    Data Analyst & Management Officer, SEEDSAT

    SeedSAT is an assessment tool that provides an in-depth country seed system analysis leading to systems modernization and reform, which are required to increase the delivery and use of seed of improved varieties. The assessment uses experts and leverages other organizations in key component areaswho work collaboratively with private sector, governments and other stakeholders to jointly provide specific opportunities to improve their systems through a series of  prioritized options for modernization and reform. This investment proposes to build new capacity at AGRA as an African-led organization, to lead both public and private stakeholders collaboratively through an assessment of functional components required for expanding to a healthy and vibrant seed system.

     

    To support the successful delivery, AGRA is seeking to recruit an experienced and exceptional individual to the role of Data Analyst and Management Officer.

     

    The role will be based in Nairobi, Kenya with travel, approximately 20%.

     

    Role Summary

    Reporting to the Head, Seed Research and Systems Development, the Data Analyst and Management Officer will be responsible for generating information products that guide the seed systems development and other technical teams on potential investment areas and impact levels with respect to the programs’ impact targets. S/he will be responsible for translating technical papers into visualizations that help the teams understand and diagnose issues in the different countries of operation.  With an additional role of a digitalization specialist S/he will design the platform and support the many opportunities for digitizing and managing data generated within seed systems; to interlink the whole process for robustness and interactive networking and data sharing. 

     

    Key Duties and Responsibilities

    • Together with AGRA technical and country teams, work with government, public-private partnerships and private sector to accelerate sustainable expansion of digitalization of the SEEDSAT.
    • S/he will lead the process within AGRA to collect, collate and anchor all seed data and integrate ICT solutions.   Digital services shall comprise seed system elements and processes, information management, data sharing, linkages with stakeholder digital protocols and safety. Solutions will incorporate mobile phone, video, radio, GIS, virtual platforms, remote sensing inventory and seed system management, and other forms of electronic communications.  
    • In close liaison with AGRA Seed and Policy Units, drive digital solutions for analysis, segmenting, and diagnosis of in-depth research and development, seed production, seed regulatory processes, marketing, distribution and policy related issues in seed systems
    • Position AGRA as a Centre of Excellence and leader in seed system diagnosis, identification, delivery, troubleshooting with national, private and non-governmental partners. 
    • Act as AGRA’s liaison for Seed System Digital Partners, as well as agricultural development fora and platforms.
    • Represent AGRA in technology for development forums and workshops and continuously update teams on state-of-the-art solutions and new technologies.
    • Provide strategic input, technical assistance, and in-depth analysis on strategic investments in digital solutions for agricultural transformation in Africa.
    • Identify relationships with important stakeholders and governments within and outside AGRA that are needed to provide input into SEEDSAT data sharing analysis and interpretation
    • Track the performance of SEEDSAT results within AGRA’s Countries of operation
    • Support Collating, cleaning, updating and maintaining detailed progress data emanating from consultancies and AGRA interventions
    • Analyze data and information available and generate summaries that guide future investments in countries
    • Develop appropriate communication products such as PowerPoint presentations, infographics, among other visualizations, and reports that utilize the outcome of the analysis to help inform stakeholders on the performance of AGRA systems interventions, and SEEDSAT interventions
    • Mapping and spatial analysis of SEEDSAT and AGRA grants and outputs
    • Attend to GIS needs within the organization, including close collaboration with Digitization specialist, geo-coding, acquisition of spatial data to produce high-quality maps and maintain geo-databases
    • Identify relationships with important stakeholders and governments within and outside AGRA that are needed to provide input into SEEDSAT data acquisition, analysis and interpretation
    • Communicate with collaborators to provide input into the data acquisition, analysis and interpretation.
    • Undertakes field visits as needed to conduct, supervise or verify data collection
    • Maintains custody of a searchable database with the relevant geo referenced data
    • Coordinate and maintain the knowledge centers in preparations for AGRA Centre for Excellence in Seed Systems CEiSS and priority countries
    • Analysis of data and information available and generate summaries that guide future investments in a manner that is strategic, evidence-based and brings out the risks associated with the different choices as well as mitigation measures.
    • Maintain a database with the relevant data that contains the outcome of the analysis conducted and develop a good working relationship with others within and outside AGRA that are needed to provide input into the data acquisition, analysis and interpretation.
    • Train stakeholders in countries involved in SeedSAT work to collect meaningful data

