    Pensions Benefits Manager

    Job Purpose

    Reporting to the Pensions Administrator, the Pensions Benefits Manager is responsible for the day to day administration of the CBK Pension Fund operations which includes management of member records, verification and payment of benefits to members, preparation of monthly/quarterly reports as well as overseeing Claims Management, Client Engagement, Financial Advisory and Members Education.

    Key Duties and Responsibilities

    1. Strategic Responsibilities
      1. Actively participate in the development, implementation, execution and evaluation of the strategic plans in support of the overall mission of the Fund.
      2. Implement measures towards customer satisfaction, treating members fairly and overall good governance.
    2. Technical and Operational Responsibilities
      1. Ensure proper maintenance of pensioners’ records.
      2. Prepare reports for various Board committees, Board of Trustees, and members at the Annual General Meeting (AGM).
      3. Attend to internal and external Audit queries.
      4. Provide input to the annual budget.
      5. Ensure compliance with the Retirement Benefits Act and other statutory requirements.
      6. Implementation of Strategic Objectives, Reports and Audit findings.
      7. Monthly reconciliation of benefits paid to members.
      8. Assist in drafting of new policies and procedures.
    3. Other Responsibilities
      1. Attend meetings with service providers.
      2. Provide data for IAS 19 actuarial valuation to the sponsor.
      3. Other duties as may be assigned from time to time.

    Qualifications

    1. A Bachelor’s Degree in Business Administration (Accounting & Finance) or equivalent.
    2. Professional Accounting qualification(s) such as CPA (K), ACCA or equivalent.

    Work Experience

    A minimum of eight (8) years’ post qualification experience with at least three (3) years as a Pensions Benefits Manager.

    Data Scientist (Assistant Manager)

    Job Purpose

    Reporting to the Manager – Business Intelligence (B.I) & Analytics, the Data Scientist’s role will:

    1. Help to create and maintain a state-of-the art Big Data platform for deep analytics, that will generate business insights in line with the Central Bank of Kenya Mandate.
    2. Consultatively gather requirements by understanding the business challenges attempted to be resolved in reference to the data available and data to be acquired.
    3. Model business problems, discovering insights and opportunities through statistical, algorithmic, machine learning and visualisation techniques, working closely with clients, data and technology teams to turn data into critical information used to make sound business decisions.
    4. Assist in applying data mining techniques and conduct statistical analysis to large, structured and unstructured data sets to understand and analyse different phenomena.
    5. Monitor and optimize performance of developed models by driving experiments, benchmarking, etc.

    Key Duties and Responsibilities

    1. Data
      1. Delve into data from different systems, structured and unstructured, both batch and real time, to discover hidden relationships and useful information.
      2. Assist the gathering of data for use in Data Science models, ensuring that chosen datasets best reflect the organisations goals. Perform data pre-processing including data manipulation, transformation, normalisation, standardisation, visualisation and derivation of new variables/features. Utilize advanced data analytics and mining techniques to analyse data, assess data validity and usability; review data results to ensure accuracy; and communicate results and insights to stakeholders.
      3. Assist various mathematical, statistical, and simulation techniques to typically large and unstructured data sets in order to answer critical business questions and create predictive solutions which drive improvement in business outcomes. Assist analytics and insights across the organisation by developing advanced statistical models and computational algorithms based on business initiatives.
      4. Code, test and maintain scientific models and algorithms and identify trends, patterns, and discrepancies in data and determine additional data needed to support insight. Process, clean and verify the integrity of data used for analysis.
      5. Use data profiling and visualisation techniques using tools to understand and explain data characteristics that will inform modelling approaches. Communicate data information to business with respective stakeholders, presenting trends, correlations and patterns found in complicated datasets in a manner that clearly and concisely conveys meaningful insights and defend recommendations under the supervision of data scientists.
      6. Utilize the appropriate data storage and data mining tools to ensure value can be extracted from the sourced data. Mine data using state-of-the-art methods and enhances data collection procedures to include information that is relevant for building models.
      7. Identify recurring problems and bottlenecks that might be improved, collaborate with System Administration and cross functional teams to impart new technologies in the analytics, infrastructure, or further research into statistical methodology.
    2. People
      1. Provide engagement and drive change through influence and the strategic use of data across the Bank, develop big data and machine learning models for various areas of the business.
      2. Be an analytics subject matter expert, developing and driving adoption of Business Intelligence & Analytics using Big data, ETL and Analytical tools for the business and management information.
      3. Liaise and collaborate with the Data Science Team providing support to stakeholders in the department for its data centric needs. Collaborate with subject matter experts to spot viable use cases, select the relevant sources of information, and translate the business requirements into data mining/science outcomes.
      4. Present findings and observations to the team for development of recommendations.
    3. Product
      1. Support various mathematical, statistical, and simulation techniques to answer business questions within specific areas of focus. Develop modelling solutions that enable the forecast of quality data outcomes.
      2. Ensure that volumetric predictions are modelled so that resource requirements are optimally considered.
      3. Support reporting production and ensure sustainable and effective modelling solutions.
      4. Support and implements operational plans, rules, methodologies and coding initiatives. Support and implement the strategy for deploying into production automation software so that it is accurate and well maintained.
    4. Technology & Architecture
      1. Assist in building machine learning models and utilise distributed data processing and analysis methodologies.
      2. Competent in Machine Learning programming in R or Python, with supplementary skills in Matlab, Java, etc. Familiar with the Hadoop distributed computational platform, including broader ecosystem of tools such as HDFS / Spark / Kafka.

