    Payroll Manager

    WCPSB/002/2021

    Terms of Service: Permanent & Pensionable

    Duties and responsibilities

    • Responsible for the management of integrated personnel and county payroll data system
    • Shall be responsible for the Processing of monthly payroll
    • Ensuring inputs of third party deduction into the payroll
    • Ensuring the correct interpretation and implementation of human resource regulations including pensions, salary administration, labor laws and other statutes that impact on human
    • Conducting regular Payroll Audits

    REQUIREMENTS FOR APPOINTMENT

    County Attorney

    WCPSB/001/2021: COUNTY ATTORNEY J/G T 

    Terms of Service: Six (6) years contract.

    Salaries as per the Salaries and Remuneration Commission (SRC) guidelines

    Duties and Responsibilities

    The County Attorney shall report to the Governor: –

    • Shall be the principal legal adviser to the County Government;
    • Shall attend the meetings of the county executive committee as an ex–officio member of the executive committee;
    • Shall on the instructions of the county government, represent the county executive in court or in any other legal proceedings to which the county executive is a party, other than criminal proceedings;
    • Shall advise departments in the county executive on legislative and other legal
      matters;
    • Shall negotiate, draft, vet and interpret documents and agreements for and on behalf
      of the county executive and its agencies;
    • Shall be responsible for the revision of county laws;
    • May liaise with the Office of the Attorney General when need arises
    • Be responsible for the revision of county laws, policies and coordinate the publication in the relevant Gazette of all Policies, Regulations and Acts of the County Assembly.
    • Shall perform any other, function as may be necessary for the effective discharge of the duties and the exercise of the powers of the County Attorney.

    Requirements for Appointment

    For appointment to this grade, one must;

    •  Be a citizen of Kenya;
    • Be a holder of LLB degree from a reputable and recognised university;
    • Have a postgraduate Diploma in Legal Studies from the Council of Legal Education and be admitted as an advocate of the High Court of Kenya with a current Practicing Certificate;
    • Masters degree from a reputable University will be an added advantage.
    • Be an Advocate of the High Court of Kenya of at least five years standing;
    • Have experience of not less than 10 years in legal field.
    • Meets the requirements of Chapter Six of the Constitution on leadership and integrity.

    Livestock Production Officer

    Audit Committee

    Duties and Responsibilities for the Audit Committee

    •  Evaluate whether processes are in place to address key roles and responsibilities in relation to risk management.
    • Evaluate the adequacy of the control environment to provide reasonable assurance that the systems of internal control are of a high standard and functioning as intended.
    • Perform an independent review of the financial statements to ensure the integrity and transparency of the financial reporting process.
    • Monitor the effectiveness of the County Government’s performance information and compliance with the performance management framework and performance reporting requirements.
    • Evaluate the quality of the internal audit function, particularly in the areas of planning, monitoring and reporting.
    • Engage with external audit and assessing the adequacy of management response to issues identified by audit.
    • Review the effectiveness of how the County Government monitors compliance with relevant legislative and regulatory requirements and promotes a culture committed to lawful and ethical behavior.  

    Requirements and Competencies

    • Be a Kenyan citizen.
    • Bachelor’s degree in any of the following: – Accounting, Auditing, Risk Management, Finance, Economics, Procurement, Human Resource Management, Law or any other related field from a University recognized in Kenya.
    • Possession of a Master’s Degree in any of the above fields will be an added advantage
    • Professional qualifications relevant to their field and be a member in good standing of the relevant professional body e.g. ICPAK, IIA, IHRM, ICPSK, LSK, IEK, CISA, KISM;
    • At least five (5) years professional experience in any of the following fields: –Accounting, Auditing, Risk Management, Finance, Economics, Procurement, Human Resource Management, Law or any other related field at senior management level in a busy, reputable public or private organization;
    • Have a thorough understanding of the relevant legislations, best practices and emerging issues in Accounting, Auditing, Risk Management, Finance, Economics, Human Resource Management, Procurement, Law and other related fields;
    • Have a good understanding of Government operations and financial management system.
    • Be a person of integrity, demonstrated professional competence and strong interpersonal skills.

    Terms and Conditions of Service

    • Members of the Audit Committee shall be appointed for a term of three (3) years on part–time basis and shall be eligible for re–appointment for a further one (1) term only.
    • Be paid allowances at rates determined by the Salaries and Remuneration Commission.

    NOTE: A person shall not be qualified for appointment as a member of Audit Committee if the persons: –

    a) Is present or past employee of the County Government of Wajir.

    b) Have served as an employee or an agent of a business organization which has carried out business with the County Government of Wajir for the last two years;

    Meat Inspectors

    No of Positions: 3

    Duties and Responsibilities

    1. Undertake regular animal meat inspection.
    2. Provide Livestock extension services
    3. Take part in disease control and surveillance
    4. Inspects establishments engaged in slaughtering livestock and processing meat
    5. Examines animal and carcass before and after slaughtering to detect evidence of disease or other abnormal
    6. Determines that ingredients used in processing and marketing meat and meat products comply with standards of purity and grading, and that products are not adulterated or misbranded.
    7.  Inspects processing areas to ensure sanitary conditions are maintained

    Requirements for appointment

    • Certificate in animal health and production or its equivalent and relevant qualification from a recognized institution.
    • At least Six months training in meat inspection form a recognized institution.
