    Adaptation Monitoring And Review, Knowledge Management And Technical Advisor

    Expected duration

    • 15 months

    Duties and Responsibilities

    The individual consultant in Adaptation Monitoring and Review, Knowledge Management and Technical Advice will:

    •  Adaptation Monitoring and Review Organizational recruitment services

    Liaise with research partners to:

    • review and identify gaps in existing monitoring and evaluation systems (for example, the Environment and Natural Resources sector -Management Information System (ENR-MIS / RBM system of the Ministry of Environment (MoE))
    • identify additional relevant indicators for the monitoring of adaptation outcomes.
    • Develop a framework on adaptation indicators, targets and means of verification that have been used in the country and are aligned to the GGA framework.
    • Develop guidelines and training material for the application of the national adaptation monitoring and reporting framework by technical staff in sector ministries, ministry of planning and finance, national bureau of statistics and other relevant national and subnational institutions, based on the current government monitoring frameworks.
    • Align all adaptation indicators in the updated Nationally Determined Contribution (NDC) for Rwanda with ENR-MIS /RBM system and the adaptation monitoring framework compiled above.
    • Clearly define responsibilities and roles for the monitoring of the adaptation indicators defined under ENR-MIS system including any additional ones.
    • Work with relevant productive and development sectors towards the effective mainstreaming of climate adaptation metrics, agreed indicators and targets performance frameworks.
    • Facilitate the mainstreaming of outcome-level performance indicators developed above into sectoral monitoring frameworks and the performance framework used by MINECOFIN, by proposing revisions and/or additions to existing outcome-level indicators so that the assessment of efficiency and effectiveness of climate expenditures is facilitated.

    Project technical advice

    • Undertake technical review and provide quality assurance of project outputs (e.g., technical reports, studies and assessments).
    • Support in the preparation of the annual Project Implementation Reports (PIRs) and Half-Yearly Progress Reports (HYPRs).
    • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.
    • Provide overall technical backstopping support for the project.
    • Provide advice on best suitable approaches and methodologies for the timely achievement of project targets and objectives.
    • Support knowledge management, communications and awareness raising activities, and documentation of lessons from project implementation.
    • Assist the PM in planning the implementation of project activities, and in adjusting the project Results Framework, Work Plan and Budget as required and in line with corporate requirements.
    • Assist in strengthening the technical quality of project M&E systems (including AWPs, indicators and targets).
    • Where requested, advise the PM in liaison work with project partners, donor organizations, NGOs and other groups to ensure the effective coordination of project activities.
    • Support the generation of reports to the Project Steering Committee (PSC) and provide professional inputs to management reports, including relevant sections of the annual PIR reports to the donor.
    • Provide advice to the Project Steering Committee and the UNEP Task Manager, as needed. The consultant will report to the CCAU Chief of Unit

    Qualifications/special skills 

    • At least a Master's degree in climate change; environmental science, planning or management; disaster risk management; natural resources management; knowledge management; or project management is required.
    • A first level university degree (bachelor or equivalent) with two (2) additional years of professional experience will be accepted in lieu of a Master's degree A minimum of two (2) years’ experience in a senior technical position for planning and management of climate change; environmental; and/or natural resources management programs in developing countries is required.
    • Solid technical knowledge of climate change adaptation planning; monitoring and evaluation; knowledge management; ecosystem-based adaptation approaches; and climate risk management is required.
    • Previous similar experience in provision of technical support to complex internationally funded multilateral projects is required.
    • Experience of GEF and/or GCF projects is desirable.
    • Previous work experience in providing technical support to governments in Rwanda or East Africa is desirable

    Technical Consultant (Integrated Management of Marine and Coastal Resources of the Northern Mozambique Channel (NoCaMo)