    Qualifications

    1. Bachelor’s Degree in Information Studies, Mathematics, Statistics, Economics, Information Technology, Computer Science, Electrical /Electronics Engineering.
    2. Post Graduate degree in Information Studies, Mathematics, Statistics, Economics, Information Technology, Computer Science, Electrical / Electronics Engineering is an added advantage.
    3. Certifications or professional memberships in any of the following areas:
      1. Proficiency in application and web development.
      2. Structured and Unstructured Query languages e.g. SQL, Qlik/Qlikview, Tableau, Python, C#, Java, C++, HTML.
      3. Completion of online coursework in Data Science, Artificial Intelligence/Machine Learning through Udemy, Coursera, Udacity, edX, etc. is an added advantage.

    Work Experience

    At least 5 years’ relevant work experience with hands on experience in Data Science and Data Analytics.

      7. Hands-on expertise in data manipulation via the use of structured data tools (e.g., SQL), & unstructured data tools and platforms (e.g., Spark, Hadoop, Hive, etc.), with capability to do exploratory analysis on both sets of data
      8. Experience with data visualisation tools, such as Power BI, Tableau, etc.
      9. Knowledge of Database query writing and reporting tools such as SQL Reporting, SQL Developer, Excel, Toad etc.
      10. Experience with System Development Lifecycle and IT best practices and Change Management principles.

    Property Manager

    Job Purpose

    Reporting to the Pensions Administrator, the Property Manager has full responsibility of managing daily operations of the Portfolio of CBK Pensions Fund Properties comprising of Commercial and Residential Properties.

    Key Duties and Responsibilities

    1. Strategic Responsibilities
      1. Active participation in the development, implementation and execution of strategic plans in support of the Corporate strategy.
    2. Technical and Operational Responsibilities
      1. Supervising the ongoing construction works and making regular site visits to monitor progress through attendance of monthly site meetings and inspections.
      2. Liaising and co-ordinating with project consultants on project implementation schedules.
      3. Evaluating of payment certificates for work-in progress for payment.
      4. Drafting, reviewing and sending out Tenders for service providers and repair works.
      5. Supervise technical repair works on Fund properties.
      6. Prepare technical reports on ongoing projects and properties for Investment Committee Meetings and Board of Trustees meetings.
    3. Marketing/Leasing
      1. Negotiate lease terms and preparation of Letters of Offer, follow up with Legal Division on preparation of lease documents.
      2. Marketing vacant apartments to achieve good occupancy levels.
      3. Perform tenant screenings.
      4. Preparation of market surveys, through rental assessments.
      5. Ensure consistent application of property rules and regulations and adherence to lease terms and conditions by all tenants.
      6. Supervision of maintenance and all service providers including any contract or temporary personnel working at the property to ensure quality of service and works carried out.
      7. Liaison with letting agents where there are voids.
    4. Financial
      1. Ensure that rent is reviewed on due date as per lease agreement.
      2. Follow up on collection of all rent/ service charge deposit and accurate records update.
      3. Review accounts with arrears on monthly basis and determine necessary course of action to collect outstanding balances in consultation with the Administrator.
      4. Preparation of the annual Budget for the Property Section and adherence within the budget during the fiscal year.
      5. Ensure proper record management of all tenants’ data and payments (rent deposit & utilities) received.
      6. Follow up on audit and payment of excess service charge by tenants.
    5. Administrative
      1. Ensure consistent application of property rules and regulations and adherence to lease terms and conditions by all tenants.
      2. Maintain cordial relationship with tenants and service providers.
      3. Preparation of service contracts in liaison with Legal Services Division.
      4. Valuation of the properties in liaison with Property Valuation firms.
      5. Preparation of Board of Trustees / Executive Committee papers on projects and property for presentation.
    6. Procurement
      1. Ensure compliance to the Public Procurement and Asset Disposal Act 2015, Regulations, Manuals and Circulars from PPOA & National Treasury.
      2. Coordinate Tender Opening and Evaluations.
      3. Facilitate tender and contracts management including management of supplier relationships and ensure supplier performance monitoring and evaluation.
      4. Plan and facilitate Disposal of obsolete, unserviceable assets.
    7. Other Responsibilities
      1. Signatory and approver of payments for the Pension Fund.

    31. Assisting the DC Pension Scheme on property issues.

    Qualifications

    1. A Bachelor of Arts Degree in Land Economics, Real Estate or its equivalent.
    2. Post Graduate diploma in Estate Management.
    3. Membership of relevant institute, e.g. Institution of Surveyors of Kenya (MISK).

    Work Experience

    A minimum of eight (8) years’ post qualification experience with at least three (3) years as a Property Manager.
