    Health Manager

    Job Purpose/Objective.

    Under the direct supervision of the Field Coordinator and technical guidance from the Health Coordinator, the Heath Manager shall be responsible for the overall designing and implementation of the Health program that encompasses the delivery of clinical services. They will also be responsible for implement evidence based primary health care service delivery. They shall be expected to monitor and ensure improvement and maintenance of the health indicators as per SPHERE/UNHCR/WHO standards at the Camp.

    Key Responsibilities:

    Program Management:

    • Identify health program opportunities by assisting the health staff to carry out assessments, draft health sector proposals, budgets and plans of action.
    • Provide overall coordination of all the departments under the health program i.e. pharmacy, Laboratory, inpatient wards and outpatient service points.
    • In coordination with the Field Coordinator, formulate program goals, objectives, and intervention strategies.
    • Review health programs through periodic field & facility visits. Ensure that program implementation strategies are compatible with overall program goals and objectives.
    • Coordinate all referrals of refugee patients as per UNHCR referral guidelines.
    • In coordination with the RH/CHP manager, support health promotion, immunization and diseases surveillance activities at camp level.
    • Participate in the Outbreak Control Coordination Team (OCT) and support community-based public health interventions during communicable disease outbreaks.
    • In liaison with the Field Coordinator develop and implement strong integrated community health strategies using appropriate tools to improve project impact on the beneficiaries
    • Set high quality performance indicators ensuring adherence to technical standards, best practices, and donor guidelines.
    • Seek out and nurture quality partnerships with community structures, Ministries of health and strategic partners, including international NGOs.
    • Foster inter-program linkage, exchange information and experiences and contribute actively to protection and disaster risk reduction mainstreaming in the health program.

    Human Resource Management:

    • Monitoring and supervising the health staff both national and refugee to ensure that work is done properly and efficiently.
    • Routinely supervise staff performance according to their job description and provide written feedback in a timely manner.
    • Develop ongoing education programs for health staff.
    • In coordination with the Field Coordinator, periodically supervise, evaluate, and make appropriate recommendations regarding health, and living conditions of IRC field staff and assist with ensuring that proper health measures are in place according to IRC health requirements.
    • Review personnel issues and concerns of health staff and assist with resolving and implementing solutions.
    • Determine personnel needs for field-level activities and in coordination with the Human Resources Lead assist in recruitment of staff.
    • Orientate new field staff members on personnel health and safety issues, and diseases unique to the area of operation.
    • In coordination with the Field Coordinator and HR Lead, support medical evacuation of staff.
    • Recommend promotions, disciplinary action, and termination of health staff to the Field Coordinator and HR Lead.
    • Directly supervise the Medical Officer In charge, Clinical Officer In charge, Nursing Officer In charge, Pharmacist, Senior Laboratory Technologist, and Surveillance Officer.

    Grants Management:

    • Contingent upon provision of routine financial reports to the field, ensure adherence to budgets by reviewing expenditures and spending patterns.
    • Recommend grant and budget revisions to the Field Coordinator and the Health Technical Team.
    • Provide recommendations and interventions to correct any identified deviations that impact budget adherence.

    Reporting:

    • Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken.
    • Attend meetings concerning overall health program issues.
    • Supervise regular review and revision of training manuals to maintain consistency with the acceptable protocols.
    • Maintain updated libraries of manuals and other resources at all field sites.
    • Keep the Field Coordinator advised of all developments and issues through weekly situation reports.

    Representation & Coordination:

    • Develop and maintain effective working relationships with external partners - including UNHCR and other implementing agencies, Local Organizations, community-based organizations/ leaders and other IRC sectors to enhance cooperation and coordination.
    • Ensure presence in coordination meetings in the absence of the Health Coordinator and ensure relevant coordination-related data is shared with the health sectors.
    • Participate in interagency health working groups or committees as required.

    Minimum Qualifications:

    • Degree in Medicine and Surgery from a recognized institution or an equivalent with preferably master’s in public health.
    • Need to be registered with Kenya Medical and Dentist Board and allowed to practice in Kenya.
    • Excellent organizational and program management experience, including with staff and implementation work plans, budget management and monitoring and evaluation.
    • Excellent leadership, communication, and facilitation skills.
    • Excellent interpersonal, coordination and networking skills.
    • Experience with situation analysis and health assessments.
    • Experience in capacity building and mentoring staff.
    • Experience in pharmacy inventory management.
    • Excellent problem-solving skills and demonstrated ability to handle pressure and improve.
    • Ability to live in a high security environment.
    • Excellent computer skills: MS Word, Excel, Power-point, Outlook, and the internet.
    • Proficiency in English language and Somali is an added advantage.

    Required Experience & Competencies:

    • Three years’ experience in tropical medicine or public health in developing countries.
    • Training and at least three years’ experience in health program design and management.
    • Experience in working with multicultural/ multinational individuals including displaced communities with diverse cultural and ethnic backgrounds.
    • Proficiency in computer skills, including internet navigation and various office applications i.e. Outlook, MS EXCEL and MS WORD.
    • Experience contributing to the design, management and reporting of international development programmes or projects.
    • Previous financial and/or grant management experience is a plus.
    • Demonstrated capacity to manage a variety of activities simultaneously and take initiative.
    • Prioritization, planning, and project coordination skills.
    • Analysis, problem-solving, sound judgment.
    • Drive, pro-activeness, action, and results orientation; continuous improvement.

    ERP Knowledge & Training Lead

    Job Overview/Summary:

    The IRC has deployed an Enterprise Resource Planning tool built on Microsoft Dynamics 365 F&O, called Integra. The Integra operational support team is building a group to push forward immediate adoption of Integra, alignment of process towards best practice, and continuous improvement of Integra and operational processes. The ERP Training Manager will be responsible for ensuring a consistent training strategy across the organization and provide best practice guidance on how to continually evolve the training practice. Collaborating with functional and adoption experts develop and implement the operational training approach and ensure training materials stay up to date with changes to the system and business processes.

