    Senior Monitoring and Evaluation Officer

    About Tujenge Jamii Project

    The Tujenge Jamii project is a five-year USAID funded service delivery project, providing HIV care and treatment, as well as services in the area of family planning/reproductive, maternal, newborn, child, and adolescent health (FP/RMNCAH), nutrition, and water, sanitation, and hygiene (WASH).  The project is focused on increasing the use of county-led health and social services in four counties in Kenya, namely Baringo, Laikipia, Samburu and Nakuru.  

    Program Objectives:

    • Increased access and demand for quality HIV prevention services;
    • Increased access and demand for quality HIV treatment services;
    • Increased access and demand for quality FP/RMNCAH, nutrition, and WASH services;
    • Strengthened capacity of county health systems, local partners, and communities to deliver quality health services.
    • We are seeking to recruit a dynamic, mature and result-oriented individual to fill the position of a Senior Monitoring and Evaluation Officer within the project.

    Job Description

    • Support in the design, development and use of data capture tools and user guides to meet project requirements with a view to minimizing the data collection and reporting burden for implementing partners.
    • Support the development of necessary documentation and provide support to all project and implementing partner staff to understand project reporting requirements and indicator definitions.
    • Develop and oversee implementation of an archiving system for all program and research-related data and files.
    • Monitor the use of data quality assessment tools by project and implementing partner staff.
    • Provide assistance to technical teams to develop data analysis and use plans.
    • Assist in routine and ad hoc data analysis and interpretation using various statistical and database packages and appropriate presentation formats.
    • Develop/review Standard Operating Procedures for M&E Officers for field visits and provide technical assistance to implementing partners.
    • Monitor use of standard operating procedures for field visits by M&E Officers and document the process.
    • Monitor the quality of data and assist in developing data quality products such as bulletins and reports.
    • Conduct routine data quality assessments on program databases and provide ongoing support to implementing partners to do the same.
    • Assist in writing the M&E quarterly report.
    • Assist in project evaluations and research activities.

    Qualifications

    • A Master’s degree in Demography, Public health, Bio statistics or a related field with at least 5 years’ experience in monitoring and evaluation (M&E) of USAID funded or HIV/AIDS projects or a BA/BSc with 7 years of experience in M&E.
    • Experience in data management and knowledge in best practices in data management.
    • Demonstrated experience with National Health Management Information Systems and electronic medical records system.
    • Experience in capacity building of partners in monitoring and evaluation.
    • Experience in data analysis and presenting statistical reports particularly involving HIV/AIDS data to different audiences.
    • Working knowledge of USAID/PEPFAR/GOK reporting systems and requirements.

    Job Description

    1. Oversee the procurement activities for the project.
    2. Provide guidance and advice to staff on policy issues related to procurement and contracting.
    3. Ensure duties and VAT exemptions applications are done by providing pro-forma invoices for all vatable procurement activities.
    4. Manage and ensure that all satellite office supplies are adequate and delivered on time.
    5. Ensure that materials and equipment are procured, delivered and distributed accordingly.
    6. Ensure adherence to standard procurement operating procedures.
    7. Liaise with finance, senior management and programs to ensure integrated internal controls, timely payment of vendors and ensuring full auditable support documentation.
    8. Develop and manage the Tujenge Jamii purchasing policies, procedures, standards, and strategies in order to ensure process transparency, fairness, impartiality, and confidentiality.
    9. Ensure the adequacy of specifications for purchasing purposes.
    10. Negotiate major purchases, develop blanket or master agreements with suppliers, and engage in all aspects of contract management.
    11. Evaluate cost and quality of materials, equipment, products, or services.
    12. Manage purchase requisitions/orders.
    13. Review records of materials, equipment, products, or services ordered and received.
    14. Analyze market and delivery systems to assess present and future material availability and alternative sources of supply.
    15. Supervise general support services, ensuring general cleanliness and maintenance of the offices.
    16. Oversee motor vehicle maintenance and repairs.
    17. Ensure that the inventory listing is updated on a regular basis and inventory report prepared.
    18. Ensure effective implementation of the Tujenge Jamii administrative procedures.
    19. Accurate and timely reporting of the projects procurement spend.

    Qualifications

    1. A Bachelor’s degree in a Purchasing and Supplies Management or its equivalent.
    2. A be a member of KISM or CIPS in good standing.
    3. At least 5 years’ experience in a busy procurement environment, preferably NGO.
    4. Strong knowledge of procurement methods and procedures.
    5. Working knowledge of USAID rules and regulation on procurement and administrative services practices.

    • Assist teams with queries in respect of financial issues related to their functions.
    • Prepare supporting documentation for internal and regulatory audits relating to the project.

    • Review of monthly bank reconciliation statements
    • Review of transactions and supporting documents before postings are made by Finance Manager
    • Training and capacity building of partners who are recipients of project funds in order to improve their accounting and internal control processes
    • Implementation of control recommendations made by compliance department
    • Assist the Finance & Administration Manager to prepare project budgets and monitor variances against budget.
    • Assist the Finance & Administration Manager to prepare annual, quarterly, monthly and any ad hoc financial and accrual reports to USAID.

    Qualifications

    • A Bachelor’s degree in Business Administration, Commerce or other related field
    • Minimum of six years’ experience in Accounting/ Finance
    • Professional accounting qualification (CPA/ACCA)
    • Experience with SAP EPR is an added advantage

    Job Description

    1. Timely requisitioning of petty cash at field level and ensuring reimbursements and done
    2. Ensuring completeness of all petty cash vouchers: proper back up, complete approval by relevant officers, continuous referencing and accuracy of the figures.
    3. Managing program advances in the county offices
    4. Maintaining well-updated and accessible finance files at field level including retirement returns, petty cash and cash reconciliations.
    5. Support program staff in making cash payments for meetings and workshops
    6. Ensuring program staff and county officials account for advances in a timely manner.
    7. Preparation of monthly bank reconciliation statements.
    8. Downloading and validating transactions processed through the Mpesa platform
    9. Assist Finance Officer in preparation of supporting documentation for internal and regulatory audits

    Qualifications

    1. Degree in Commerce/Business Accounting
    2. At least CPA part I or II
    3. Minimum 1-3 years of progressive working experience in similar environment with adequate exposure to project accounting, financial management including budgeting, grants and contracts
    4. Understanding of finance records reconciliations
    5. Must have demonstrable hands-on experience with an accounting system

    3. Facilitate work of Continuous Quality Improvement teams to improve processes of care for better health outcomes.
    4.  Intersect with other county departments which have an impact on health sector for coordination and leverage
    5. Qualifications
    6. A Master’s Degree in any health sciences, health policy, health sector development, public health or related field.
    7. Minimum five (5) years of relevant professional experience managing and implementing health systems strengthening programs or program management, and supervising health systems activities and teams.
    8. Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
    9. Understands county governments structure and is able to work with different county departments for leverage

    4. Prepare laptops for deployment and provide training.
    5. Assist in supporting and training company users about online communication services and client hardware and software operating environments.

    Qualifications
