    Senior Associate, Survey Programming (SurveyCTO)

    KEY RESPONSIBILITIES

    Survey Design & Programming (35%)

    • Translate paper-based/draft instruments into fully-programmed, logic-driven digital forms; primarily in SurveyCTO with robust skip patterns, relevance/constraint logic, validations, calculations, case management, and multi-language versions.
    • Design forms for offline data collection in low-connectivity field environments (repeat groups, roster/loop structures, geopoint/media capture), and translate program indicators into precise, coded survey questions while working with MERL and Programs teams.
    • Skilled in questionnaire design using tools such as Google Forms, particularly for rapid surveys and qualitative data collection.

    Data Quality, Testing & Piloting (20%)

    • Conduct rigorous dummy-data testing, dry runs, and piloting of every form before deployment; build data-quality checks (range, consistency, duplicate, GPS/time) within the survey and at data review.
    • Troubleshoot and resolve form- and server-level errors quickly during active data collection to minimize disruption to fieldwork.

    Indicator Alignment & MERL/Programs Collaboration (15%)

    • Work with the Business Analytics Manager, MERL, and Programs teams to clarify indicator definitions and ensure they are correctly operationalized in survey tools; maintain codebooks, data dictionaries, and naming conventions.
    • Support survey sampling logic and case assignment design where relevant (e.g., CommCare case management for longitudinal/beneficiary tracking).

    Server & Platform Administration (15%)

    • Manage SurveyCTO server console(s) form deployment/versioning, user/role management, dataset publishing, server-side data checks, and monitor data collection dashboards in real time, flagging anomalies to field teams.
    • Maintain secure including controlled access to forms, organized form/dataset repositories and support integration of survey data into downstream reporting and analytics pipelines.

    Training, Documentation & Continuous Improvement (10%)

    • Train Programs/MERL staff on tool usage and troubleshooting; maintain documentation of survey logic, version histories, and SOPs.
    • Stay current with SurveyCTO best practices and recommend improvements to tools and workflows.

    Analytics Support (5%)

    • Support the Analytics & Research team with data cleaning, analysis, and reporting using Excel, Stata, Python, R, or similar tools to support program learning and decision-making.

    Requirements

    WHO WE ARE LOOKING FOR

    • Education: Bachelor's degree required; a degree in Statistics, Computer Science, IT, Data Science, M&E, or Social Sciences will be highly considered.
    • Experience: 4+ years in survey programming/digital data collection, ideally within an M&E, research, or international development context.
    • Survey Platforms: Experience coding surveys in SurveyCTO strongly preferred; candidates with ODK, KoBoToolbox, or CommCare experience are also encouraged to apply.
    • Technical Skills: Strong command of form logic (relevance, constraints, calculations), XLSForm structure, repeat groups/case management, and multi-language form design.
    • Data Handling: Proficiency in Excel/data-cleaning tools; ability to export, review, and quality-check datasets from digital surveys.
    • Data Analysis: Basic to advanced skills in data analysis using tools such as Excel, Stata, Python, R - among others
    • MERL Literacy: Working understanding of indicators, logframes/results frameworks, Theory of Change (TOC), and how survey design affects downstream data quality.
    • Attention to Detail: A meticulous, quality-first approach to form testing, logic-checking, and troubleshooting under field deadlines.
    • Collaboration: Proven ability to work closely with MERL and Programs teams including remote/cross-country teams.
    • Languages: Fluency in English required; French is an added advantage given our operations in Chad.

    Data Engineer

    KEY RESPONSIBILITIES

    Pipeline Development and Maintenance (40%)

    • Build, maintain and operate reliable, auditable data pipelines integrating approved enterprise, lending, programme, survey and external data sources, within the platform architecture set by the Senior Data Engineer.
    • Keep all loads idempotent and checkpointed, so an interrupted run resumes rather than restarts, and document every pipeline as code alongside the pipeline itself.
    • Enforce column-level minimization at ingestion: personal data that no downstream model needs is never ingested.
    • Apply the platform's reusable integration patterns when onboarding new sources, and flag where a pattern does not fit rather than working around it silently.

    Data Quality and Reliability (30%)

    • Implement tests, contracts, and freshness checks for the pipelines you own, feeding the promotion-blocking quality gate: when a check fails, downstream publication halts and someone is alerted, by design.
    • Monitor the health, performance and cost of your pipelines through the platform's observability and alerting, and respond to incidents within agreed SLAs/SLOs.
    • Participate in root-cause analysis for pipeline and gate failures, and contribute short, blameless written causes and fixes.

    Entity Resolution and Integration Support (15%)

    • Implement components of the client entity resolution layer to the Senior Data Engineer's design, including matching logic, survivorship rules, and the auditable record of merge decisions.
    • Investigate unresolved or conflicting matches and surface them with evidence, rather than silently picking one.

    Governance, Security and Collaboration (15%)

    • Apply the technical controls required by Inkomoko's Data Governance Framework in the pipelines you build, including classification, access, lineage, retention, encryption, minimisation and auditability.
    • Work within the platform's data protection controls, aligned with the data protection laws of the jurisdictions we operate in; access administration is centrally managed and this role works inside it, not above it.
    • Collaborate with Technology Enablement, Product and Innovation, MERL and business system owners on source-system changes and data dependencies affecting your pipelines.
    • Engage actively in mentorship: structured code review, pairing, and a written growth plan with the Senior Data Engineer.

    Requirements

    WHO WE ARE LOOKING FOR

    • Education: Bachelor's degree in Computer Science, Engineering, Statistics, or a related field; equivalent demonstrated experience considered.
    • Experience: 2 to 4 years in data engineering or backend engineering with substantial data work, in a production environment.
    • Programming: strong Python and SQL; you write pipelines as software, with tests, not as scripts.
    • Databases: solid PostgreSQL; exposure to SQL Server is a plus.
    • Transformation and orchestration: hands-on dbt experience and familiarity with a modern orchestrator; Dagster preferred, Airflow background welcome.
    • Data movement: working understanding of incremental and idempotent load patterns; familiarity with Kafka and Spark is a valued plus, not a requirement.
    • Engineering practice: Git discipline, CI/CD, and containerization (for example Docker) as daily habits; documentation you would want to inherit.
    • Data protection: awareness of handling sensitive personal data responsibly; experience with regulated, financial, or humanitarian data is a strong plus.
    • Growth: evidence that you seek and act on feedback; this role comes with structured mentorship, and we are looking for someone who will use it.
    • Communication: ability to explain what a pipeline does, what broke, and what you changed, clearly and in writing.