    Academic, Professional Qualifications and Relevant experience

    • MSc. Computer Science, ICT, programming, systems development, digital entrepreneurships, digital business solutions, or agricultural technology solutions, A strong research, data analysis, Statistical and publications background
    • Strong experience and training in ARC GIS, ARC GIS Online related software.
    • Experience and training in ERDAS Imagine, ENVI, or other remote sensing software desirable.
    • Experience and training utilizing graphic design software (InDesign or eq), desirable
    • Strong background in statistical analysis and interpretation
    • 5 years’ post qualification experience in an agricultural program would be an advantage
    • Excellent data management and analytical skills using various software and statistical packages
    • Experience on the use of GIS and remote sensing software e.g. Arc GIS suite, ERDAS IMAGINE, ENVI, etc.
    • Experience working with ICT solutions, ICT strategies, and analytics, data mining, reporting, analytical, and communications abilities.
    • Understanding of government and private sector ICT policies and governance structures.
    • Experience working within a multicultural environment, as well as the ability to work closely with diverse groups of donors
    • Experience in monitoring and evaluation, design and maintenance of databases and websites.

    Program Manager & Seed Analyst, SEEDSAT

    Role Summary

    Reporting to the Head, Seed Research and Systems Development, the Program Manager & Seed Analyst will be responsible for developing systems requirements, developing design solutions, reviewing solutions and revising design approaches for adequacy, testing and benchmarking solutions against standards, and setting up an efficient process for project management with the key responsibilities of  resolving issues in a timely manner so that the project continues to perform at expected levels. In particular, the Program Manager & System Analyst will be responsible for the routine management and maintenance of the SeedSAT tool; The Program Manager & Systems Analyst will further coordinate and provide oversight over SeedSAT work in all AGRA countries; will supervise  and guide staff including consultants working for SeedSAT project; will ensure that  use of and rights for data sharing of the  SEEDSAT tool  is consistently in compliance with applicable policies, agreements, laws and regulations.

     

    Key Duties and Responsibilities

    • Provide day to day technical support and training on the SEEDSAT IT system.
    • Review adequacy of the SEEDSAT IT system to meet project needs as well as coordinate re-development and enhancements of the SEEDSAT system.
    • Perform data protection and business continuity tasks relating to the system.
    • Support the technical teams in capacity building.
    • Track timeliness and delivery of outputs and activities under Seed System component.
    • Coordination with Country Teams, stakeholders and other relevant partners?
    • Budget tracking, following up on timely reporting, Monitoring and reporting of project Tasks and responsibilities
    • Facilitate preparation of project implementation strategies, annual work-plan and budget.
    • Support and ensure compliance of BMGF technical format, data management and financial reporting.
    • Support the Head of Seed Research and the Head of Policy in technical implementation, team building and management, and provide continuous, effective counterpart support to teams within Program Innovation & Delivery and Policy units.
    • Support incompliance to project delivery, organizing meetings, tracking and documentation.
    • Ensure quality and accurateness in service provision, work with procurement in contracting process, and other procurements, track and flag for action audit queries
    • Develop and maintain financial record system, project database, and operational modalities.
    • Prepare and implement bi-annual procurement plan for approval.
    • Maintain relationship and communication channels with development partners and stakeholders in SEEDSAT.
    • Oversight of knowledge management and dissemination of project outputs and technical products.
    • Coordinate and develop regular operational and financial reports, against targets and deliverables in the results framework, according to format and template agreed by AGRA.
    • Identify relationships with important stakeholders and governments within and outside AGRA that are needed to provide input into SEEDSAT management.
    • Communicates with collaborators to provide input into the data acquisition, analysis and interpretation.
    • Manage sub-contracts overall project implementation.
    • Support governments and seed stakeholders in AGRA countries to implement and make good use of the SEEDSAT tool
    • Assist in developing and reviewing proposals and drafting grant memos for review by Head of Seed Systems with AGRA country teams to assist in the management of contracts or sub-grants.
    • Provide technical backstopping of sub-grants in liaison with AGRA Program Innovation & Delivery teams.
    • Maintain an up-to-date record of technical and financial project reports.
    • Monitor projects implementation progress and do the necessary follow with the sub-grantees.
    • Draft technical and financial reports for the donor for approval by Unit Head.
    • Assist the Grants Unit in making all necessary changes in grant memos and/or contracts/ proposals for review by the Grants Committee.
    • Upon request by the Unit Head, write and disseminate reports of meetings to enhance information flow and sharing among project staff.
    • Assist with research, knowledge management and evaluation activities of the project.