    Duties and Responsibilities

    • Lead in the implementation, delivery of outputs of the project and support regular monitoring and reporting of all NoCaMo project activities.
    • Undertake delivery of assigned technical outputs and coordinate delivery of project outputs by project partners.
    • Review technical reports and knowledge products as developed by implementing partners.
    • Collate all project outputs, briefs, publications, lessons learned and best practices and prepare them for uploading on NOCAMO project page in the Nairobi Convention website.
    • Analyse reports and outputs on marine spatial planning within the NoCaMo project countries including emerging trends, risks and opportunities from reports and deliverables under Component 2 and 3 of NoCaMo project that are relevant to integrated marine and coastal management in the Northern Mozambique Channel countries
    • Prepare statistics and visualizations of the outputs of NOCAMO project and knowledge products for wide dissemination through the Nairobi Convention clearinghouse.
    • Prepare a sustainability strategy for NOCAMO project through two concepts and two proposal to facilitate upscaling of the project; demonstrate linkages between NOCAMO project and the Convention’s Programme of Work 2025-2028, including other Nairobi Convention projects and partner initiatives.
    • Prepare technical and final progress reports for the NOCAMO Project as required in the main project document
    • prepare technical progress reports for assigned outputs and compile progress reports provided by Partners for regular reporting to donor
    • Prepare final report of NoCaMo project covering achievements, outputs, outcomes, challenges, lessons learned, and potential technical, scientific and policy recommendations.
    • Map linkages on MSP work done under NOCAMO and proposed MSP work under SWIOP and contribute to the development of the SWIOP workplan.
    • Set up a programme for implementation of MSP work under the SWIOP

    Qualifications/special skills

    • Academic qualifications: Advanced university degree (master’s degree or equivalent) is required in Marine Sciences, Environmental Sciences, Natural Resources Management, Ecology, Ocean Governance, or similar disciplines.
    • A minimum of 5 years of relevant progressive experience in integrated marine and coastal management and familiarity with Marine Spatial Planning processes.
    • Strong technical expertise in marine and coastal project management, preferably in a regional context is required Demonstrated experience in organizations with a mandate or relevancy to the marine and coastal environments or a related area is required.
    • Experience working on coastal and marine environment issues in the WIO region is desired.

    Consultant_ Implementation of the Swiss Bankers Card Closure – Funds Reconciliation & Refund Process

    Duties and Responsibilities

    • Support UNEP’s Corporate Services Division (CSD) in managing the end-to-end operational workflow associated with the Swiss Bankers (SB) card closure, focusing on data validation, financial coordination, and multi-office engagement. The contractor will consolidate all SB cardholder information, ensuring accurate matching of participants to meetings and responsible offices, while verifying card details, balance amounts, cluster categories, and resolving any discrepancies through systematic follow-up, prioritizing high-value cases as necessary.
    • The consultant will coordinate closely with UNEP offices by preparing and transmitting office-specific participant lists and maintaining continuous communication to monitor their outreach progress. They will support offices in gathering and validating banking details, confirming participant identity, and ensuring accurate data entry into Umoja. A centralized tracking system will be maintained to reflect real-time updates on participant contact, document completeness, and refund readiness across all divisions.
    • Support financial processing, the consultant will prepare grant allocation sheets, ensure proper referencing of participant balances, and maintain oversight of refund workflows including the assignment of unique transaction reference identifiers. They will liaise with UNON to prepare consolidated refund memos, track refund execution, validate bank transfers, and resolve issues as they arise.
    • Throughout the assignment, the consultant will reconcile grant allocations against processed refunds, identify variances, prepare periodic progress updates, and compile a final closure report detailing outcomes, variances, unresolved cases, and recommendations for future exercises. All responsibilities will be carried out in compliance with UN financial rules, audit requirements, and UNEP procedures.
    • The consultant will also manage special cases including incomplete banking details, disputed balances, and unidentified claims, escalating them to CSD when necessary. Confidentiality, accuracy, and timely processing will be maintained throughout to ensure an accountable and smooth closure of the Swiss Bankers card reconciliation.
    • The consultant may, on an ad hoc basis and if requested, be asked to carry out additional tasks.

    Qualifications/special skills

    • A master’s degree in finance, accounting, business administration, or a related field is required.
    • A bachelor’s degree in a relevant field, combined with two additional years of qualifying experience, may be accepted in lieu of the master’s degree.
    • Minimum 2 years of experience in financial reconciliation, accounting, or similar functions is required. Experience in UN financial systems (Umoja/SAP) is highly desirable