    The successful candidate would have a deep knowledge of adult learning theory and have successfully implemented an operational training strategy for technical systems.  Will be a quick learner and a good collaborator who is proactive and can also work independently. Be able to manage a large number of priorities  Should be able to jump from building a strategy to supporting the development of training material.  Preferably have knowledge of Microsoft D365 for Finance and Operations or other ERP systems.

    Major Responsibilities:

    •  Develop, implement, and iterate a global ERP operational training strategy in collaboration with the ERP adoption and functional teams.
      • Develop a reoccurring operational training schedule and ways of assessing those trainings.
      • Develop and implement process for ongoing needs assessments to establish what additional trainings and materials are required.
      • Work with functional experts to provide best practices on how to lead a training.
      • Conduct trainings if required.
      • Proactively evaluate overall training practise for areas of improvements and/or gaps.
    • Ensure standardization of all training materials and development of new materials.
      • Review current materials and ensure standardization of materials across all functions and departments.
      • Develop templates for use of functional team.
      • Update materials when required with technical and business process enhancements.
      • Build new materials based on functional content provided by functional experts.
    • Maintain training environments to ensure successful use during training.
      • Develop an approach for managing training environments to ensure environments are ready to support training and material development. 
      • Build training environments with needed data to successfully support trainings.
    • Support special projects by developing training approach needed for deployment.
      • Work with functional leads to develop an approach to train users on new functionality and decide on best approach for new or updates to materials.
      • Develop training plan and resource needs.  Work with functional teams and IT Training Manager to ensure resources. 
      • Manage execution of training plan and iterate has required. 
      • Incorporate new functionality training needs into operational training approach.

    Anticipatory Action Officer

    Specific Responsibilities

    Program Planning and Implementation:

    • Develop comprehensive program/project plans, including detailed activities, budgets, timelines, and resource allocations to ensure successful implementation.
    • Monitor early warning systems to come up with anticipatory action aiming at using weather, climate, and impact-based forecasts.
    • Work with the community to save lives and livelihoods from disasters through strengthening early warning systems and alerts.
    • Continuously supervise program/project performance against stated goals, deliverables, and budget forecasts.
    • Conduct routine risk assessments and develop mitigation strategies to address potential challenges or delays.
    • Ensure strict compliance with donor regulations, organizational policies, and industry best practices throughout the program lifecycle.
    • Maintain accurate and up-to-date program documentation, including workplans, budgets, reports, and contract files.
    • Develop work plans for specific activities e.g., Cash and voucher Assistance (CVA) and be responsible for the direct implementation and monitoring of activities.
    • Coordinate closely with cross-functional teams, including finance, operations, and align program activities.
    • Identification and mapping of partners for Anticipatory action activities.
    • Carry out project plans as per agreement made with the donor, ensuring to meet the planned activities.
    • Work closely with flood committees, child-led Disaster Risk Reduction (DRR) clubs, community leaders, and develop individual work plans.

    Coordination & Representation:

    • Nurture and maintain strong relationships with key program partners, including NGOs, government agencies, and research institutions.
    • Collaborate with partners to develop and align detailed work plans, budgets, and monitoring frameworks for respective program components.
    • Facilitate regular communication and coordination with partners to ensure seamless program implementation.
    • Provide input into advocacy and lobbying approaches, outreach, and products, particularly those directly related to anticipatory action programming.

    Reporting:

    • Lead the preparation and submission of high-quality, comprehensive program reports according to donor schedules and requirements at different reporting intervals.
    • Gather input data from other contributors to synthesize into clear and compelling reports.
    • Analyze program data and performance metrics to identify trends, challenges, and areas for improvement in reporting and overall implementation.
    • Respond promptly to information requests from donors, IRC leadership, and other partners.
    • Develop and implement strategies to continuously enhance reporting efficiency, accuracy, and quality.

    Program Monitoring:

    • Coordinate closely with M&E and data staff on targeting, data collection, data systems and information management.
    • Work with M&E focal point on baseline and end-line assessments. Ensure data analysis and activity overviews are written clearly for use in reporting.
    • Knowledge management for the anticipatory action program, ensuring Box structures and filing are up to date and applied.

    Other:

    • Other duties as assigned by the supervisor to enable and develop IRC programs.

    Desired Skills:

    • Project Management: Ability to plan and lead projects, ensuring effective deliverance and maintaining humanitarian principles, standards, and procedures.
    • Data Collection and Analysis: Proficiency in collecting reliable information about risk and vulnerability, and planning resources to act based on forecasts.
    • Monitoring and Evaluation: Ability to carry out monitoring of early warning systems and anticipatory actions.
    • Partnership and Collaboration: Ability to work with various partners, including government authorities, NGOs, and community leaders.
    • Communication: Excellent written and verbal communication skills for report writing and coordination.

    Minimum Qualifications:

    • Bachelor’s degree in business administration/management, Community Development, International Development, Environmental Science, Disaster Management, or any other relevant field with demonstrated experience in Cash based programming preferably with an International NGO.
    • Minimum of 3 years of professional experience in program/project management, preferably in an international development or humanitarian context
    • Demonstrated experience managing partnerships, subcontracts, and working with institutional donors.
    • Excellent project management skills, including planning, budgeting, forecasting, expenditure tracking, risk mitigation.
    • Outstanding written and verbal communication skills for effective cross-cultural collaboration.
    • Personal qualities: promotes teamwork and coordination within and across teams, comfortable in a multi-cultural environment, very flexible and adaptable, ability to contribute across multiple activities and departments.
