    Director, Corporate Services

    Job Grade: PC 2 (Ref. PC/DCS/05/2022)

    Reporting to the Executive Director/CEO, the successful candidate will be responsible for providing strategic leadership and advice to ensure optimal
    utilization and management of the Commission’s resources in functional areas of Finance, Human Resources Management & Administration, Corporate Communications and Information & Communication Technology.

    Other key responsibilities include: -

    • Provide strategic financial advice, insight, and analysis to the Executive Director/ Chief Executive Officer (ED/CEO), Senior Management Team, Commission Members, and the Strategy, Finance and Audit Committee;
    • Oversee the implementation and updating of all necessary accounting practices;
    • Analyze and make recommendation related to all major financial and business decisions;
    • Overseeing the forecasting and planning of Finance, Human Resource Management & Administration, Corporate Communications and ICT needs in order to achieve strategic objectives of the directorate.
    • Overseeing the implementation of Finance, Human Resource Management, Corporate Communication and ICT Regulations and Circulars as issued from time to time by Government
    • Developing, reviewing and implementing administrative policies, strategies and programmes within the Directorate;
    • Overseeing preparation, implementation and monitoring of the Budget; Managing of the Commission’s financial investment and assets;
    • Overseeing the overall administration, planning, coordination and execution of all IT functions;
    • Ensuring the preparation and interpretation of financial statements, management accounts and reports;
    • Coordinating general administrative services of the Commission and ensuring prudent utilization of resources;
    • Providing leadership in the Human Resource Management including succession management and Administration function of the Commission;
    • Spearheading change management programmes in the Commission;
    • Superintend risk management and Business Continuity Management of the Directorate;
    • Ensuring Compliance with Statutory obligations;
    • Liaising with The National Treasury on all financial related matters.
    • Supervision, mentoring and coaching Directorate staff;

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this grade, a candidate must have: -

    • Master’s Degree in either: Business Administration, Finance, HRM, ICT, Public Relations, Public Administration or any other equivalent from a recognized institution;
    • Bachelor’s Degree in any of the following: Commerce, Business Administration, HRM, Finance or Accounting, ICT or any other equivalent qualification from a recognized institution;
    • Have 12 years’ cumulative relevant work experience, five (5) of which should have been at senior management level in a reputable institution; Leadership course lasting not less than four (4) weeks from a recognized institution;
    • Membership to a relevant professional body;
    • Demonstrate competence in work performance;
    • Proficiency in computer applications;
    • Ability to work with and supervise multigenerational staff; and
    • Fulfil the requirements of Chapter Six of the Constitution.

    TERMS OF SERVICE AND REMUNERATION

    The Director, Corporate Services shall serve the Commission for a term of five (5) years renewable once subject to satisfactory performance. An attractive remunerative package, commensurate with qualifications, experience and responsibilities and in line with Government guidelines will be offered to the successful candidate.

    Corporation Secretary & Director Legal Services

    Job Grade: PC 2 (Ref. PC/CSDLS/05/2022)

    Reporting to the Executive Director/CEO, the successful candidate will be responsible for the provision of Board secretariat services and advise the Privatization Commission on legal and governance matters. 

    Other key responsibilities include: -

    • Providing legal advisory services to the Commission and Management through interpretation of relevant legislations and policies;
    • Providing Board secretariat services on behalf of the Executive Director/CEO;
    • Advising the Board on the best corporate governance practices;
    • Coordinating Board Evaluation and Governance audits;
    • Ensuring that Legal Compliance Audit is carried out;
    • Coordinating the development of draft guidelines to be issued under the Privatization Act and coordinating review of the Act;
    • Coordinating and ensuring adequate legal representation of the Commission in courts or other judicial authorities either through the Office of the Attorney General and Department of Justice or use of external lawyers appointed by the Commission;
    • Drafting, vetting and reviewing Contracts, leases, Service Level Agreements, Memorandum of Understanding and other legal documents to ensure compliance to statutory requirements and the Commission’s policies; and
    • Custodian of the common seal and be accountable for its use.

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this grade, a candidate must have: -

    • Master’s Degree in Law or relevant field from a recognized university.
    • Bachelor’s Degree in Law from a recognized university;
    • Postgraduate Diploma in Law from Kenya School of Law;
    • Advocate of the High Court of Kenya;
    • Member to the Law Society of Kenya in good standing; Current practicing Certificate;
    • Member, Institute of Certified Secretaries of Kenya (ICSK) in good standing;
    • Leadership course lasting not less than four (4) weeks; and
    • Experience of not less than twelve (12) years, five (5) of which must be in senior management.

    Director, Transaction Services

    Job Grade: PC 2 (Ref. PC/DTS/05/2022)

    Reporting to the Executive Director/CEO, the successful candidate will be responsible for the management and implementation of Privatization proposals
    in accordance with the Privatization programme and assisting the Executive Director/CEO in leading Privatization transactions. 

    Other key responsibilities include: -

    • Advising management on all issues relating to transaction;
    • Ensuring all policies and strategies relating to transaction are in place and complied with;
    • Development of detailed proposals on privatization;
    • Advising on all Competencies and skills necessary for making and implementing specific proposals for privatization;
    • Overseeing the development of Terms of Reference for the Request for Proposal for provision of consultancy services;
    • Advising on estimated costs of implementing the proposed privatization;
    • Ensure development of specific privatization proposal for consideration by the Privatization Steering Committee;
    • Ensure Drafting of Cabinet Memorandum on privatization proposals for submission to the Cabinet Secretary, The National Treasury and Planning;
    • Approval of work plans for proposed privatizations;
    • Ensure compliance with all relevant laws in carrying out the proposed privatization and identification of written laws that may need to be repealed, amended or enacted as necessary;
    • Advise on how Kenyans are to be encouraged to participate in the transaction;
    • Oversee the preparation of the draft Sessional Papers to submit privatization proposals approved by the Cabinet to the National Assembly;
    • Convene relevant Stakeholder consultation and workshops;
    • Provide Secretariat services to the Technical and steering committees;
    • Ensuring the departmental targets, work plans and budget are approved;
    • Ensure appraisal of the directorate staff; and
    • Mentor and coach staff in the directorate.

    REQUIREMENTS FOR APPOINTMENT

    For appointment to this grade, a candidate must have: -

    • Master’s Degree or equivalent qualification from a recognized institution;
    • Bachelor’s Degree in any of the following disciplines; Finance, Accounting, Economics, Strategic Management, Actuarial Science, Engineering or equivalent qualifications from a recognized institution;
    • CPA (K), CFA or equivalent professional qualification and membership of relevant professional bodies;
    • Leadership course lasting not less than four (4) weeks;
    • At least twelve (12) years’ work experience, five (5) of which must be in senior management;
    • Demonstrated results in work performance;
    • Proficiency in computer applications; and
    • Fulfil the requirements of Chapter Six of the Constitution of Kenya, 2010.
