    IPMR Individual Contractor

    Duties and Responsibilities
    The contractor will be engaged to provide:
    Instant feedback to UEP’s staff members through ongoing support to the technical helpdesk:

    • Collect, analyze and summarize information and facilitate discussion with UNEP IPMR focal points on technical questions and answers related to IPMR and respond to divisional, regional, MEA’s and GEF/GCF’s concerns.
    • Ensure that crucial Q&A are integrated in tailored training sessions and into the preparation of presentation and/or training material, talking points, briefing notes and revisions of manuals.
    • Support the weekly coordination meetings of IPMR Focal Points and Change Champions.

    Support the data quality assurance process:

    • Collect, analyze and summarize information that is required to ensure data quality assurance. (i) Support the identification of information and data needs, (ii) Support the data control process to ensure qualitative progress reporting (iii) Prepare presentation material and training material on data quality assurance.

    Support the change management process:

    • Facilitate discussion with and build capacity of the UNEP IPMR focal points on how to report in IPMR for the different project types:
    • Prepare presentation material, and lead/support discussion and training sessions to train the IPMR focal points and build their capacity as trainer for the IPMR change champion and end user.
    • Support regular corporate communication and awareness-raising on IPMR through UNEP’s intranet and other internal platforms

    The Individual Contractor will report to the Programme Officer, Strategic Planning Unit, Policy and Programme Division.

    Qualifications/special skills

    • High school diploma or equivalent is required. Supplemental training in business administration, information technology, project management, finance/accounts, communication or related area, is desirable.
    • A minimum of five (5) years relevant work experience in data and project management is required.
    • Experience in the use of an Enterprise Resource Planning (ERP) system is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required.

    Air Quality Expert

    Duties and Responsibilities
    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. Headquartered in Nairobi, Kenya, UNEP has a network of country and regional offices facilitating the relevant country and regional processes and coordinating coherent delivery of UNEP’s programme aimed at addressing the causes of climate change, nature and biodiversity loss, and pollution through seven interlinked sub-programmes for action that include: Climate Action, Chemicals and Pollution Action, Nature Action, Science Policy, Environmental Governance, Finance and Economic Transformations and Digital Transformations. The post is located in the UNEP Africa office. The incumbent will work under the direct supervision of the Regional Sub - Programme Coordinator for Environment Under Review who is the designated Project Coordinator and perform the following duties:

    • To build a Community of Practice (CoP) to advance action and use it to deliver training and address gaps on air pollution in the Southern African region, building on the ongoing activities of UNEP and CCAC in the region that support national governments, strengthen capacity among experts, practitioners and stakeholders and drive collaborative action for air quality in key sectors and across national boundaries.
    • To strengthen air quality monitoring, data management, emission inventories and applications in the region to achieve the expected results through provision of training, data management and support, as well as integration of the Africa Integrated Assessment’s recommendations into national planning.
    • To support development of robust air quality management frameworks across all scales, and clean air solutions, that are adopted and implemented, building on the CCAC SNAP Initiative, Africa Integrated Assessment, African Union Air Quality Framework and the regional air quality framework agreement to support the 12 target countries.

    Qualifications/special skills

    • Advanced University degree in information management, environmental assessment or environmental sciences is required. A relevant first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • A minimum of 5 years of experience in environmental information systems management, multilateral environmental agreements (MEAs), state of environment reporting, and in using environmental data and indicators is required. Knowledge of the air quality assessment and monitoring processes is an advantage.
    • Knowledge of national, regional and inter-governmental organizations, processes and operations is an advantage. Strong analytical and writing skills are required for this position, as well as experience in facilitating meetings and workshops involving a wide range of stakeholders including government officials.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN languages is also desirable.

    Expert for Verification of HCFC consumption in Tanzania and Zambia

    Duties and Responsibilities

    • UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development with the United Nations system and serves as an authoritative advocate for the global environment.
    • UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP’s OzonAction’s Compliance Assistance Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fund’s Executive Committee. At the same time, the global programme management services ensure that the Executive Committee receives timely, accurate, relevant and highquality project proposals, financial and substantive reports, and information about the implementation of actions on the ground.
    • At the 91st Meeting of the Ex-Com in December 2022, the Ex-Com approved funding for conducting verification of national HCFC consumption for 2019-2022 as part of the activities for the implementation of HPMP in 2019, 2020, 2021 and 2022 of Tanzania and Zambia (URT/PHA/91/TAS/45; ZAM/PHA/91/TAS/45)
    • These approved projects are for UNEP to implement, and it is separate from Zambia’s, and Tanzania’s HPMP project. The Ex-Com further decided that the verification reports should be submitted 60 days prior to the applicable Ex-Com meeting for which the funding is being requested. The implementation of this verification will be coordinated by Regional Montreal Protocol Coordinator for Anglophone Network, UNEP, Africa Office.
    • This position is located in UNEP Law Division, Africa Office. During the assignment, the consultant will work under the supervision of the Montreal Protocol Regional Network Coordinator of Anglophone Network of Ozone Officers

    Qualifications/special skills

    • Advanced university degree (master’s degree or equivalent) in engineering or environmental science or related area. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advance degree.
    • A minimum of 5 years of progressively responsible experience in engineering, environmental science, or related field
    • Knowledge of technical issues of ozone depleting substances, experience in the implementation of Montreal Protocol activities and experience in data collection, review and management at the national level regarding HFCs or related substances is an added advantage.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.