    Academic, Professional Qualifications and Relevant experience

    • Advanced University (Master) degree in Information Systems, Agriculture, Seed Science, Forestry, rural development, natural resource management, business administration, finance or related subject.
    • Minimum 5 years of experience in IT systems development/implementation and project management, preferably in agriculture and related interventions.
    • Proven experience of experience in project management, preferably in seed systems or related sector.
    • Proven experience in engagement and partnership with governments.
    • demonstratable experience in IT systems development and management and projects coordination.
    • Proven leadership skills, communication and coordination skills.
    • Ability to work with multidisciplinary team in multicultural environment.
    • Proficiency in both spoken and written English.
    • Strong inter-personal skills and excellent oral communication skills.

    Procurement Specialist

    Objective of the assignment

    The main objective of this assignment is to provide procurement support including review of terms of references/specifications, preparation of RFPs, coordination of the sourcing process and evaluation of proposals through use of the oracle e-procurement system.

    Scope of Work

    This consultancy assignment will be based in Nairobi, Kenya. The consultant is expected to carry out the following activities:

    A. Prequalification of Vendors

    • The specialists shall support in an ongoing exercise of prequalifying consultants and suppliers for our offices in Nairobi/Kenya, Accra/Ghana, Mozambique, Tanzania and Rwanda.
    • Provide feedback to vendors on the outcome of their prequalification applications and any additional information/clarifications required.

    B. Vendor registration in the e-procurement system

    • The procurement specialist shall provide support in review of vendor details and registration of vendors in the oracle-based e-procurement system.

    C. General support to the Procurement Unit

    • In consultation with the Head of Procurement, the specialist shall review terms of references/specifications, preparation of RFPs, coordination of the sourcing process and evaluation of proposals through use of the oracle-based e-procurement system.
    • Coordinate the responses to procurement inquiries and communicate the result of the evaluation processes to the applicants in a timely manner.
    • Provide advice and on-the-job training for relevant procurement staff and champions. Training will cover all stages of the procurement cycle and will be based on AGRA procurement policy and procedures.
    • The specialist shall assist in carrying out due diligence/background checks on consultants/vendors before contracting.
    • The procurement specialists shall provide support in coordination of disposal of AGRA assets in all AGRA country offices.
    • The specialists shall carry out any other relevant activities that may from time to time be assigned by the Head of Procurement as per agreed work plan.

    Expected Deliverables

    The specialist will provide weekly and monthly reports of activities carried out as per agreed work plan.  

     

    Timelines and proposed work plan

    This will be a full-time assignment and will be carried out for a 1-year period. The specialist is expected to be based in Nairobi, Kenya and will be required to work from

     

    AGRA Head Office at West End Towers.

    The successful candidate shall prepare a detailed work plan to be discussed and approved by the Head of Procurement on a quarterly basis.

     

    Reporting arrangements

    The consultant shall report to the Head of Procurement who will assign all activities under the contract and approve all deliverables and invoices.

    • A maximum of two-page executive summary of the understanding of the assignment and expected monthly fee

    Criteria for selection of the Individual Consultant

    Only individuals meeting the below criteria are eligible to bid. The successful candidate shall be a person of high integrity with a track record of high performance. The candidate shall provide a detailed curriculum vitae and academic certificates. The consultant will be selected based on the following criteria:

     

    General qualifications (general education and training): [20%]

    1. Post graduate degree in procurement and supply chain or equivalent qualification
    2. Membership of KISM or CIPS

    Experience in use of e-procurement systems and other ERP systems: [15%]

    1. Demonstrate experience in use of e-procurement systems. Knowledge of oracle SCM system will be preferred.
    2. Knowledge of ERP systems and other ICT applications.

    General experience and experience working with similar international organizations: [20%]

    1. Over eight years general experience in procurement and with at least two years working with public and donor funded organizations such as international Non-Government Organizations, World Bank, African Development Bank and Governments

    Adequacy for the Assignment (understanding of the assignment and similar assignments): [35%]

    1. A maximum of two-page executive summary of the understanding of the assignment
    2. Share list and description of similar assignments carried out as a procurement specialist, including client contact details and dates when the assignment was carried out

    Regional experience (East Africa, South Africa and/or West Africa) and fluency in English: [10%]
