responsibilities:

    • Develops on Web-based platforms such as Zendesk, Contentful, Mapbox, and custom software.
    • Works in close collaboration with cross-functional teams (Humanitarian Project Management, Product management, and Developers) to ensure development projects are delivered on time, within budget, and with high quality.
    • Ensures that the design and functionality of user-facing platforms supports program goals and Signpost team objectives.
    • Adds tickets in Jira and coordinates with the Technical Project Manager to create sprints
    • Contributes to Quality Assurance Testing, Cross browser testing, and User Assurance Testing
    • Partners with the product manager and Zendesk partners on product improvement and integration, QA, and end-to-end testing
    • Leads documentation of user-facing documentation projects and processes
    • Serves as liaison for project teams to improve transparency of the global troubleshooting pipeline
    • Lead developer advocate/liaison for Accessibility Development 
    • Lead developer liaison for Search Engine Optimization on landing pages
    • Works closely with Product Management and Brand Managers to create tools and features that enhance the User’s Experience on IRC websites
    • Ensures that Zendesk sites and new features are accessible across many platforms, browsers and devices 
    • Rapidly responds to emergency bug fixing and requests
    • Develops technical guidance on front end development within Github and Confluence
    • Front-end development of new features across the Signpost domain
    • Front-end development of website templates
    • Train design and development vendors to onboard them to Signpost systems and technical guidance

    Job Qualifications: 

    Education: 

    • Minimum:  Associates Degree or related course work
    • Preferred: Coursework in Computer/Information Science or equivalent work experience

    Work Experience: 

    • 2-5 Years Customer Service Development/ Digital Ombudsperson; Web UIs; CMS; Enterprise Web Design; Mobile Application Development; Technical Training

    Programming Languages 

    • Required: HTML5, CSS3, React, JavaScript (Next.js, Node.js)
    • Preferred: Python, PHP, MySQL, SASS, JQuery, Vue

    Required: 

    • Advanced skillset in implementing visual designs for web development 
    • Strong customer service skillset and experience working in a global team
    • Passionate about coding accessible websites: Skilled in mobile first and responsive design, User Experience (UX), and Web Usability (ADA & WCAG).
    • Experience building applications from mobile SDKs
    • Experience collaborating with UX design and customer teams on complex details
    • Experienced with multilingual display of right-to-left languages and non-English character sets
    • Experience configuring and coding A/B tests
    • Experience sorting data using large scripts
    • Experience sorting/ importing data/ migrating data between systems of different designs
    • Version Control – GitHub
    • Front end design systems preferrable– Figma, Sketch, Patternlab
    • Excellent interpersonal and communications skills
